Thomas Richey Robert Ritz Richard Shanahan Mary Ellen zumFelde A meeting of the Children' s Services Council was held on Friday , November 1 , 1991 , at 9 : 00 am. , Collier County School ® Board Room. The meeting was chaired by Commissioner Richard Shanahan. The invocation was led by Mary Ellen zumFelde, followed by the pledge of allegiance . Minutes of the previous meeting held September 6, 1991 were approved as presented . Motion made by Mary Ellen zumFelde, seconded by Nelson Faerber . Mary Ellen zumFelde, treasurer, presented the September treasurer ' s report : income, $67 ; expense , $5864 . 21; cash on hand, $9 , 668 . The October statement was not available; however , Mrs . zumFelde reported on the $20 ,000 donation received from J . A. MacLeod October 25 , and a cash balance of $23 , 499 as of October 31 , 1991 which, following current fiscal practices , should carry the Council through February 15 , 1992 . Motion made to accept the treasurer ' s report by Alma Cambridge, seconded by Lavern Gaynor . Paul Pinson, executive director, reported that the Marco Island Outreach meeting of October 15 was small , but even so, ended on an upbeat note. He then reported on the two-day state meeting of Children' s Services Councils held CatSt . Petersburg, pointing out that 50% of all Florida counties are mounting their efforts on behalf of the ..41111111111111111111111040 401) Children' s Services Council concept . He then referred to the latest material placed before the Council ; particularly, the Ft . Myers News-Press editorial and the campaign committee organizational chart that was distributed at the first campaign meeting held at the home of Joe Cox October 2 ; 29 persons attended the meeting expressing a great spirit of leadership and committment . The campaign committees have now expanded to include about 250 persons . Mr . Pinson reported Florida State University has scheduled a Planning Partners Meeting in Naples on November 20 , with the final rewrite completed by November 27 , which will then be reviewed by the Council . It was agreed timing of the needs assessment study completion date was vitally important to the March 1992 ballot . Judge Brousseau updated the status of the Citizens Review Panel : a board of directors has been created, volunteers are attending training programs and the panel will soon experience an actual case closely monitored by Judge ® Brousseau. It is their hope to be in full operation by January 1992 . Dawn Litchfield, president , East Naples Civic Association, reported general support of the referendum emphasizing the public ' s true concern for where the money will be spent and by whom. . . the need for specifics , cost-effectiveness . Richard Gerstenzang, an attorney from Bonita Springs and Lee County CSC area captain, reported on the strategy and efforts of Lee County validating the need for grass-root volunteers , a needs assessment study and specifics . His summary was that , in his opinion, 95% of the public accepted the concept of "helping children" , but the barrier was the needs assessment study . An unidentified member of the audience requested that the Council never use the name of the Taxpayers Action Group when a member of that group is scheduled to speak before the Council .
