EXECUTIVE SUMMARY
Recommendation to approve and adopt a Resolution approving the Pay and Classification Plans for
the County Manager's Agency and County Attorney's Office effective October 1, 2016; to provide
for a general wage adjustment of 3% effective on October 1, 2016; and to approve the creation of
new classifications, modification and/or deletion of classifications and assignment of pay ranges
from the proposed Pay and Classification Plans, from July 1, 2016 forward, using the existing
"Archer" point-factor job evaluation system.
OBJECTIVES: To administer a system of compensation based on principles of public accountability,
external competitiveness, internal equity, relative complexity and responsibility between classifications,
market economic conditions, County financial policies and appropriate federal, state and local laws.
CONSIDERATIONS: Attached to the proposed Resolution are three exhibits: Exhibit 1 is the County
Manager's Agency Pay and Classification Plan; Exhibit 2 is the County Attorney's Pay and Classification
Plan; Exhibit 3 is a detailed description of the salary adjustments to be affected in. FY 2017 by the
proposed Resolution. The proposed Resolution shall apply to all regular full- and part-time employees
under the administration of the County Manager and the County Attorney, except those employees under
contract or who are subject to a collective bargaining agreement. Such employees shall continue to be
paid and receive increases in accordance with the applicable contract or governing collective bargaining
agreement.
The County continues to strive toward competitiveness in base salaries and pay ranges. These elements
are reviewed annually through the Pay and Classification Study and data of other Florida governmental
agencies and considering budget constraints, it has been determined that it is not necessary at this time to
adjust the midpoints of the pay ranges reflected on Exhibits 1, 2, and 3 to the proposed Resolution.
Regular full-time and part-time employees will be provided a general wage adjustment of 3%to base pay.
Individuals whose base pay is at the maximum of the pay range will receive the general wage adjustment
divided equally and payable during twenty-five pay periods starting on October 1, 2016, ending with the
last check of fiscal year 2017. Individuals whose base pay is within 3% of the pay maximums will receive
an increase to the base rate up to the maximum of the range, and will receive the remainder of the general
wage adjustment divided equally and payable during twenty-five pay periods starting on October 1, 2016
and ending with the last check of fiscal year 2017.
Pursuant to Ordinance No. 13-40, the Board of County Commissioners has authorized the County
Manager to make additions, modifications and deletions to the Pay and Classification Plan. The proposed
Resolution seeks continued authorization from the Board to do so, as well as to assign pay ranges using
the existing"Archer"point-factor job evaluation system from the pay ranges set forth in the proposed Pay
and Classification Plans, subject to a quarterly report to the Board. It also authorizes the County Manager
and County Attorney to hire or move employees within the pay plan and classification plan to promote
the recruitment and retention of a highly qualified and professional workforce.
FISCAL IMPACT: The results of these actions will have fiscal impact to the County in salary
adjustments, which has been accounted for in each department's FY17 budgets.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote

1. PHILOSOPHY
The philosophy of the County Manager's Agency and County Attorney is to provide a market-based
compensation program that meets the following goals:
- Facilitates the hiring and retention of the most knowledgeable, skilled and experienced employees

In support of this compensation philosophy,the following objectives have been established for FY 2017:

- For the County Manager's Agency, maintain a pay plan that targets appropriate reward
mechanisms for management,professional/technical and hourly employees.
- For the County Attorney, maintain a pay plan that targets appropriate reward mechanisms for

- Provide no merit awards for FY 2017
3. GENERAL WAGE ADJUSTMENT
0
Provide a general wage adjustment of 3% to base salaries of eligible employees; employees whose base
pay is at the maximum of the pay range will receive the general wage adjustment divided equally and
payable during twenty-five pay periods starting on October 1, 2016 ending with the last check on fiscal c.
year 2017. Individuals whose base pay is within 3% of the pay maximums will receive an increase to the
base rate up to the maximum of the range, and will receive the remainder of the general wage adjustment V

4. PAY PLAN MAINTENANCE 2
Following past practice, the County performed a benchmark study and analysis of over eighty (80)
classifications under the County Manager's Agency in January 2016. Based upon the results of that study u}.
and the current financial/economic climate, the midpoints of the pay ranges for Fiscal Year 2017 will be
the same as Fiscal Year 2016. These ranges are on the attached Pay Plans.

A RESOLUTION APPROVING THE PAY AND CLASSIFICATION PLANS FOR
THE COUNTY MANAGER'S AGENCY AND COUNTY ATTORNEY'S OFFICE,
EFFECTIVE OCTOBER 1, 2016, INCLUDING A GENERAL WAGE ADJUSTMENT
OF 3%, EFFECTIVE ON OCTOBER 1, 2016.

WHEREAS, it has been the policy of Collier County to establish and administer a a
system of compensation based on principles of public accountability, external o
competitiveness, internal equity, relative complexity and responsibility between
classifications, market economic conditions, County financial policies and appropriate
federal, state and local laws pertaining to compensation so as to contribute to an
environment conducive to employee motivation and productivity as is more fully set forth
in Ordinance No. 96-40,as amended by Ordinance No.2001-50; and
WHEREAS, the Board of County Commissioners believes this policy may be
achieved through a combination of an annual pay and classification plan for employees 7-

under the administration of the County Manager and the County Attorney, with approval u_
from time to time, and as appropriate,of general wage or Cost of Living adjustments; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,that: a
