EXECUTIVE SUMMARY
Recommendation to approve a $301,990 work order under Request for Quotation 14-6213-72 to
Haskins Inc., to rehabilitate pump station 300.04 under Wastewater Pump Station Technical
Support Project Number 70046.
OBJECTIVE: To maintain reliable wastewater collection in compliance with Florida Department of
Environmental Protection agency regulations.
CONSIDERATIONS: The proposed scope of work under Project Number 70046, "Wastewater Pump
Station Technical Support," is consistent with the Capital Improvement Program (CIP) contained in the
2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master P1an/CIP Plan
approved by the Board of County Commissioners (Board) November 10, 2015, as Agenda Item 9C, as
Appendix III of the 2015 AUIR/CIE. Funding for Project Number 70046 is available in, and is consistent
with,the FY2016 CIP Budget.
Pump station 300.04 is located in the median of Lely Palm Drive in the Lely Palms subdivision. The
pump station is 31 years old and at the end of its useful life. The primary issue compelling rehabilitation
of the pump station involves the corrosion of components due to the hydrogen sulfide gases. The pump
station's deficiencies include electrical equipment deterioration, and corrosion in the valve vault and
wetwell piping. The scope of work includes new pumps and electrical panels. The confined space valve
vault will be eliminated by moving piping and appurtenances above grade. The installation of high-
density polyethylene pipe instead of ductile iron will eliminate pipe corrosion. Eliminating the
underground valve vault will reduce valve corrosion, and will eliminate the confined space restraints for
valve maintenance by Wastewater Division staff.
This project will update the station to current utility standards in a coordinated manner that will not
interrupt service. Pump station 300.04 serves 32 single family units, 28 multifamily units, and the Lely
Palms assisted living facility that has 150 apartments and 13 two-bedroom villas. The HCR Manor Care
skilled nursing facility currently has 117 beds. The surrounding area is fully built-out and no significant
additional wastewater flow is expected in the future.
Request for Quotation 14-6213-72, "PS300.04 Rehabilitation," was distributed July 6, 2016, to the six
vendors under the Fixed-Term Underground Utilities Contract 14-6213. The four quotes received by the
July 29,2016,deadline are summarized below.

The engineer's opinion of probable construction cost was $403,897.25. Staff reviewed the quotations and
determined Haskins, Inc., to be the lowest qualified and responsive bidder at approximately 25 percent
below the engineer's cost estimate. The quote tabulation and graph of the results are Attachments 1 and
2, respectively. The Procurement Services Division concluded that bidding was competitive and

also recommends award of this work order to Haskins, Inc., as stated in the attached letter dated August 1,
2016 (Attachment 3).
Haskins, Inc., has a satisfactory performance and warranty record on other similar county utility-related
construction projects. The bid specifications informed the bidders there may be unforeseen conditions
associated with the project. The project cost includes an allowance of $39,390.00 for owner-directed
work due to unforeseen corrosive or geological conditions that include, but are not limited to,repairs due
to structural deterioration, and/or replacement of defective mechanical equipment and deficient electrical
components. The price for any additional work due to unforeseen conditions shall be negotiated prior to
the start of any such work in accord with the county's Procurement Ordinance and the terms of the
agreement.
FISCAL IMPACT: Funding is available in, and is consistent with,the FY2016 Capital Budget approved
by the Board on September 24, 2015. The source of funding is the Wastewater User Fee Fund (414).
This is a replacement project; therefore, operating costs are not expected to change.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality,and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approves a $301,990 work order to Haskins, Inc.,under Request
for Quotation 14-6213-72 for the Pump Station 300.04 Project No. 70046; and, authorizes the Chair to
sign and execute the work order.

the pump control panel as shown on sheet E5. In addition CCUD may opt to mount the pump
termination cabinet to the side of the pump control panel in lieu of below it as detailed on sheet E4. As
an add alternate provide a cost for the following scope:
1. Increase size of equipment rack to allow for mounting of the Telemetry panel and the pump
termination cabinet on the side of the pump control panel. Telemetry cabinet and pump
termination cabinet may be stacked.
2. Include installation cost for owner supplied Telemetry Panel.
3. Provide interconnecting wiring between pump control panel and Telemetry panel including
(3)#12 in 0.75"C for 120V power and (37) conductor#14 control cable in 2"C.
Enclosed is the updated bid tab sheet with the Add Alternate item included.
4. The equipment and parts specified in the quote enclosed will be purchased by the County. The
Contractor is responsible for its safe keeping and proper installation upon their taking possession of
