Thomas Richey Robert Ritz Mary Ellen zum Felde A meeting of the Children' s Services Council was held on Friday , February 7 , 1992 , 9 : 00 AM, Collier County School Board Room. The meeting was chaired by Bea Harper . Dr . Richey led the invocation followed by the pledge of allegiance . Minutes were approved as presented . Motion made by Alma Cambridge; seconded by Mary Ellen zum Felde . Mary Ellen zum Felde presented the Treasurer ' s Report . income of donations and interest , $1 , 238 . Expenses $6 , 573 . Cash on hand as of January 31 , 1992 , $6, 991 . Also, the final contribution of $11 , 666 . 66 was received from the Community Foundation and final payment in that amount was paid to the Florida State University . Judge Cindy Ellis presented a projected budget from March 10 , 1992/March 10 , 1993 , including capital expenditures and operating expenditures with a range from $180 , 334 to $234 , 484; ie . , (capital expenditures $4 , 574 and operation $175 , 760 totalling $180 , 334) ; to (capital expenditures $4 , 574 and operation $229 , 910 , totalling $234 , 484 . ) The budget is based on Council office space and equipment and immediate application process , bidding , interviews , set millage rate and award of contracts . It was suggested that some capital items might be donated or purchased through the county; that competent , professional staff be employed -- a salary range be maintained -- a job description be developed with which to negotiate; that the budget be considered as a legitimate "start-up" budget ; and that council members review the papers and contact Judge Ellis with their comments , who will incorporate it all in a final document for further discussion. A motion was made by Alma Cambridge that the budget as projected be accepted and returned for further discussion; seconded by Dr . Thomas Richey . It was later determined the council members should contact Paul Pinson, executive director , with their comments rather than Judge Ellis because of the Sunshine Law . Bea Harper presented each council member with a copy of an informal needs assessment developed as a tool with which to heighten the awareness of the council to the challenges the council will face in its deliberations on behalf of the children in need. The assessment was categorized as follows : homeless children and families , David Lawrence demographics , child care , dependency, developmental disability , health, juvenile justice, substance abuse, teen pregnancy . A responsive review of the assessement was shared among the council members . Jack Ryan, a member of the audience, made an urgent plea to the media to publish the true needs of the children and the manner in which the Council will perform to resolve these needs .
