CSC Minutes 03/06/1992 Children ' s Services Council of Collier County Minutes/Transcripts March 6 , 1992 C The Children's Services Council of Collier County Meeting of March 6, 1992 Council Members Present Council Members Absent Alma Cambridge Nelson Faerber Judge Cynthia Ellis Richard Shanahan Lavern Gaynor Bea Harper Dr . Thomas Richey Delores D. Dry Mary Ellen zum Felde A meeting of the Children's Services Council was held on Friday, March 6, 1992 , 9 : 00 AM, Collier County School Board Room. The meeting was chaired by Bea Harper . The invocation was delivered by Michelle and Denise Ellis , daughters of Gerry and Cynthia Ellis . The pledge of allegiance followed. CThe minutes were approved as presented. Motion made by Dr. Thomas Richey; seconded by Alma Cambridge. Paul C. Pinson, executive director, gave a campaign update : 1 . the endorsements of the Greater Naples Civic Association, the League of Women Voters, the Collier County Medical Society, Ft Myers News-Press , the Naples Daily News , the Golden Gate Gazette and other weekly newspapers; 2 . phone banks and precinct walks indicate 8 yes votes to 2 no votes which is not to be considered as a prediction, but presented as a part of the report; 3 . the campaign committee had done its homework providing the public with all the information it requested, referring specifically to the General Estimate of Funds Required To Meet The Needs of Collier County Report and the Projected Capital and Operation Budget . The intent of the Report was not to say the Council was going to fund the programs , but to say there are a great number of needs not being met . In answer to an inquiry by Judge Cynthia Ellis, Mr . Pinson explained the agencies were asked to submit proposed programs, identify the number of children that 14:) would be served by those programs and include the cost, and that , the Report was a direct response from the service providers . Mr . Pinson reported seven applications had been received from persons wishing to fill the two open positions on the Council ; that said applications will be submitted to the Collier County Commission after the March 10 , 1992 election for their final decision as to which names will be forwarded to the Governor . C1.11 Also brought to the attention of the Council was Mark Price' s (Frost & Jacobs) resignation as volunteer attorney. Margaret (Meg) Steinbeck (Frost & Jacobs) , who volunteered to replace Mark Price, was introduced. Dr . Richey made a motion to accept the appointment of Mrs . Steinbeck as legal counsel ; seconded by Mary Ellen zum Felde. It was agreed Mark Price should receive a letter of appreciation for his volunteer services . Mrs . Delores Dry, HRS district administrator, commented on the problems facing her department . She and her administrators and supervisors are totally behind the Governor' s Investment Budget as it contains significant pieces of funding for major on-going programs . During the past year there has been no less than three different funding cuts . There is the possibility an additional cut may be made between now and the end of the fiscal year, June 1992 . For the past two or three weeks the department has been trying to assess priorities for all areas of service and determine what programs would be effected should the additional cut be made . There is a pool of vacant positions being held in reserve which 417.) necessitates a process in order to justify the release of those positions back into the work force. Due to the economic downturn, HRS is experiencing phenomenal growth in a number of programs being administered and more and more complaints are being received. Every effort is being made to maintain staff morale . The situation is taking its toll with staff and clients . Mary Ellen zum Felde gave a brief overview of funding request forms used by the Children's Services Council of Palm Beach County . The meeting closed with comments from the council members thanking Paul Pinson for his commitment and stamina during the referendum campaign.
