Thomas Richey Richard Shanahan Mary Ellen zum Felde A meeting of the Children' s Services Council was held on Friday, January 17 , 1992 , 9 : 00 AM, Collier County School Board Room. The meeting was chaired by Bea Harper. 4;; Paul Pinson led the invocation by reading from a speech given by Robert F. Kennedy. Followed by the pledge of allegiance. Minutes of the previous meeting held December 4, 1991 were approved as presented. Motion made to accept by Richard Shanahan, seconded by Dr . Richey. Passed unanimous . Mary Ellen zum Felde, treasurer, reported cash on hand November 30 , 1991 , $17 , 399 . 03 plus December Income $1 , 381 . 41 , less December Exepnses $6, 463 . 39; cash on hand December 31 , $12 , 317 . 05 . Motion made to accept by Richard Shanahan, seconded by Lavern Gaynor . Passed unanimous . Paul Pinson, executive director, gave an update on the campaign grass roots efforts and announced Chris Paradis , as public relations chairman, who requested a biography and photo from each council member . He then presented John Passidomo's letter of resignation addressed to Governor Chiles, effective February 5 , 1992 . It is now necessary that names be submitted for the appointment process for a new council member . Three comparative statistical reports were distributed to the council members . Mrs . Elaine Alvarez , statewide advocate for children and past chairman of the Children's Services Council of Palm Beach County, delivered an inspiring message including an historical review of the Children' s Services Councils of Florida; reference to the 1W, State of the Child Needs Assessment Study produced by the Children' s Services Council of Palm Beach County; the month by month process of receiving proposals , assessing needs and determining funds to be distributed; and the importance of small specialized funds for agencies who do not have sufficient staff , to develop sophisticated grants and for agencies who require emergency medical equipment , parent training and recreational items . Paul Pinson referred the council to the funding priorities before them for discussion; ie . , substance abuse, child care, juvenile justice, dependency, teen pregnancy, health, children and youth in crisis and developmental disabiities . Judge Cynthia Ellis introduced the timely need for a projected administrative budget . A motion was made by Judge Ellis such a budget be prepared; seconded by Lavern Gaynor. Passed unanimous . Judge Ellis was appointed to be chairman of the budget committee . Discussion was given to adopting the funding priorities . A motion was made to adopt the priorities as presented. Motion made by Richard Shanahan; seconded by Alma Cambridge. Passed unanimous . Council members shared their concerns about specificity as to where monies would be allocated.
