Bayshore Gateway CRA Minutes 05/03/2016 (/2�ZWt 1irt. 36;torw Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU BAYSHORE/GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT LOCAL ADVISORY BOARD MINUTES OF THE MAY 3, 2016 MEETING The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory Board was called to order by Maurice Gutierrez at 6:03 p.m. at the CRA Office Meeting Room 3570 Bayshore Drive, Unit 102. I. Roll Call: Present: Advisory Board Members: Steve Main, Maurice Gutierrez, Karen Beatty, Peter Dvorak, Chuck Gunther and Shane Shadis. Mike Sherman and Larry Ingram were excused. CRA Staff Present: Jean Jourdan, CRA Operations Manager; Elly McKuen, Project Manager and Shirley Garcia, Operations Coordinator. II. Adoption of Agenda: Motion to approve the agenda, as amended, made by: Steve Main, 2nd by: Chuck Gunther. Approved unanimously. III. Adoption of Minutes: Motion to approve the Minutes as amended, made by: Karen Beatty, 2nd by Steve Main. Approved unanimously. IV. Presenters: 17 Acre parcel: Biagio Bernardo, Realtor for CRE said it was time to reassess selling the 17+ acres. According to Mr. Bernardo the only interest has been from residential developers. They've had no interest from any commercial developers. In their opinion, at the current price and zoning it doesn't make economic sense to develop the property. They suggest the following: 1.) Take off the market for now. 2.) Unwind the PUD and rezone it for the maximum residential density. 3.) Adjust the price to reflect the available density once rezoned V. Project Updates 1. 17+ Acre Property: CRE suggested a rezone before putting it back on the market and lowering the selling price. He recommended allowing the contract to expire rather than cancelling it. The contract expires on June 9th, 2016. 2. Gateway Triangle Properties: The Purchase Agreement was heard by the Board at their April 26, 2016 meeting. The Board voted unanimously to approve the Agreement. The proposed Purchaser has 120 days to perform their due diligence with a 30 day extension clause. Two important items to resolve within that timeframe are: 1) height discussion with the Naples Airport Authority to see what height they are willing to support and 2) negotiate Page 1 either a buyout or relocation of the current cell tower lease. Additionally, they will be conducting environmental and a market study. 3. Residential Lot Development (Van Buren-NIAN). Antonio Brown of NIAN Financing was in attendance at the April 5th, meeting. At that time he addressed the Advisory Board and said he plans to finish the houses on Linda Drive and submit finished housing plans to the County for the Van Buren lots at the end of May. 4. Residential Lots (Love Legacy): Update: The first house on Lunar has been sold and two other permits have been pulled. Jean told the Advisory Board she had the opportunity to go into the completed two story house. The top and bottom floors had beautiful wood flooring throughout and granite counters were in the kitchen and all baths. The driveway and back patio was done in pavers. The property was sold for $259,000. The developer has also pulled permits for two, 2 story cottages on Full Moon Ct. 5. Solstice f/k/a Cirrus Point: Harry Bandinel visited the office to inform staff he has a contract on the property and ask questions about the zoning. He said the Seller is willing to satisfy the lien currently attached to the property. He wants to develop a mix use project instead of the approved PUD with an affordable housing component. Due to the existing zone the site does not qualify for the Density Bonus Pool and a small scale comp plan amendment may be required to achieve the additional density that he is seeking. 6. The Garden School: No new updates since last meeting. The design, engineering and permitting are complete waiting for final approval of the loan to come through so they can start construction. 7. DRI/CDBG Grants Pineland Ave: The pre-construction meeting was held on Wednesday, April 20. The contractor is working with Purchasing to provide all the bonds and insurance in order to execute the agreement. The contractor projects it will take approximately 30 days for substantial completion and is targeting May 9 as the start date. Staff will send notices to affected property owners along the street, an email blast to the community and will post it on our website. 8. Regatta Landings (f/k/a Haldeman Landings): No new information on this project. 9. Regatta Landings/Haldeman Landings Boat Dock extension: No new information at this time on the boat dock size and the price. 10. RaceTrac: The hearing for the RaceTrac service station scheduled for May 10th has been cancelled. It will go back to the hearing examiner. 11. Microbrewery: Staff met with the Landscape Architect and they want to work collaboratively with the MSTU. 12. The Island Cottages in a Naples Bay Village: The construction phase of Key West House, Island Cottage on Jeepers Drive is complete, staged and ready to show. It is listed on the market for $359,000 a price reduction from his original selling price. Plans for 9 other Page 2 homes will soon be available to view on their website, which is in the process of being created. 13. Sugden Park Pathway: The firm of Trebilcock Consulting Solutions, PA provided for professional pathway design services in the amount of$26,324.00. They have 150 days to complete the scope of work from the date of the Notice to Proceed. The tasks include • Survey Services • Engineering Design and Plans • SWWMD Environmental Resource Permit • Meetings and Project Coordination • Post Design Services • Site Lighting • Landscape Design. An eagle has been sighted on the property and the Project Manager requested Trebilcock reach out to the FFWCC. This could potentially impact any future development on the site and should be addressed at this time. 14. Compass Point Cottages: According to County records the site is still going through the review process and addressing application deficiencies. 15. Fire Suppression: CDBG review committee has tentatively said they may be willing to provide about $300,000+ from our initial application if staff can scale back our construction timeline. Bob Middleton from the City preliminarily determined that if we target 3 streets— Peters, Gordon Av and Collee Court we can utilize the money. Bob indicated that if we got $300,000 he could make up the difference (2011 cost estimates for 3 streets was $330,000) to construct the improvements 16. Annual Report: The 2015 Annual Reports have been filed and copies have been printed and mailed. The committee approved a quote of$5,100.30 for the reports and mailing. The actual bill came to $4,781.67. A copy of the report is located on the CRA website at bayshorecra.com. 17. Mattamy Homes (f/k/a Arboretum Village): They are continuing to move through the process. MSTU Project Updates: The MSTU meetings are on Wednesdays at 6pm, the basic meeting discusses landscaping, irrigation and their projects. One of the projects they are working on is the Thomasson Drive project and RWA has a complete new redesign so if anyone has any questions they can attend the meeting. VI. Request for Payments: None other than routine operational. VII.New Business: Page 3 Office Lease: CRA Board approved the two year extension for CRA office to remain at our current location. Budget: The initial budget is being developed under a 7.0% property value increase. This means the CRA TIF of $936,100 would increase to $1,030,517.00 or an increase in tax increment revenues of$94,417. VIII. Advisory Board General Communications: Maurice Gutierrez brought up the subject of maybe the MSTU loaning the CRA money to acquire a lot to make a shared parking lot for the businesses IX. Citizen Comments: Cpl Nelson went over the crime stats stating they were down 30% in the County. He also discussed traffic counts, which collaborated CRE Consultants numbers of a little over 9000 cars a day utilizing Bayshore Drive. Commissioner Fiala went over all the new Commercial Businesses opening up in the East Naples area and discussed a street lighting project she is currently working on. She talked about the success of the Pickleball Tournament in the E. Naples Community Center saying 835 people signed up for the tournament, from 37 States and 8 Countries. She commended the Parks Staff for being so organized with the volunteers and the entire tournament process. The CBS sports coverage aired the tournament.
