EXECUTIVE SUMMARY
Recommendation to amend Exhibit "A" to Resolution No. 2013-239, the list of Speed Limits on
County Maintained Roads, to reflect a temporary reduction of the speed limits on White
Boulevard, from approximately 600 feet west to 593 feet east of the Cypress Canal centerline, from
forty-five (45) miles per hour to thirty-five (35) miles per hour,due to the construction of the White
Boulevard over Cypress Canal Bridge Replacement Project, 66066.10. Approval of this item is
contingent on approval of Agenda Items 11E and 16A41.
OBJECTIVE: To temporarily decrease the speed limit within the project limits of White Boulevard,
approximately 600 feet west to 593 feet east of the Cypress Canal centerline, in order to adhere to the
Traffic Control Plan provided in the design documents, thereby enhancing the safety of the traveling
public and workers during the construction of the Cypress Canal Bridge Replacement Project (the
"project").
CONSIDERATIONS: The Board of County Commissioners (Board) is also considering the award of a
construction contract to Manhattan Road & Bridge Company at this meeting to replace the bridge on
White Boulevard at Cypress Canal. The project includes but is not limited to a temporary bridge detour,
sidewalk construction,drainage improvements and a 30"raw water line replacement.
Pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as amended, and
Resolution Number 2013-239, the Board has the authority to establish and alter speed limits by means of
a resolution filed with the Clerk that creates a single comprehensive codification of all speed limits on
county-maintained roads. The Board may set speed zones where a change is reasonable and in
conformity to criteria promulgated by the Florida Department of Transportation(FDOT). The criteria for
work zones must include consideration of existing and anticipated field conditions and is defined in the
"Speed Zoning for Highways, Roads and Streets in Florida"-manual (FDOT Manual Number 750-010-
002, 1997 Edition). This manual was developed by the FDOT to promote uniformity in the establishment
of state,municipal and county speed zones throughout the State of Florida.
Staff believes that a temporary lower speed limit of 35 miles per hour on the section of White Boulevard
designated herein is warranted and that the change is reasonable and in conformity with the defined
criteria. The Sheriffs Office has been contacted and is in agreement with the recommendation of Traffic
Engineering staff to temporarily reduce the speed limit. Upon completion of construction activities, staff
will return with an amendment to the Resolution returning the speed limit to 45 miles per hour.
FISCAL IMPACT: There is no fiscal impact to the County. The construction contractor will be
responsible for the installation of all speed limit signs and other work zone traffic control devices.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.-SRT
RECOMMENDATION: To authorize the Chairman to sign a Resolution to temporarily decrease the

appropriate traffic control signs after notice to the Collier County Sheriff's Department.

WHEREAS, pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as
amended, and Resolution number 2013-239, the Board of County Commissioners ("Board") has the

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY N
COMMISSIONERS OF COLLIER COUNTY,FLORIDA as follows:

1. The Board of County Commissioners hereby restates and reauthorizes all prior-approved
speed limits on Collier County-maintained roads, which have been compiled and attached as Exhibit"A."
2. Exhibit "A" to Resolution No. 2013-239, as amended and attached hereto, is specifically
amended to reflect a temporary reduction of the speed limit on White Boulevard, from approximately 600 feet west
to 593 feet east of the Cypress Canal centerline, from forty-five (45) miles per hour to thirty-five (35) miles per hour,
due to the construction of the White Boulevard over Cypress Canal Bridge replacement project.
3. This Resolution shall be filed with the Clerk to the Board of County Commissioners
consistent with the requirements to maintain a single, comprehensive codification of all speed limits on
County-maintained roads. Further changes to speed limits on County-maintained roads shall be made by
resolution with an amendment to Exhibit"A." 0
4. The effective date of the speed limit shall be after written notification to the Sheriffs Office
and posting of the appropriate signage. E
