Children's Services Council
of Collier County is seeking applica-

within the community who wish to •
serve on the council. The
10-member council is the govern-
ing body of a countywide indepen-
dent special district created by
county ordinance, and funded,
upon approval, by a majority of the
electorate, with ad valorem taxes
not to exceed one-quarter mill. The
term is four years. Members of the
council must be residents of the
county for the previous 24-month
period. Persons interested should

QUALIFICATIONS
My Criminal Justice career began after high school with my'
enlistment into the U. S. Air Force's Military Police field. I
progressed through the ranks and was discharged in 1976, at the
rank of Sergeant. While in the service I worked all types of
crimes, including domestics, black market, and violent crimes.
While overseas, I was NCOIC of an Investigative Unit.
Following my discharge I became employed by a small city Police
Department in central Florida. I was a road patrol officer with the
Sebring Police for slightly over a year when I left for a larger
agency, in 1977.
My next place of employment, the Collier County Sheriff's Office,
has been my place of employment ever since. I began as a road
deputy, and in 1981 was promoted to Corporal and transferred to the
Detective Division. I was first assigned to the Property Crimes
Unit. In 1982, I was transferred to the Homicide/Major Crimes Unit.
In that position, I was responsible for the investigation of many
deaths, suicides, robberies, kidnapping, extortions, rapes and
other assorted crimes against persons.
While assigned to this unit, I began to develop an interest in
sexual related crimes. I gained extensive experience working these
crimes, and became the sole officer for their investigation. My
interests led me to re-organize, a then defunct, Rape Crisis Team.
I was Chairman of the Board for three years. This team became very
strong, in its victim advocacy, and service delivery. It was later
Incorporated and went independent, working under a $80, 000 a year
budget.
While working adult sex crimes, I became aware of the lack of
services, and the increasing numbers of crimes where children were
victims. Emphasis seemed to be directed towards adult services with
little or none for children.
In late 1983, I began to develop a data base in order to understand
the scope of the problem, on a local basis. This led to my
development, organization and implementation of a Sheriff 's Office
"Crimes Against Children Unit", a multi-disciplinary team concept.
At that time there was no Child Protect Team in the County, and no
coordinated services effort. This team approach, used in other
states, became very progressive, and resulted a Child Protection
Team being based in Collier County, and a special Child Crimes
Prosecutor. Specialized medical protocols, reports and case
management were implemented to coordinate these special cases.
While in the unit, I handled over 1400 Missing Children Cases, and
800 felony Child Crimes. Successful prosecutions of several
prolific pedophiles and child rapists was the reward. The case
management perspective utilized by our agency has become a model
for several other south Florida law enforcement agencies.
I have worked several, very complicated, international abductions.
Personally investigating several cases of parental abduction which
took more than five years to conclude. I have received awards from
state and national levels for my work with children. In 1986, I was
appointed by Governor Bob Graham, to the "Florida Campaign to
Protect Our Children" where I represented Florida's Law Enforcement
on the panel.
In 1989, I was transferred from the Crimes Against Children Unit.
I was promoted to Bureau Lieutenant, placed in charge of the
Sheriff's Crime Laboratory, Dive Search and Recovery Team, Property
and Evidence Section, Major and Minor Crimes Forensics Technicians
Section, and Latent Prints Section; county wide.
During the last few years, I have continued working on several
complex parental abductions, concluding with recoveries in the
Bahamas and Phoenix, Arizona.
I remained in the Forensics Bureau for two (2) years, in February
1991, I was requested by the Sheriff to assume command of the "Vice
and Narcotics Bureau", the largest investigative bureau in the
agency. This bureau consists of 31 members and is responsible for
investigations into pornography, vice, prostitution, and all
illicit narcotics activities in Collier County.
In March 1991, I was contacted by the National Center for Missing
and Exploited Children in Arlington, Virginia and was selected to
develop the first national training program for investigators
handling Missing Children Cases. I was selected from hundreds of
applicants nationwide. The committee of seven has developed a
comprehensive training module that is being presented nationally.
I instruct and developed the longest portion of the program on
basic investigation, case management and resource development.
In my career with the Collier County Sheriff 's Office I have been
a motivator, and organizer. I have committed myself to several
complicated projects, where others have backed off. I developed the
agency's Crimes Against Children Unit, wrote the agency's first and
only comprehensive report writing manual, developed and designed
all of the agency's operational police reports (booking sheets,
arrest reports, offense reports etc. ), co-developed the agency's
extensive Behavioral Anchored Performance Appraisal systems, and
was instrumental in the development of the Sheriff 's Crime
Laboratory and several other projects.
I am comfortable working with computers and computer software. I
have become well versed with numerous computer programs: DOS, Word
Perfect 5. 1, D-Base III, D-Base IV, and Flow-Charting.
