Chairman Lewis called the meeting to order at 3:00 PM.
A quorum was established; three voting members were present.

Mr. Weber moved to approve the Agenda. Second by Ms. Carella. Carried unanimously 4- 0.
IV. Welcome of Special Guest Commissioner Penny Taylor
Commissioner Taylor arrived at 3:45pm during the discussion of Item V.
V. Chairman Lewis -Discussion of Status of Radio Road Landscape
Chairman Lewis reported the meeting was convened to outline concerns on the maintenance of the
Radio Road medians formerly the responsibility of the MSTU highlighting:
• The members of the MSTU invested approximately $1.6M in landscaping and maintaining the
medians from 1990 to date and continue to monitor their conditions to ensure there is no
decline in the investment.
• In an April 6, 2016 MSTU Maintenance Report, the County was notified the Radio Road
irrigation system was non functioning and not properly monitored over time, an issue which
needed to be addressed immediately.
• The County failed to address the issue leading to the dying of established plants which needed
to be replaced.
• The plants recently replaced are too small and spaced too far apart creating an environment
whereby the medians will not achieve their previous appearance for a few years.
• The MSTU was in control of the irrigation until August of 2015 when the County required turn
over of the operation of the irrigation system to them.
• Prior to this time, the MSTU conducted weekly inspections on the irrigation system with issues
being addressed in a timely manner.

• One possible contributing factor to the lack of communication is the Division's decision to
require the MSTU to pay for County Staff time on attendance of a meeting. With this
requirement, no County Staff was present at Committee meetings which may have assisted in
addressing these types of issues.
• Additionally, two areas where irrigation repairs occurred were not brought back to acceptable
standard.
• The Committee expressed concern there will bear the brunt of numerous complaints from
MSTU taxpayers and wants to ensure the situation does not repeat itself
Mr. Gossard reported:
• The County assumed responsibility of the irrigation system due to ongoing issues with the
County Clerk's Office and payment of invoices.
• Since assuming the system, the Division has undergone Staff restructuring and personnel
changes which contributed to the lack of maintenance.
• The current Staff has been working to correct numerous deficiencies in systems and the repair
activity is 95 percent complete.
• He was not aware of the April Report and recommended changes be made in communication
between the MSTU and County Staff to ensure the parties directly responsible are aware of any
issues.
• Dave Morgan, Director of Maintenance should be the contact point for MSTU on maintenance
matters.
• The decision to charge Staff time for meeting attendance was made by a previous Staff person
and he will investigate the status of the requirement for any changes that may be made.
• The County is developing an overall master plan for landscaping of medians which should aid
in addressing these types of issues in the future.
• Staff is reviewing the plants that have been replaced to determine any course of action
necessary to rectify any deficiencies.
• The County is working on an avenue to return the responsibility of the irrigation systems to the
MSTU's.
Commissioner Taylor reported she was made aware of the issues previously and thought they had
been rectified. She noted communication between the parties is critical and expressed concern on the
policy of charging County Staff time to the MSTU's for their appearance at a meeting.
Mr. Sells outlined the following activities based on the conversation:
1. County Staff to review the plantings recently completed to determine adequacy and report back
any proposed changes to the Committee.
2. County Staff to undertake the measures to address two areas in disrepair following work on the
irrigation system.
3. Mulching of areas to be completed by the end of August.
4. Communication to continue between the parties to resolve the irrigation system issues and the
parties work to ensure a partnership exists between the MSTU and the County.
S. Dave Morgan shall be the principal point of contact for MSTU for their Maintenance Reports
or any other issues that may need to be addressed.
6. Mr. Gossard to review the policy for charging the MSTU for Staffpresence at meeting and
report back to the Committee.

Ms. Lulich and Mr. Gossard reported:
• The County issued a Request for Proposal (RFP 16-6610 Annual Contract for Landscape
Maintenance Vendors) for the purpose of revising the procurement process for basic
Landscape Maintenance, Landscape & Irrigation Maintenance, Tree Maintenance and Arborist
Services and Advanced Irrigation On-Call Services & Repairs.
• The process will involve a recommendation by a Selection Committee for pre-qualifying
vendors who responded to the RFP who may be used when the individual services are required.
• The goal is to streamline and improve service for these areas maintained by the County.
• A perspective vendor's financial status is not a consideration in awarding the qualification
unless a bond is required to be posted.
• The Selection Committee meeting is open to the public who potentially may be allowed to
provide comment on the proposals.
Commissioner Taylor reported the Board of County Commissioners approved a tax on arterial
median landscaping/maintenance to be imposed on County taxpayers with the exception of those for
certain MSTU's already taxed for the service.
The Committee requested Staff to:
1. Notify the MSTU on the schedule for the Selection Committee meeting so Members may attend
and comment on the proposals should they so desire (upon confirmation by the County
Attorney's Office).
2. Check on the requirements for the tax adopted by the BCC for arterial medians and report back
to the Committee.
VI. Approval of Minutes—May 9, 2016
Mr. Weber moved to approve the minutes of the May 9, 2016 meeting as presented. Second by Ms.
Carella. Carried unanimously 4- 0.
VII. Project Manager Report—Harry Sells
A. Budget Report
Mr. Sells presented the"Radio Road MSTU Fund 158, August 8, 2016" for information purposes
and provided an overview of the budget noting $7,200 of unencumbered funds remain this fiscal
year and the 2017 millage rate is being reduced to 0.1 yielding approximately$114k in revenue
vs. $310k in 2016.

C. Landscape Architect's Report
Mr. Sells distributed the "Maintenance Report" dated July 27, 2016 prepared by Scott Windham
Studios, Inc. for information purposes.
He noted a proposal has been submitted by Florida Land Maintenance, Inc., (Estimate #E1105408
dated 7/18/2016) in the amount of$1,135.00 for irrigation repair and plant replacement on
Devonshire at Appleby Drive. There was no accident report filed but Staff will be seeking an
insurance reimbursement, however, there is a $500 deductible associated with the claim.

Mr. Lewis moved to authorize an expenditure of$1,135.00 to Florida Land Maintenance,Inc.
per their proposal dated 7/18/2016 referenced above. Second by Mr. Weber. Carried
unanimously 3—0.
VIII. Landscape Maintenance Report—Robert Kindelan Commercial Land Maintenance
Mr. Kindelan, CLM, reported on maintenance as follows:
• Tree trimming occurred along the sidewalks.
• Palm tree trimming is scheduled for the trees in the medians.
• Asian Jasmine, Gold Mound and Juniper plants were replaced.
• Treatment for weed infestation continues.
• Inspection of the Juniper plants is ongoing to determine if there is an infestation of mites.
• Chinch bug treatments are ongoing.

Mr. Sells reported the well pump that was continuously running has been repaired.

RE: Radio Road and Devonshire Monthly Maintenance Report
MSTU Committee and Staff:
The following is a report of the general conditions and recommendations for the
maintenance of the Radio Road MSTU areas on Radio Road and Devonshire Blvd.
DEVONSHIRE:
In general the medians and ROW areas look healthy and well maintained with the
following observations, action items:
• Median 1 —Top sheer Asian Jasmine.
• Medians 2, 3,4 —Trim out dead tips from Juniper.
• Median 4—AUTO CRASH DAMAGE - Replace one (1) Montgomery Palm,
remove one Juiper and fill in Duranta (east tip)
• Median 4 —Top sheer Asian Jasmine at south end, east side.
• Median 6 —Trim Lantana off of curb (south tip, Radio Rd)
• EAST ROW—There is a 40 ft bare patch of Asian Jasmine just past the shopping
center entry drive and 10 ft patch at Belville intersection that needs to be
replaced. Additionally, fill in the few bare patches with new Asian Jasmine as
needed. 60 ft stretch of nut sedge needs to be treated/weeded.
• GENERAL —Trim Montgomery seed pods.
RADIO ROAD:
The medians have recovered somewhat with the following observations, action items:
• GENERAL: Remove Montgomery and Foxtail Palm seed pods. Completed 8/13.
• GENERAL: Sabal Palms are ready to be trimmed..Waiting on new contract.
• GENERAL: Numerous dead Juniper in most all medians will need to be removed
and replaced /filled in. However, long term we recommend phasing out the
Juniper and replacing it with Gold Mound Duranta. Completed 8/13. Replaced
with Peanut.

• Median 1: Remove one random yellow Euphorbia and replace with a Little red to
match bed. Fill in 16-20 Little Red Euphorbias. Yellow removed 8/23. Filled in
with red. Currently looking for correct variety.
• Medians 3, 6, 10: Numerous Ilex Shillings have died as a result of no irrigation
and will need to be removed and replaced /filled in. There is new growth.
Trimming to promote new growth.
• Median 5, 6, 18, 19, 21, 29: Dianella are weak and missing several. (Fill in with 3
gallon plants). OR, we recommend phasing Dianella out and replacing them with
eithr Duranta Gold Mound or African Iris (3 gallon). Filling in with Dianella 8/31.
• Median 10, 12 —5 Big Rose are crushed and need to be removed / replaced.
• Median 11: (East end) The Ms. Alice and Silhouettes remain the weakest of the
medians and need to trimmed back and fertilized to push foliage. Looking better.
• Medians 13 and 14 — Replace four (3) Foxtails which have been yellow and
struggling with stunted buds. (2 in median 14 and 1 in median 13) Continue to
treat with sulfur to improve PH to allow to take up nutrients. What counter
measures have been completed and do they recommend to save the palms?
This must continue to be pursued aggressively. Foxtails that were dead have
been replaced &fertilizing the rest starting 8/12.
• Median 14: Silhouettes are chlorotic and woody/ defoliated. Looking better.
• Median 13 — 5-6 Big Rose are crushed and need to be removed / replaced (south
side). Will be removed on 8/24 service.
• Median 18: 10' x 10' bare patch where utility repair may have occurred (fill in
Dianella). Remove Montgomery Palm seed pods. Completed 8/12
• Median 19: Foxtails chlorotic. Fertilized.
• Medians 25, 27: Replant the median tips where utility work was done. Completed
8/12.
• Median 27: A few of the Royals have significant unsightly sooty mold on the
trunks and clinging dead fronds and need to be treated and cleaned. Will treat
mold. Self cleaning.
• Medians 28, 29 at Devonshire: Dianella plant groupings are very weak and need
to be cleaned up and filled in with new plants. The Silhouettes are woody and
chlorotic. Xanadu leggy. The chlorotic bougainvillea will be replaced 8/31.
• Medians 28, 29: Remove Royal Palm hanging dead fronds. Once the fronds
drop, maintenance will remove.
• Median 29: Replace one dead Sabal Palm. Has been removed, will replace.
• Median 30 —The Montgomery Palms are still Chlorotic and yellowing. Trim seed
pods and remove dead fronds. Fertilized & seed pods have been removed.
The following replacements were noted and should be put in the rotation if and when
directed and authorized by Pam Lulich:
• In general, keep working towards replacement of all Dinnis with Dianella moving
forward as they decline. We also recommend Duranta Gold Mound as an
alternative since the Dianella has not performed well.
Dinnis will be replaced with Peanut.

MSTU Committee and Staff:
The following is a report of the general conditions and recommendations for the
maintenance of the Radio Road MSTU areas on Radio Road and Devonshire Blvd.
DEVONSHIRE:
In general the medians and ROW areas look healthy and well maintained with the
following observations, action items:
• Median 1 —Weed nut sedge in Asian Jasmine.
• Medians 2, 4—Trim out dead tips from Juniper.
• Median 4—AUTO CRASH DAMAGE - Replace one (1) Montgomery Palm, fill in
Duranta (east tip)
• Median 6— Replace one dead Duranta (north tip)
• EAST ROW—There is a 50 ft bare patch of Asian Jasmine at the Belville
intersection that needs to be replaced. Additionally, fill in the few bare patches
with new Asian Jasmine as needed. Minor 15 ft stretch at the controller of nut
sedge needs to be treated/weeded.
RADIO ROAD:
The medians have recovered well and are looking much better with the following
observations, action items:
• GENERAL: Trim all Bougainvillea.
• GENERAL: Sabal Palms are ready to be trimmed.
• GENERAL: Remaining Juniper in most all medians looks much better and need
to be filled in with a few new Parson's Juniper where the majority of the bed is
healthy and full. The replacement Peanut look good.
• Median 1: Fill in 16-20 Little Red Euphorbias per side of median. Replace Dinni
with Peanut (east tip).
• Medians 3, 6, 10: Many of the defoliated Ilex Shillings which have been cut back
are responding and flushing out new growth. However, there is one bed on the

southwest end of the median that is not responding and will need to be removed
and replaced.
• Median 5, 6, 7, 11, 18, 19, 21, 29: Dianella are weak and missing several. (Still
need to fill in with 3 gallon plants). OR, we recommend phasing Dianella out and
replacing them with either Duranta Gold Mound, African Iris (3 gallon) or
Perennial Peanut.
• Median 5— Fill in Little Red Euphorbia.
• Median 8— Remove Dinni and replace with Peanut.
• Median 10, 12 — 5 Big Rose are crushed and need to be removed/ replaced.
• Median 10— Replace 4-6 Ms. Alice Bougainvillea and one Montgomery from
accident. (east tip).
• Median 11: (East end) The Ms. Alice and Silhouettes remain the weakest of the
medians and need to trimmed back and fertilized to push foliage. Looking better,
but still the weakest bed of the roadway.
• Medians 13, 14— Foxtails are looking better, but three (3) are still yellow and
struggling with stunted buds. (2 in median 14 and 1 in median 13) Continue to
treat with sulfur to improve PH to allow to take up nutrients. Continue to monitor
closely.
• Median 19: Foxtails chlorotic. Continue to monitor now that they have been
fertilized.
• Median 23 — Fill in African Iris (3 gallon).
• Medians 26, 27 Fill in healthy Juniper beds with Juniper.
• Medians 27, 28, 29—Clean up Saw Palmetto.
• Medians 28, 29 at Devonshire: Dianella plant groupings are very weak and need
to be cleaned up and filled in with new plants. Silhouettes look better, but one (1)
bed of Silhouettes still need to be replaced on the south side of the east end of
median.
• Median 29: Replace one dead Sabal Palm.
