OBJECTIVE: To procure expert professional landscape architectural services CONSIDERATIONS: County staff issued Request for Proposal (RFP) 16-6598 in accordance with Florida Statutes, Section 287.055 (the Consultants' Competitive Negotiation Act) on May 10, 2016, to solicit a contract for Professional Landscape Architectural Services. Staff sent notices to 701 firms, forty (40)packages were requested and seven(7) firms submitted proposals by the due date of June 6, 2016. A selection committee met on July 20, 2016, to review, score and evaluate proposals from the RFP. The selection committee members selected and ranked by consensus the seven (7) proposals and recommend negotiating contracts with the top six firms. The top ranked firms are as follows: 1. McGee&Associates Landscape Architecture 2. Goetz+Stropes Landscape Architects,Inc 3. Johnson Engineering 4. Windham Studio,Inc 5. Q. Grady Minor 6. Urban Green Studio, PLLC 7. Kimley-Horn and Associates FISCAL IMPACT: The funding for each work order that is assigned under the approved contracts will come from each user Department. GROWTH MANAGEMENT IMPACT: While these contracts have no direct growth management impact,they are consistent with the County's long-term growth plans. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT RECOMMENDATION: To approve the selection committee's rankings and authorize staff to enter into contract negotiations with the top six (6) ranked firms with direction to bring back negotiated agreements to the Board for approval. RS _ N c4 Q RFP16-6598 Landscape Architects Packet Pg. 951 1 6.A.47.a Exhibit I: Scope of Work, Specifications and Response Format As requested by the Road Maintenance Division (hereinafter, the "Division or Department"), the 1-11 Collier County Board of County Commissioners Procurement Services Division (hereinafter, "County") has issued this Request for Proposal (hereinafter, "RFP") with the intent of obtaining cn proposals from interested and qualified Consultants in accordance with the terms, conditions - and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Purchasing Policy. a) Background Services to be provided shall include, but not be limited to the following: site master planning, selection and design of annual planting areas, design, maintenance and refurbishment of existing landscape and irrigation for M.S.T.U. and M.S.T.D. projects, or other County landscape projects. These services as well as other miscellaneous professional landscape architectural 0 services will be implemented with Work Orders on an as needed basis. Historically, the annual spend has been approximately $150,000; average individual Work Order is less than o $10,000.00. The County's intent is to award to no more than-six(6)firms. u_ General Description of Specifications or Scope of Work 0 The Contractor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated herein. Additionally, Proposers may also propose alternate solutions to achieve the requirements of the Scope of Work. 1. The selected firms will be responsible for knowledge of and compliance with all existing N Collier County Policies, to include but not be limited to: Land Development Code, Collier County Beautification Master Plan, building codes and all environmental regulations for local and state requirements. 0. 2. Distribution of Work U } Any order entered into on this fixed term County-wide agreement for professional landscape co architectural services will be utilized on an as-needed basis. Method of Source Selection a U- The County is using the Competitive Sealed Proposals methodology of source selection for •• this procurement, as authorized by Ordinance Number 2013-69 establishing and adopting the Collier County Purchasing Policy. If the County receives proposals from less than three (3) firms, the Procurement Director shall review all the facts and determine if it is in the best cr interest of the County to solicit additional proposals or request that the Selection Committee o rank order the received proposals. The County may, as it deems necessary, conduct discussions with qualified Consultants determined to be in contention for being selected for award for the purpose of clarification to assure full understanding of, and responsiveness to solicitation requirements. V 9. Evaluation of Proposals Collier County will evaluate and select these Services in accordance with Florida Statute 287.055, Consultants' Competitive Negotiation Act. The County's procedure for selecting is as follows: COI 1. The County Manager or designee shall appoint a selection committee to review all proposals submitted. 2. The Request for Proposal is issued. 3.
