EXECUTIVE SUMMARY
Recommendation to appoint two members to the Coastal Advisory Committee.
OBJECTIVE: To reappoint a City of Marco Island representative and appoint a City of Naples
representative to the Coastal Advisory Committee to four-year terms expiring on May 22, 2020.
CONSIDERATIONS: This 9 member committee was created on February 13, 2001 by
Ordinance 2001-03 to assist the Board of County Commissioners with its establishment of
unified beach erosion control and inlet management programs within the unincorporated and
incorporated areas of Collier County, and to advise the Board of County Commissioners and the
Tourist Development Council (TDC) of project priorities with respect to funding sources that are
available to Collier County for restoration and protection of its shoreline. The committee is
composed of 3 members from the unincorporated area of Collier County, 3 members from the
City of Naples and 3 members from the City of Marco Island. Appointments of members from
the City of Naples and the City of Marco Island shall be appointed from a list containing one or
more qualified applicants submitted by the respective governing bodies of those Cities.
Selection for membership on this committee will be based upon the applicant's familiarity with
coastal processes, inlet dynamics, coastal management programs, or demonstrated interest in
such programs; relevant education and experience; leadership and involvement in community
affairs; and willingness to attend meetings and to undertake and complete assignments. Terms
are 4 years. A list of the current membership is included in the backup.
The terms of two committee members expired on May 22, 2016. The vacancies were advertised
and the following applicants were recommended by their municipalities:

ATTENDANCE: Debbie Roddy has had perfect attendance during the past two years.
CITY RECOMMENDATIONS: At its meeting on April 6, 2016 under agenda item 9-e, the
Naples City Council voted unanimously to recommend Vice Mayor Linda Penniman for
appointment as one of its representatives on this committee, to replace her husband, outgoing
committee member Nicholas Penniman.
At its meeting on May 2, 2016 under agenda item 6(c), the Marco Island City Council voted
unanimously to recommend the reappointment of Ms. Debbie Roddy to another four-year term
the Coastal Advisory Committee. The committee has reviewed the above applications. The
appointments would be for four-year terms expiring on May 22, 2020. Recommendation memos

SUBJECT:
Election of Vice Mayor; selection of Community Redevelopment Agency (CRA) Chair and Vice
Chair; and consideration and selection of City Council Members for Various Boards and Committees.
SUMMARY:
City Council is asked to: Elect a Vice Mayor for a two-year term and make appointments to various
boards and committees as set forth herein.
BACKGROUND: VICE MAYOR
Section 2.4 of the Charter (copy attached) provides that at the first Regular Meeting following each
general election, City Council is to elect a Vice Mayor who will in the absence or disability of the
mayor, have all of the powers and prerogatives and shall perform all of the duties of the mayor. This
is a two-year appointment extending to the first Regular Meeting following the next general election.
The process for election of the Vice Mayor is pursuant to Section 13 of Resolution 15-13710 as set
forth below:
Section 13. Process for the Election of the Vice Mayor.
(a) The Mayor will call for nominations. Nominations do not require a second. The Mayor may
nominate. Nominations should continue until there are no further nominations. Discussions may
follow the nominations. A nominee may decline the nomination.
(b) When no further nominations are forthcoming, the Mayor should close the nominations and call
for a vote. Each nominee shall be called in alphabetical order.
(c) If there are more than two candidates nominated, it is possible that, following the vote, no
candidate will receive a majority (4) of votes. If there are three or more nominees, the
nominee(s) receiving the least number of affirmative votes will be dropped from consideration,
followed by a second vote on the nominees receiving the most votes.
(d) In the event that neither of the remaining nominees receives a majority vote, or in the event of
a tie vote, the Mayor shall reopen nominations followed again by a vote in order of nomination.
Following the vote, there will be a brief swearing in ceremony.
COMMUNITY REDEVELOPMENT AGENCY
Section 163.356(3)(c) of the Florida Statutes (copy attached) provides that the governing body of the
county or municipality shall designate a chair and vice chair from among the commissioners. In
addition, the By-Laws of the CRA require City Council to determine the Chair and Vice-Chair of the
CRA after City Council Members assume the duties of office in election years.

BACKGROUND:
The Collier County Coastal Advisory Committee(CAC)was established in 2001 to assist the Board of County Commissioners(BCC)

The nine member CAC is composed of three members from the unincorporated area of Collier County,three members from the City

Debbie Roddy. Ms.Roddy's four-year term has expired.

As mentioned in my phone conversation with you, my term on the Collier County
Coastal Advisory Committee (CAC) is expiring in May and I am interested in continuing
to serve another term.
I have represented Marco Island on the CAC since March 2013, as a replacement for
Randolph Moity, and have attended every meeting.
In May 2015, I was unanimously elected by the Committee to serve as Chair and am
currently in that position.
As shown in the attached resume, I've devoted much of my volunteer time to protecting
and maintaining our beaches. During my time on the CAC, I have demonstrated the
ability to address the needs of our beaches and waterways with my knowledge and
experience.
I have a proven track record of consistently working on behalf of Marco Island while
building an effective and productive working relationship with Collier County's Coastal
Zone Management Department staff.
I believe serving as a CAC representative will continue to be beneficial to the City of
Marco Island.

I have been a permanent resident of Marco Island for thirteen years and have become
actively involved as a volunteer for the beach and community.
My volunteer activities include:
Currently serving as a Marco Island representative on the Collier County Coastal
Advisory Committee (CAC) since March 2013 and have attended every meeting.
At the May 2015 CAC meeting, I was unanimously elected by the committee to serve as
Chair and am currently serving in this position.
During my time on the CAC, I have consistently worked on behalf of Marco Island while
building an effective and productive working relationship with Collier County's Coastal
Zone Management Department staff. As a CAC representative I have:
• Worked with Coastal Zone Management Department staff to replace beach
monument signs that were faded and not in accurate locations per GPS. All of
the beach markers are in Collier County's CAD (Computer Aided Dispatch)
system. It is vital that all beach markers are easy to read and in properly
recorded locations so when a citizen calls and provides a beach marker number
that is put into the CAD system, the Sheriff's Office is able to send the
appropriate emergency services to that desired location, (For example Beach
Marker R148 is listed in the CAD system as Marco Island, South Beach and
north of Cape Marco.)— Completed Summer 2013
• Obtained a spreadsheet from the county listing all Aids to Navigation (ATON) and
Private Aids to Navigation (PATON) in the Marco Island area and facilitated the
clarification of ATON and PATON ownership between the city and county.
Worked with staff of the Collier County Coastal Zone Management Department,
City of Marco Island staff,Waterways Advisory Committee members and Marco
Island Sail & Power Squadron members. — Completed Winter 2016
• Monitored the trial truck haul for the Beach Regrade Project. —Feb. 2016
• Currently monitoring the progress of the Collier Creek Dredging project and
following up as needed,
• Attending Hideaway Beach Special Tax District Board meetings to monitor the
Hideaway Beach dredging project and its potential tie-in with the Collier Creek
Dredging project.

• Monitoring the progress of the Beach Regrade Project and following up as
needed.
• Monitoring the progress of FEMA funding for replacing lost sand on Marco's
beach and following up as needed.
• Working with Chadd Chustz, the City Environmentalist, to have Collier County
address the beach condition of Tigertail Beach.

• Nature Guide at Tigertail Beach for Conservancy of Southwest Florida.
• President- Friends of Tigertail for six years (2007-2008 to 2012-2013). Since
Tigertail Beach is a Collier County Park, I have had the opportunity to build a
long-lasting effective and productive working relationship with county staff on
various projects, namely Gary McAlpin (Director, Coastal Zone Management),
Clint Perryman (Project Manager, Coastal Zone Management) and Nancy Olson
(Regional Manager, Collier County Parks& Recreation).
• Attended and participated in the City of Marco Island's Beach Advisory
Committee (BchAC) meetings during my time as Friends of Tigertail President.
o Became a member of the BchAC in May 2011. Served as Co-Chair from July
2011 to Jan. 2013. In Feb. 2013, I was elected by the committee as Chair and
served in this position to Jan. 2015. During this time, my contributions to the
committee are:
o Identified the lack of regular patrols on Marco's beach compared to other
Florida communities (per committee minutes of Nov. 16, 2011) that
resulted in the development of the Beach Stewardship Program. I spend
numerous hours on the beach while volunteering in different capacities
and am well aware of what is happening with Marco's beaches.
o Assisted in the development of the Beach Stewardship Program that
received approval from both the Marco Island City Manager and Police
Chief. This program was activated in May 2012. The original purpose of
the Beach Stewardship Program was to help educate the public about our
living beaches by being available to answer questions about the beaches,

wildlife, points of interest, and other general information about the City of
Marco Island.
o Served as a volunteer Beach Steward from May 2012 to Oct. 2014.
o Served as the Beach Stewardship Volunteer Coordinator from July 2012
to Dec. 2013.
o Have been invited to make nature and beach presentations to the Marco
Island Historical Society, Marco Men's Club, Newcomers Club of Marco
Island and Marco Island Yacht Club.
Other volunteer activities:
o Active member of the Marco Island Woman's Club— President 2013-2014, Vice
President 2012-2013, Corresponding Secretary 2011-2012 and Board Member
2010-2011.
o Serving as Marco Island Woman's Club Education Committee Chair. This
committee works with the Marco Island Woman's Club Education Foundation to
provide college scholarships to deserving high school seniors living on Marco
Island.
o Active member of the Fire Rescue Foundation
o Active member of Marco Island Property Owners
o Active member of Marco Island Civic Association
o Founding and active member of the Marco Island House & Business Decorating

This 9 member committee was created on February 13, 2001 by Ordinance 2001-03 to assist the
Board of County Commissioners with its establishment of unified beach erosion control and inlet
management programs within the unincorporated and incorporated areas of Collier County, and
to advise the Board of County Commissioners and the Tourist Development Council (TDC)of
project priorities with respect to funding sources that are available to Collier County for
restoration and protection of its shoreline. The committee is composed of 3 members from the
unincorporated area of Collier County, 3 members from the City of Naples and 3 members from
the City of Marco Island. Appointments of members from the City of Naples and the City of
Marco Island shall be appointed from a list containing one or more qualified applicants submitted
by the respective governing bodies of those Cities. Selection for membership on this committee
will be based upon the applicant's familiarity with coastal processes, inlet dynamics, coastal
management programs, or demonstrated interest in such programs; relevant education and
experience; leadership and involvement in community affairs; and willingness to attend meetings
and to undertake and complete assignments. After initial appointments,terms will be 4 years.
