Call to Order Chairman Fogg called the meeting to order at 10:00 A.M. A quorum was established II. Attendance Members: George Fogg, Chair; Marianne Fanning, Vice Chair; Richard Barry (Excused); Barbara Bell (Excused); John Goody County: Dan Schumacher, Project Manager; Harry Sells, Project Manager Other: Aaron Gross, Ground Zero Landscaping; David Durrell, JuriSolutions III. Approval of Agenda Chairman Fogg moved to approve the Agenda subject to adding Item VILE— Thank You Letter. Second by Mr. Goody. Carried unanimously 3- 0. IV. Approval of Minutes—June 6 ,2016 Ms. Fanning moved to approve the minutes of the June 6, 2016 Forest Lakes Advisory Committee meeting as presented. Second by Chairman Fogg. Carried unanimously 3- 0. V. Project Managers Report A. Dick Barry-Absent for the August and September Meetings Mr. Schumacher reported Mr. Barry will not be able to attend the August and September meetings. B. Budget Report Mr. Schumacher has assumed responsibility as lead project manager for the Forest Lakes Roadway and Drainage MSTU. He presented the "Forest Lakes MSTU Fund 159, August 2, 2016"for information purposes and provided an overview of the budget noting: • Property taxes collected to date total $175,837 with a balance of$6,583 remaining. • Of the $158,900 FY16 Operating Expense budget, $15,499 is available for expenditures excluding reserves. 1 C. Bond Amortization Schedule Mr. Schumacher provided the "Forest Lakes MSTU Debt Service Schedule"dated 7/5/16 for information purposes noting the bond commitment will expire at the end of Fiscal Year 2021. The MSTU can request changes in the schedule via the budget process which generally occurs during February. D. ABB Work Order—"Engineering Services" Update Drainage Easement Mr. Schumacher informed the Committee a Work Order is in place and the consultant confirmed they are reviewing the flow models to determine any changes required in the project specifications. E. Update on Easements i. Quail Run Golf Club Mr. Schumacher reported he is awaiting sign off by the various parties for the easement granting the MSTU permission to maintain the lake rip rap in addition to the existing swale areas on Quail Run GC. The Committee queried on the ownership/maintenance responsibility of retaining walls on the golf course adjacent to the lakes. Staff reported: • The original design of the subdivision provides for stormwater drainage via swales and lakes on the golf course, which ultimately empty into the Gordon River. • The MSTU has easements in place and current responsibility for the golf course swales, which it maintains. • MSTU funds cannot be expended on private property without the required easements and pertmits and within the ordinance of the MSTU. • The current proposal is for the MSTU to repair/maintain the MSTU funded rip rap around lakes on the golf course. • A request was also received to repair a lake retaining wall. Staff will first need to determine if the wall in question was installed using MSTU funding. The Committee requested Staff to determine the status of the retaining wall maintenance. ii. A/B/C Drainage Work—Easement deferred to time of construction Mr. Schumacher he is awaiting construction bids before executing the easements. VI. Landscape Maintenance Report A. Ground Zero-Aaron Gross None (Mr. Gross arrived after the item was heard) B. Windham Studio (attached) Mr. Schumacher reported: • Staff has instituted a new procedure for maintenance reporting. • The new procedure consists of a"drive through" with the vendors a week before the Committee meeting, a list of items to be addressed developed which is provided 1 —2 days following the walkthrough. • The list is provided to the Committee for review and comment at their regular meeting. • He provided the "Maintenance Report" dated July 26, 2016 for review. The following was noted during Commtittee discussions: 2 Entry West Row Notify the maintenance contractor the Ficus hedge is not located on lands controlled by the MSTU. Forest Lakes Boulevard Staff to check on the species of tree for the trimming required around light pole#144. Woodshire Lane Notify the maintenance consultants/contractors the "Future Recommendation" for planting a dwarf Clusia hedge is not feasible given the area in question is on not on MSTU controlled property. VII. New Business A. Agenda Sequence Mr. Schumacher requested the Committee consider revising the regular meeting agendas to allow the consultants/contractors to be heard after approval of the minutes. The purpose would be to provide a more efficient use of time by the parties involved. Ms. Fanning moved to hear any Committee items requiring a vendor/contractor presence to immediately.follow Approval of Minutes on the Agenda. Second by Mr. Goody. Carried unanimously 3—0. B. Ground Zero—Quote for Crotons Mr. Schumacher presented Estimate #311 from Ground Zero Landscaping dated June 15, 2016 in the amount of$1,031.75 for the planting of Crotons at the main entry island. He noted the 30 days has past since the estimate was provided to the County and it needs to be re-issued under County policy. He recommended, if necessary, Committee Members conduct a site visit to determine if the plants should be installed. Chairman Fogg moved to authorize an expenditure of$1,031.75 for Ground Zero Landscaping to install Crotons per Estimate#E311 dated June 15, 2016. Mr. Goody and Ms. Fanning reported they wanted to conduct a site visit to the area before acting on the proposal. Chairman Fogg reported the item has been under discussion for six months and recommended the work be completed now at the height of the rainy season to allow the plants to establish a proper root system absent of a large amount of irrigation. Without a second, the motion was not considered. Mr. Schumacher reported the item will be placed on the next meeting Agenda. C. Light Pole Cleaning—Whodunit? Mr. Schumacher reported the light poles and lamps have been cleaned and queried if anyone know who undertook the work as it was not completed under the direction of the MSTU. Mr. Goody reported he would investigate the item and report his findings to Staff. 3 D. Inquiry from MiraVista Condo Chuck Stemple, President of Mira Vista Condominium Association addressed the Committee on two issues. Cleaning of Stormwater Pipes Mr. Stemple expressed concern on the drainage infrastructure that feeds into Lake 16 noting the stormwater backs up and floods the parking lot of Mira Vista during storm events. If there are two storm events in a short period of time, or one prolonged event,the buildings may be exposed to flood waters. He believes that the MSTU had previously cleared the pipe (culvert) in question and he requested maintenance be performed to address the issue. The Committee and Staff discussed the request, noting that roadside culverts are generally the responsibility of the respective homeowner or Condominium Association. The subject pipe may have been cleared unilaterally by an MSTU Staff member at an earlier time. Ownership and any associated MSTU maintenance responsibility needs to be researched by Staff and reported to the Advisory Committee. The Committee requested an investigation be completed on the item to determine who is ultimately responsible to maintain the infrastructure in this area. Staff to provide the contact information to Mr. Stemple for a contractor who performs this type of maintenance so he may contact them in case of an emergency, if necessary. Installation of Lighting and Sidewalks on Quail Forest Blvd. Mr. Stemple disseminated minutes from the January 11, 2012 MSTU meeting where action was taken to investigate the feasibility of installing lights in the area. He requested a status report on the item and noted the improvement should be undertaken to improve safety in the area. Mr. Schumacher reported that an initial evaluation was completed during the overall lighting and sidewalk design phase several years back. It was assessed that sufficient roadside space was not readily available either along Quail Blvd or Forest Lakes Drive to install the improvements. The Committee reported they would investigate the issue and report back to Mr. Stemple, however funds would not be available for such a project until 2022. E. Thank You Letter Chairman Fogg requested Staff to send a"thank you" letter to a property owner who cleaned up the lands outside the MSTU. VIII. Old Business None IX. Committee Member Comments None X.
