Agenda 09/13/2016 R Item #16B 1 1 6.B.1 09/13/2016 EXECUTIVE SUMMARY Recommendation that the Community Redevelopment Agency (CRA) approve CRA staff attendance at Florida Redevelopment Association 2016 Annual Conference; authorize payment of attendees' registration, lodging, travel and per diem from the Bayshore Gateway Triangle Trust Fund(Fund 187)travel budget; and declare the training received as serving a valid public purpose. OBJECTIVE: To fulfill the continuing education requirements for AICP certification maintenance credits and expand staff's professional training and education regarding new statutes and redevelopment programs applicable to CRAs. CONSIDERATIONS: Pursuant to Resolution No. 99-410, the Board of County Commissioners has determined that attendance at functions or activities that are of educational,professional or trade serves as a valid public purpose,provided that said functions reasonably relate to Collier County matters. Florida Statute 163.356(3)(d), known as"Creation of community redevelopment agency," states"At any time after the creation of a community redevelopment agency, the governing body of the county or municipality may appropriate to the agency such amounts as the governing body deems necessary for the administrative expenses and overhead of the agency. . . ." Florida Statute 163.387(6),known as"Redevelopment trust fund," states,"Moneys in the redevelopment trust fund may be expended from time to time for the following purposes, when directly related to financing or refinancing of redevelopment in a community redevelopment area pursuant to an approved community redevelopment plan: (a)Administrative and overhead expenses necessary or incidental to the implementation of a community redevelopment plan adopted by the agency." Collier County Ordinance 2000-42 establishes the Redevelopment Trust Fund and appoints the Board of County Commissioners as the governing body of the Community Redevelopment Agency(CRA)and the trustee of the Redevelopment Trust Fund. Annually the Local Advisory Board recommends the CRA Board approve travel and training funding for CRA staff to further their professional development. This year's Florida Redevelopment Association's Annual Conference is October 12-14, 2016 in Orlando, Florida. The Division Director, Operations Manager and staff of the CRA office desires to attend and would benefit from the professional training received at this conference. The cost is approximately $1,580 for registration ($395 x 4); approximately $1,432 for lodging ($179/night x 4) and approximately $45 for parking. Actual cost will vary depending on mileage, parking fees and per diem expense, number of days attended and times of departure from and return to Naples. PUBLIC PURPOSE: To expand the CRA staff's professional development. To attend the annual conference of the Florida Redevelopment Association training and education about CRAs and their powers and functions, and redevelopment programs available to CRAs to eliminate slum and blight. Through the lectures and tours staff will be apprised of successful programs and projects in other Florida CRAs and learn from other CRA experiences. Additionally, it allows certified planners to obtain AICP Packet Pg. 1056 16.6.1 09/13/2016 certification maintenance credits to remain current in the practice of planning. FISCAL IMPACT: Sufficient budget exists within the proposed FY16/17 Bayshore Gateway Triangle Fund 187 (Travel Professional Development) to fund the requested conference attendance. The registration fee, lodging and parking will be paid in advance from FY16/17 CRA budget. GROWTH MANAGEMENT IMPACT: None. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board approval. -CMG RECOMMENDATION: That the Community Redevelopment Agency approves CRA staff's attendance at Florida Redevleopment Association Annual 2016 Conference; authorizes payment of attendees' registration, lodging, travel and per diem from the Bayshore Gateway Triangle Trust Fund (Fund 187)travel budget; and declares the training received as serving a valid public purpose.
