Chief's Report

Budget
Chief McLaughlin - The budget is on target for this time of year. We are using
up some of the overtime because we lost two of our job bankers they were hired by
Greater Naples Fire and Rescue. The two job bankers we do have work for the
City of Naples so we have had some shift conflicts regarding them working. This
time of year we have a lot of vacations we have also had some bereavement time
taken. We are trying to hire two more job bankers so hopefully within three
weeks they will be able to begin work.
Chief McLaughlin - There have been 25 line of duty deaths for 2016 and 3 in the
month of May.
Chief McLaughlin —There were 61 incidents in May two were out of District one
at the 44 Mile Marker on 1-75 which was a mutual aid to Broward County and the
second was a boat rescue at Cape Romano assisting Marco Island.
There were a total of 14 calls on 1-75; 8 vehicle accidents, 3 emergency medicals, 2
vehicle fires and 1 mutual aid in Broward County.
Chief McLaughlin—There were no fire inspections reported by Greater Naples
Fire Rescue District and no fire investigations.
OLD BUSINESS
Flag Pole at Station 60(Done)
Chief McLaughlin—The flag pole at Station 60 is in.
Volunteer Fire Assistance Grant for Fiscal Year 2016 (Forestry received
packet reimbursement check not yet received)
Chief McLaughlin --We are still waiting to receive the reimbursement check.

Port of the Islands Hotel (In Lien Litigation)
Chief McLaughlin - He assumed that the Port of the Islands Hotel is still in lien
litigation.
Jeannie Kungle - She is going to attend the hearing on the 23rd regarding the
Port of the Islands Hotel.
Chief McLaughlin - He has given a standing order to Ochopee Fire Control
District Personnel not enter the building in the event of a fire it is a defensive
exterior operation only any rescues are going to be conducted from the
exterior. The building will be treated as a low risk.
Everglades City Advisory Committee Member Vacancy (Not yet filled)
Chief McLaughlin-The way it is written in the County Advisory Committee
Ordinance the City of Everglades has a position which is covered by the Mayor of
Everglades City so we cannot fill it without his permission. It is the City of
Everglades appointment. If you found someone from Everglades City for the
position you would have to obtain the Mayor's approval in order to cover the
ordinance.
Tony Davis - So it either has to be his appointment or his approval of the
applicant.
Aluminum Hose Bed Covers (Metal has been purchased not yet installed)
Chief McLaughlin- We purchased the metal and hardware for the hose bed covers
for Pumper 60. Chief Morris and B Shift will be constructing the hose bed covers.
We have been replacing the tarp covers on Pumper 60 every three years at
approximately $1200 each time the cover is replaced so we have an investment of
approximately $3600. He felt it was more cost effective to purchase the aluminum
for $1200 and make their own hose bed cover for Pumper 60 which should last the
life time of the vehicle.

Budget Amendment to Move $15,000 from Revenue to Ochopee Operating
Budget on BCC Agenda 5-10-16 (Approved Funds in Operating Budget)
Chief McLaughlin—We received the revenue from the Fire Code Official's Office
which has been placed into the operating budget.
Ochopee 2017 Budget Meeting with County Manager 5-11-16
Chief McLaughlin—We had our budget meeting with the County Manager on
5-11-16 the Ochopee 2017 budget was approved. He commented that per Len
Price Ochopee was one of the two divisions that complied with the budget
guidelines.
NEW BUSINESS
Phase II Programming of all Radios
Chief McLaughlin —We are going to move forward with the phase two
programming of our P25 radios. We now have the money for the phase two
programming due to the funds from the Fire Code Officials Office. It will cost
approximately $4,000 to do the Ochopee Radios and about $2,000 for the 1-75
radios. Phase two will be an upgrade in the programming.
Seeking RO Water System Quotes
Chief McLaughlin— We are looking for RO Water System Quotes for the
Everglades Fire Station. We need maintenance to the system so far the quotes
have ranged from $1,400 to $3,000.
Cord Reels in the Ceiling of Station 63
Chief McLaughlin— We are looking to put cord reels in the ceiling of Station 63.
Right now the recharge cords are lying all over the floor that needs to change.
It will cost between $7,000 and $9,000 to put the reels in.

Risk Matrix
Chief McLaughlin —He stated the most dangers risk factor is the low frequency
high risk calls. A structure fire in our District is a low frequency high risk
incident. Given our man power is half the national standard and we are 30 miles
from the nearest help we had to re-write our concept of interior structure
firefighting. Our personnel are not taking unnecessary risks buildings can be
replaced. Because of all of the new materials that are in buildings today when a
firefighter arrives on scene the first ten minutes are the most dangerous. The
smoke produced during structure fires is extremely hazardous due to some of the
new materials used in buildings and household items. Due to these new hazards
Ochopee Fire Control District has re-written their interior fire attack policies so
that they provide a risk analysis for personnel. Chief McLaughlin mentioned that
Fire Departments nationally are now looking at implementing this type of
procedure due to the new dangers and loss of life. Now nationally consideration is
being given to knocking down the fire from the outside prior to entering the
building. Ochopee Fire Personnel are receiving training regarding this new policy
through their Company Officers.
PUBLIC COMMENT
Jeanne Kungle — She asked if the management contract for Ochopee Fire Control
District with Greater Naples Fire District will begin on October 1, 2016.
Chief McLaughlin—He does not know the first draft went in for review. He
received it back with some comments so Chief Martin and he addressed the
comments then it was sent to Chief Shultz and their board for approval.
The unions are meeting tonight and all of the union concerns on our side have been
addressed. The union has some small items they are going to work out with the
Greater Naples union.
Jeanne Kungle —Is the management agreement for one year?

Chief McLaughlin—The management agreement is for five years then the District
would be annexed meanwhile during the five years the millage rate would be
gradually reduced. He said it is still an ongoing process there haven't been any
public meetings yet. The direction from the County Manger and the Board was to
follow the Capri template.
