Call to Order Chairman Branco called the meeting to order at 2:05 PM. A quorum of three was established. II. Chairman's Report—Tony Branco Landscape Maintenance Review Chairman Branco requested updates on the following: • Operation of solar light at the corner of Forest Hills Boulevard and Augusta Boulevard for Lely Golf Estate Monument. Mr. Sells will check the settings for the fixture and adjust as necessary. • In response to a request from the Home Owners Association to light the two monuments at the entrance to Pinehurst Estates, Mr. Branco provided Mr. Sells with product information for a reasonably priced solar-powered, sign light fixture. Mr. Sells will evaluate and report his findings to the Committee. 1 VI. Project Managers Report—Harry Sells A. Budget Report Mr. Sells summarized the"Lely MSTU Fund Budget 152 dated June 16, 2016" for information purposes and provided an overview of the budget noting: • $202,036 of the $214,000 FY16 Ad Valorem tax revenue has been collected. • Operating expense funds remaining available total$3,085.91. • Purchase Orders will be reviewed for modification • Maximum amount Staff can issue for a Purchase Order without getting three quotes is $3K. • Budgeted funds unspent FY16 will be credited to the Reserve fund FY17. • Current carry forward funds total $195,000 ($100K line 38-catastrophe reserve plus $95K line 32 - improvements general). • Estimated cash available of$262,460.43 includes an available balance of$198,892.87 plus $63,567.56 in expenses committed but not spent. B. Lighting Inspection Report Mr. Sells reported: • Nine lights require replacement. • The photo cell for the lights on Pebble Beach Boulevard is not functioning and will be included in the lighting repairs. C. Status of Irrigation Mr. Sells reported: Irrigation System • The County Manager's office is returning the irrigation water distribution to a central irrigation system under the direction of the County including incorporating the MSTU systems. • Staff attended a training session on the Motorola system. • The rain sensor switch is operational; however the sensors may not be functioning. • Commercial Land Maintenance(CLM)tests sensors monthly and will verify they are working. • Flow rates are not being recorded. • The Growth Management Division is receiving complaints from the public regarding absence of irrigation on the median and arterial roadways. D. Warren Street Backflow Preventer Protection Mr. Sells reported the Right of Way permit at a cost of$1K has been issued. He will submit the permit to Commercial Land Maintenance(CLM)and authorize installation of the posts. Installation will commence in ten days to two weeks. Chairman Branco requested CLM ensure the location of any utilities in the area are properly field identified before any work initiates. E. Flag Control The Committee discussed responsibility for changing flags and requested clarification on party designated within the County for notification of flag lowering: • Historically Staff has assumed responsibility for adjusting flag height. • The American Flag must be higher than other surrounding flags. 2 Mr. Sells will contact the County Manager to clarify responsibility for flag lowering notification and report his findings to the Committee. VII. Landscape Architect Report—McGee& Associates Mr. McGee submitted the "Landscape Observation Report: -FY 15-16, 06/10/16 for information purposes and the following items were discussed: St.Andrews Boulevard & US 41 Recommend replacement of Bougainvillea. CLM to provide quote. St. Andrews Boulevard Median #13 —Plant approximately twenty-four Crown of Thorns on west end damaged by auto accident. CLM to provide proposal. Median#18—Recommend collection of soil samples for analysis in the areas where the Bougainvillea are yellowing. Alternative treatment is 8-10-10 shrub fertilization as noted in report. US 41 to Suncoast Credit Union Driveway Three Oak trees need structural, sprout reduction and canopy lift type pruning. Shrub plantings on Suncoast side to be replanted with variegated dwarf Arboricola `Trinnette' due to previous Suncoast Credit Union construction. Doral Circle/West Right of Way Trees on the east side of the Podocarpus hedge are overhanging the sidewalk and should be pruned back to the Right of Way or fence line. CLM will schedule tree trimming for next regular maintenance service. Median#23—Recommend installation of four Lantana Montevidensis in Lavender Weeping color on north end and six Ixora plants toward south end of median. CLM to provide proposal. Forest Hills Cart Crossing south of Right of Way Four Mahogany trees along the lake, maintained by the MSTU, require canopy lifting to fifteen feet over the travel lane. CLM to provide proposal—lift required. During Committee discussion sod replacement was tabled to a future meeting. Mr. Sells will solicit quotes from CLM for all plant material replacement and tree trimming as specified in section VII. Mr. Connolly motioned to approve Commercial Land Maintenance trim eight trees, (four Mahogany Trees, three Oak Trees and the Palm Tree by the solar panel), at a cost not to exceed two thousand dollars. Second by Mr. Branco. Carried unanimously 3—0. VIII. Landscape Maintenance Report—Gary Gorden Mr. Gorden, Commercial Land Maintenance(CLM),updated the Committee on the landscape maintenance noting: • Items on Mr. McGee's report will be addressed. 3 • Quotes as requested including the front entry refurbishment designed by Mr. McGee will be provided. • Treatment has been applied to control the outbreak of chinch bugs on Valley Stream Circle. IX. Old Business A. Unfinished Business 1. Insurance Pebble beach Light pole Mr. Sells reported he is awaiting a response on the claim. XI. New Business A. Project Proposals for the year The Committee discussed the following projects for consideration: 1. Refurbishment of Entry Landscaping Mr. McGee presented four landscape designs for the Committee's consideration. The Committee decided not to proceed pending completion of Florida Light and Power site work and requested the topic be included in the July Agenda. Monument Refurbishment The Committee discussed restoration of the front monuments including power washing and painting noting finished product should be compatible with the monuments at Doral Circle and Augusta Boulevard. The Committee requested Staffproceed with quotes for restoration of the front monument. Mr. McGee suggested the protective Bollards by the pump station be cleaned, repainted and included in the monument restoration. The Committee discussed defining the community entrance just past the bank with monument markers or a paver threshold. The concept will be explored at future meetings. 2. Traffic Calming Possible Traffic Ops Presentation—on ongoing St. Andrews This item is addressed in #3. 3. Study and traffic calming methods Mr. Sells distributed a copy of the "St. Andrews Boulevard at Wildflower Way Multi-Way Stop Analysis" prepared by the Collier County Growth Management Department Operations Section. The Study recommends a multi-way stop sign at the intersection of St. Andrews Boulevard at Wildflower Way. The Committee expressed concern the "stop sign"would disrupt traffic flow and be a negative solution for residents. 4. Lighting Pebble Beach Circle, Pebble Beach Cart Crossing, Forest Hills Cart Crossing, and Pinehurst Entry Sign. Potential for Doral Circle 4 XII. Member Comments None XIII.
