16.D.3 09/13/2016 EXECUTIVE SUMMARY Recommendation to approve an award for Invitation to Bid #16-6647 "Vanderbilt MSTU Utility Conversion Installation and connection of new underground CenturyLink network to ElectriCom, LLC in the amount of$347,012.55. OBJECTIVE: To bury all aerial service utility lines within the Vanderbilt Beach Municipal Service Taxing Unit(MSTU)boundaries for hurricane hardening and enhanced beautification in the area CONSIDERATIONS: On December 15, 2009, the Board of County Commissioners approved the utilization of MSTU funds for the burial of overhead utilities within the Vanderbilt Beach MSTU boundaries. Phase I of the project has been completed and the power poles were removed in September 2013. The scope of work for this bid includes the installation of all CenturyLink equipment and cable, connecting the new network to CenturyLink's existing network and moving all users from the old network to the new buried CenturyLink for Phases II, and III. The decision for the MSTU to contract for this scope of work is a result of lessons learned from Phase I of the underground utility conversion project. The completion of this work is the last item required before the removal of all the aerial utilities and the FPL utility poles. Procurement Services Division Staff advertised Invitation to Bid Number 16-6647 on May 4, 2016. Consistent with open competition, email notices of the Invitation to Bid(ITB) were sent to 658 firms and 63 firms downloaded the bid. One bid was received by the due date of May 31, 2016, by ElectriCom, LLC. ElectriCom LLC is a CenturyLink approved contractor which was a requirement of the Invitation to Bid. On May 5, 2016, the Vanderbilt Beach Beautification MSTU Advisory Board voted 3-0 to endorse a recommendation to award a selected bidder for a value up to $350,000. Staff recommends award of the bid to ElectriCom LLC, as the lowest, qualified and responsive firm at a cost of$347,012.55. FISCAL IMPACT: Funding is available in the Fund 143 Vanderbilt Beach MSTU for this portion of the project. GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for approval. CMG RECOMMENDATION: That the Board of County Commissioners approves award of Bid#16-6647 to ElectriCom, LLC, for the installation and connection of the new underground CenturyLink Network for Phase II and III of the Vanderbilt Beach MSTU Utility Aerial to Underground conversion in the amount of $347,012.55, and authorizes the Chairman to sign the attached contract after final review by the County Attorney's Office.
