EXECUTIVE SUMMARY
Recommendation to recognize FY 2016/2017 State Public Transit Block Grant additional revenue
up to $873,928, authorize the County Manager or his designee, the Public Services Department
Head, to execute the notification of funding award and approved appropriate budget amendment to
prevent delay of the use of grant funds for the Collier Area Transit system.
OBJECTIVE: To prevent a lapse in funding and safeguard the use of local funding.
CONSIDERATION: Collier Area Transit (CAT) has provided transit and paratransit operations to
Collier County for over 10 years through various Federal Transit Administration (FTA) and Florida
Department of Transportation (FDOT) grant funds. Since 2003, the FDOT has provided State Public
Transit Block Grant funding for CAT operations.
On October 16, 2012,FDOT executed a multi-year Joint Participation Agreement(JPA) Contract Number
AQQ16, with Collier County for State Block Grant assistance. Collier County applies this grant funding
towards the operating costs of CAT. The FDOT Work Program allocates $873,928 in additional funding
for Contract Number AQQ16. The grant requires a dollar for dollar local match. Staff has budgeted
$873,928 of local funds in FY 17 for the required match.
Collier County should receive notification of additional revenue from the FDOT by September of each
year. However, in recent years the official State Block Grant Notification of Funding Award(NOFA)has
arrived as late as December. Since funding cannot be spent until the NOFA is executed by both parties,
County funds must be used for transit operations in lieu of these grant funds during the award execution
and County budget processing period. To expedite the process and prevent excessive use of County
funds, CAT is requesting that the Board of County Commissioners appoint its Public Services
Department Head as its designee to execute the funding award as soon as it arrives and report back to the
Board after the funding award is executed. Additionally CAT is requesting authorization of award and
match budget amendments, in the FDOT Work Program, in the amount of$873,928, prior to receipt of
the NOFA. Expense will be applied to this grant budget only after the NOFA is fully executed. Budget
changes required by the final allocation amount will be handled through the regular OMB process.
Approval of this item will appropriate a budget to reflect estimated grant funding for FY 17 in the amount
of$873,928.
FISCAL IMPACT: A budget amendment is required in the amount of $873,928 in FY 17 to recognize
grant revenue for Contract AQQ16 in CAT Grant Fund (424), Project 33234. A budget amendment is
also required in the amount of$873,928 in FY 17 for the CAT Match fund (425), Project 33234. The
source of the match will be available in the adopted FY 17 Collier County CAT budget that includes
annual funding support by General Fund(001)revenue within Transit Enhancement Fund 426.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. - JAK
GROWTH MANAGEMENT IMPACT: Transit capital and operations supports goals and objectives of
the Transportation Element of the Growth Management Plan.

RECOMMENDATION: That the Board of County Commissioners (1) recognizes the FY 16/17 State
Public Transit Block Grant additional revenue up to $873,928, (2) authorizes the County Manager or his
designee, the Public Services Department Head, to execute the notification of funding award and report
back after execution, and (3) authorizes the necessary budget amendments to maximize the use of grant
funds for transit operations.
