11.D 09/27/2016 EXECUTIVE SUMMARY Recommendation to approve updated landscaping Best Management Practices for the Landscape Beautification Master Plan, the addition of Radio Road East (Santa Barbara to Davis Blvd.) in fiscal year 2017, and updated ranking of project installation. OBJECTIVE: To review and approve the updated landscaping Best Management Practices (BMP's) for the Landscape Beautification Master Plan and include Radio Road East (Santa Barbara to Davis Blvd.) to the County managed program in fiscal year 2017; and to approve the updated ranking of future landscaping installations. CONSIDERATIONS: On June 28, 2016 (Agenda Item 11.C), the Board of County Commissioners approved the ranking and funding of the Landscape Beautification Master Plan program. As a condition of the approval, the Board requested that the program include Radio Road East (Santa Barbara to Davis Blvd., 1.2 miles) in fiscal year 2017. The Board also directed staff to transfer financial and management responsibility for the Radio Road East of Santa Barbara Boulevard to Davis Boulevard Municipal Service Taxing Unit (the "MSTU") landscape beautification to the reestablished roadway landscape program that is funded from the Unincorporated Area General Fund(111). Another condition of approval was that staff return to the Board prior to the new fiscal year with updated landscaping BMP's. Through the consultation of Ellin Goetz of Goetz + Stropes and subconsultant Jack Lieber, these updated BMP's will be addressed through a Board presentation. FISCAL IMPACT: The Fiscal Year 2017 budget contains funding for all elements of the landscape capital and operating program described in this report, including payoff of the Radio Road East MSTU debt. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary.
