Bayshore Gateway CRA Minutes 03/01/2016 Bayshore Gateway Triangle CRA.Bayshore Beautification MSTU /- Haldeman Creek MSTU BAYSHORE/GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT LOCAL ADVISORY BOARD MINUTES OF THE MARCH 1, 2016 MEETING The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory Board was called to order by Maurice Gutierrez at 6:00 p.m. at the CRA Office Meeting Room 3570 Bayshore Drive,Unit 102. I. Roll Call: Present: Advisory Board Members: Steve Main, Maurice Gutierrez, Karen Beatty, Mike Sherman,Peter Dvorak, and Shane Shadis. Chuck Gunther and Larry Ingram were excused. CRA Staff Present: Jean Jourdan,CRA Operations Manager; Elly McKuen, Project Manager and Shirley Garcia, Operations Coordinator II. Adoption of Agenda: Motion to approve the agenda, as amended,made by: Steve Main, 2nd by: Peter Dvorak. Approved unanimously. III. Adoption of Minutes: Mr. Gutierrez asked if there were any changes and Peter Dvorak asked for the minutes to be amended on"the Microbrewery successfully closed on the sale of the property" A motion was made by Peter Dvorak to approve the February 2, 2016 as amended, 2nd by Karen Beatty. Approved unanimously. IV. Presenters: a. Commissioner Penny Taylor started her presentation by discussing the possibility of working with the City of Naples again on the fire suppression system. The Commissioner advised the committee that traffic accidents are replacing major crimes. Commissioner Taylor discussed on-street parking along Bayshore Drive to assist the local businesses with additional parking. Chairman Gutierrez stated there was a vacant lot on the corner of Areca Avenue and Bayshore Drive that might be considered for off-street parking to assist the local businesses instead of on-street parking and asked the Commissioner if she would consider requesting the BCC would be able to assist the CRA with a loan to purchase the property. Further discussion ensued by Chairman Gutierrez requesting the Commissioner's support a request to use General Fund dollars to pay off the current CRA debt. The CRA would then repay the General Funds over a period of years. This would also free up some TIF dollars that could be used to purchase lots for parking along Bayshore Drive. The Commissioner supported the idea and said she would discuss the option with the County Manager and the Budget Director, Mark Isackson. b. Mattamy Homes - Wayne Arnold,Planning Director with Q Grady Minor introduced Matt O'Brien with Mattamy Homes to the Committee. The developer has a contract on the 37 acre parcel at the corner of Bayshore Drive and Thomasson Drive (former Arboretum site). Mr. O'Brien explained that his organization is working through the due diligence period for the property. The deadline to determine if they want to proceed with the purchase is March 15th. Once the decision is made to move forward with the purchase, the expected Page 1 closing date will be the end of May 2016. Wayne Arnold described the preliminary site plan for 276 units. They are currently proposing two-story units with a 2-car garage per unit. Access to the proposed project would be from Bayshore Drive and would be designed to complement the existing improvements in the community. Mr. O'Brien passed out literature outlining other projects constructed by Mattamy Homes. V. Project Updates 1. 17+ Acre Property: CRE Consultants continue to list,the property. CRE has placed a sign on the property and listed it in the MLS. They are in discussions with the property owner of contiguous property (Shadley)to list and market the properties together. 2. Gateway Triangle Properties: The CRA staff received and has reviewed the first draft agreement from the purchaser's attorney. CRA staff, along with County Manager staff and the County Attorney provided feedback to the purchaser's attorney. 3. Residential Lot Development (Van Buren-NIAN). Antonio Brown with NIAN Financing contacted CRA staff Mr. Brown assured staff that he will be moving forward but was not able to provide more specific details. Mr. Brown advised CRA staff that he will contact the County Attorney office regarding his progress. 4. Residential Lots (Love Legacy): Update: Love Legacy construction continues to move forward. One house is under construction on Lunar Drive and three more permits have been issued to build another house on Lunar and two on Full Moon Court. 5. The Garden School: No new information. 6. Community Development Block Grant (CDBG) f/k/a DRI Grants- The Pineland Stormwater Project is moving forward. 7. Solstice f/k/a Cirrus Point: No new information on this parcel is available. 8. Regatta Landings (f/k/a Haldeman Landings)-No new information. 9. Regatta Landings/Haldeman Landings Boat Dock extension: No new information at this time the agreement has been finalized between both parties. 10. RaceTrac: No new updates. 11. Microbrewery: The new owner came in to discuss possible parking for his staff on CRA property located on Bayshore and Jeepers. After some discussion the microbrewery owner wasn't sure the County property wasn't the most desirable location due to the distant proximity and staff provided our current landlord's contact information to discuss possible shared parking in the rear of the CRA's office. The microbrewery hopes to open in about 7 months. Page 2 12. The Island Cottages in a Naples Bay Village The Jeepers Drive house is complete. It is currently available for sale. Mr. Sherman indicated that once this house is sold he will begin construction on the next house. 13.Sugden Park Pathway- CRA staff received support from the County's Parks and Recreation Director for the connection to Sugden Park. The feasibility study estimated the design study would be approximtely$24,000. Staff suggested that there be a cost share between the CRA and the MSTU committee for the design cost. Staff was advised by the Procurement Office that since Q. Grady Minor completed the study, they are not eligible to complete the design. Staff is forced to select another vendor to complete the design work. However, when the design is completed and we apply for grants to subsidize funding, it will provide us with a competitive edge for funding. 14. Compass Point Cottages- A site development plan was submitted to the Growth Management Department to construct for 10, 2 bedroom, 2 bath,townhouses with garages in the rear of the units. The project will be located east of Del's Market on Thomasson Drive. MSTU Project Updates Chairman Gutierrez provided a brief update on the progress of the design plans for Thomasson Drive. RWA's proposal to provide alternative designs will be reviewed at the meeting. There is particular concern regarding the stacking issue at the school in the morning and afternoon as well as the potential incorporation of a roundabout at Thomasson and Bayshore Drive. The RWA proposal incorporates alternative designs for the committee to consider since it was determined that the Cirrus Pointe right of way was not convened to the County. . VI.
