EXECUTIVE SUMMARY
Recommendation to appoint two members to the Collier County Planning Commission
OBJECTIVE: To appoint two members to the Collier County Planning Commission(CCPC).
CONSIDERATIONS: This 7 member quasi-judicial committee was created by authority of Chapter 67-
1246, Laws of FL. The Planning Commission Ordinance (13-50) provides for 5 Planning Commissioners
selected by Commission District and 2 members with environmental expertise. The CCPC assists in the
formulation and review of the Comprehensive Land Use Plan, Land Development Code, and amendments
to both,and then submits their recommendations to the Board for final decision. Members are required to
file a Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms shall be
for not less than two years nor more than four years. A list of the current membership is included in the
backup.
The seven member membership of the Planning Commission recently fell below five members when
Wafaa Assaad passed. Mr. Assaad held the seat for Commission District 4. Previously, Charlotte
Roman, at-large representative with environmental expertise in biology/wildlife management, and
Andrew Solis, representing Commission District 2, both resigned to run for political office. Pursuant to
the 1967 Special Act which created the Collier County Planning Commission, the Board must have a
minimum of 5 members in order to meet, and so will need to appoint another member before the Planning
Commission can meet again.
The seat representing Commission District 5 will expire on October 1, 2016. The current and pending
vacancies were advertised and applications were received for the vacant Environmental seat and the
expiring District 5 seat as follows:

NOMINATION: As this is a quasi-judicial board a committee recommendation is not required. The at-
large environmental members can be nominated by any Commissioner,but must receive a four-fifths vote
of the BCC for appointment. Commission District members must be nominated by the Commissioner of
their District, and must receive a majority vote of the BCC for appointment or reappointment.
Commissioner Tim Nance, District 5, has nominated Mr. Strain for reappointment to the CCPC. No
nomination has been received yet for the Commission Districts 2 and 4 seats; absent a nomination from
the floor,these two seats will remain vacant.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners nominates and appoints members to
fill the following vacant or expiring seats on the Collier County Planning Commission, and directs the
County Attorney to prepare a resolution confirming the appointments:
1) An at-large representative with environmental expertise, to fill the remainder of a vacant term expiring
on October 1,2019; and
2) Mark Strain as the Commission District representative for Commission District 5, to a four-year term
expiring on October 1, 2020.

It should be noted that Ordinance Number 2013-50 (CCPC Membership qualifications) requires the
members of the CCPC to be permanent residents and qualified electors of Collier County. The CCPC E

appointment, consideration shall be given to applicants who have experience or who have shown interest
in the area of planning, zoning, and related fields. Furthermore, the environmental member is expected to
provide technical expertise on environmental matters and shall demonstrate evidence of expertise in 1 or
more of the following areas related to environmental protection and natural resources management: air
quality, biology (including any of the sub-disciplines such as botany, ecology, zoology, etc.), coastal
processes, estuarine processes, hazardous waste, hydrogeology, hydrology, hydraulics, land use law, land
use planning, pollution control, solid waste, stormwater management, water resources, wildlife
management,
