EXECUTIVE SUMMARY
Recommendation to award Contract 16-6560 for Construction Engineering and Inspection (CEI)
and Related Services for "White Boulevard over Cypress Canal Bridge Replacement Project" to
AECOM Technical Services, Inc., in the amount of $595,337.94, Project Number 66066, and
authorize the necessary budget amendment. The approval of this item is contingent on approval of
Agenda Items 11E and 16A42.
OBJECTIVE: To obtain professional Construction Engineering Inspection(CEI) Services for the White
Boulevard over Cypress Canal Bridge Replacement Project.
CONSIDERATIONS: On March 18, 2016, the Collier County Growth Management Department,
through its Transportation Engineering Division, issued RFP number 16-6560 and requested proposals
from professional engineering consulting firms pre-qualified by the Florida Department of Transportation
(FDOT) to provide CEI services for this project. One thousand three hundred ninety one (1,391) notices
of the RFP were sent out and fifty-one(51)were downloaded. Four(4) proposals were received on April
11,2016.
On June 28, 2016, the Board of County Commissioners (Board) approved the recommended short-list of
consultants and directed negotiations with the top ranked firm,AECOM Technical Services,Inc.
On July 28, 2016, staff met with AECOM Technical Services, Inc., and negotiated the fees for this
engagement. The terms of the agreement provide for $544,212 in man-hour costs and $51,125.94 for
reimbursable costs,for a total amount not to exceed$595,337.94 subject to the Board's approval.
Construction of the project is expected to commence late 2016, at an anticipated cost of$3,730,719.70.
The CEI costs are typically 12%to 15% of the construction cost when outsourced.
FISCAL IMPACT: This project will be funded through several sources including:

Funding is available in project 66066, and is consistent with,the FY2016 Capital Budget approved by the
Board on September 24, 2015.
A budget amendment in the amount of $22,685.01 is necessary from the Well/Plant Power Systems
Project 70069 to Project 70071 in the Water User Fees Capital Fund 412.
Approval of this CEI contract will not have an impact on operational and maintenance costs;however,the
completed project can be expected to have the following operational and maintenance impacts:
• The bridge and roadway features will be new,therefore, minimal to no maintenance costs are
expected to be incurred within the first 5 to 7 years of service and will be absorbed into the
regular maintenance schedule thereafter.

• Annual operation cost of the raw water main replaced during the project will remain the same
or decrease.
• The new stormwater features will require minimal maintenance, Normal maintenance will be
absorbed into the regular maintenance schedule resulting in minimal cost impact.
GROWTH MANAGEMENT IMPACT: The project is in accordance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.-SRT
RECOMMENDATION: To award Contract 16-6560, CEI Services for the White Boulevard over
Cypress Canal Bridge Replacement Project to AECOM Technical Services, Inc., in the amount of
$595,337.94, authorize the Chairman to sign the attached contract, and authorize the necessary budget
amendment.
