EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid 16-6652 to BLDM USA, LLC in the amount of
$2,013,000 for the Rehabilitation of Wastewater Basin 306 Pump Stations, Group 1, Project 70142,
and authorize the necessary Budget Amendment. (Tom Chmelik, Public Utilities Division Director)
OBJECTIVE: To maintain a reliable wastewater collection system in compliance with Florida Department
of Environmental Protection (FDEP) agency regulations, and provide a safer work environment for staff
members.
CONSIDERATIONS: The proposed scope of work under Project Number 70142, "Master Pump Stations
(MPS) 306 Basin Program," is consistent with the Capital Improvement Program (CIP) contained in the
2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan
approved by the Board of County Commissioners (Board) on November 10, 2015, as Agenda Item 9C, as
Appendix III of the 2015 AUIR/CIE.
Basin 306 includes 27 pump stations. This project, Group 1, rehabilitates the first nine pump stations
which are south of the U.S. 41 East corridor, generally between Palm Street and Thomasson Lane. Group
2 also addresses nine pump stations, and is on this agenda for Board approval. Group 3, for the remaining
nine pump stations, is anticipated to follow in 2017. Most of these pump stations were installed in 1991
and the mechanical and electrical components have reached the end of their design lives. The condition
of these assets is defined as "Red: Level 3 - Risked Compliance" as reported to the Board at the October
1, 2013, Asset Assessment and Management Workshop. These pump stations are part of the Wastewater
Basin 306 Program.
At each of the pump stations, rehabilitation will consist of removing existing valve vaults and installing
new discharge piping in conformance with the Utility Standards Manual; repairing and rehabilitating
existing wet wells; replacing pumping equipment; replacing electrical and control systems; and,
miscellaneous site improvements. In general, the pump stations will be updated to current utility
standards in a coordinated manner that will not interrupt service.
Replacing the equipment is critical to ensuring the reliability of these facilities to minimize sanitary sewer
overflows and remain in compliance with Florida Department of Environmental Protection regulations.
Worker safety will be enhanced due to eliminating underground vaults, replacing old electrical wiring,
and improving vehicular access. Rehabilitation of these nine pump stations will benefit approximately
2,300 residents and several small businesses.
Invitation to Bid 16-6652 was advertised May 11, 2016, with 106 companies downloading bid packages.
On June 30, 2016, the eight sealed bids received were opened. The bids are summarized below.

Staff determined the lowest quote to be fair and reasonable and recommends awarding the project to
BLDM USA, LLC, the lowest, responsive and qualified bidder. The low bid is $487,000 (19 percent)
lower than the engineer's cost opinion. The design professional, AECOM, in Attachment 3, dated July
29, 2016, recommends award to BLDM USA, LLC. BLDM USA, LLC has been licensed as a general
contractor in Florida since 2015, and is a subsidiary of BLDM, LLC. BLDM, LLC, founded in 1962 and
headquartered in Puerto Rico, is the largest electrical/mechanical contractor in Puerto Rico. BLDM,
LLC has a satisfactory performance and warranty record on similar utility -related projects. They have
provided assurances that all necessary resources of the parent company will be made available to
successfully execute this project. The quote tabulation, analysis chart, letter of recommendation for
award, contract, and Power Point presentation are Attachments 1, 2, 3, 4, and 5 respectively.
The bid specifications informed the bidders there may be unforeseen conditions associated with the
project. The bid amount incorporates allowances of $100,000 for owner -directed additional work and
$50,000 for replacing landscaping around the pump stations once the work is completed. The price for
any additional work will be negotiated prior to commencement in accordance with the county's
Procurement Ordinance and the terms of the contract.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY2016 Capital Budget approved
by the Board on September 24, 2015. A budget amendment in the amount of $2,183,500.00 is required
from the North County Water Reclamation Facility Expansion Project 73950, to Project 70142, Master
Pump Stations 306 Basin Program. The budget amendment includes funds for construction as well as for
Construction Engineering and Inspection services. The source of funding is the Wastewater User Fee
Fund (414). Operating costs are not anticipated to change significantly.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to
ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority
vote for approval. - CMG
RECOMMENDATION: That the Board of County Commissioners, Ex -officio the Governing Board of
the Collier County Water -Sewer District, awards Invitation to Bid 16-6652 to BLDM USA, LLC in the
amount of $2,013,000.00 for the Rehabilitation of Wastewater Basin 306 Pump Stations, Group 1;
authorizes the necessary budget amendment; and authorizes the Chair to sign and execute the contract
after final review and approval by the County Attorney's Office.

Letter of Recommendation to Award Contract
Mr. John Eick,
Pursuant to your request, AECOM Technical Services, Inc. has reviewed
the apparent low bidder's (BLDM USA, LLC.) bid proposal for the
Rehabilitation of Duplex Wastewater Pump Stations. This bid was received by
Collier County and opened at 3:00 PM on June 30, 2016 at the County's
Purchasing Department located at 3327 Tamiami Trail East, Naples, FL
34112. The County's Purchasing Department reviewed the bid for
completeness, bidder's responsiveness, and mathematical correctness.
AECOM's review included a comparison of BLDM USA, LLC. bid proposal
with other submitted bids and the Engineer's Opinion of Probable
Construction Cost. AECOM also confirmed successful similar assignments
with the references BLDM USA, LLC. provided in their proposal.
Eight bids were received by the County from General Contractors. The bids and
the Engineer's Opinion of Probable Construction Cost are summarized below:
