EXECUTIVE SUMMARY Recommendation to approve the FY16 Program of Projects and submittal of a grant application for the Federal Transit Administration, 49 USC § 5339 FY16 grant funds of$299,327 through the Transit Award Management System (TrAMS). OBJECTIVE:To obtain grant funds for the management of the Collier Area Transit(CAT)system. CONSIDERATIONS:Each year the Public Transit&Neighborhood Enhancement(PTNE)Division receives federal grant funds for the management of CAT System under the Bus and Bus Facilities Urbanized Area Formula Program (49 U S C § 5339) to provide capital assistance for new and replacement buses, related equipment and facilities. For urbanized areas with populations of 200,000 and over, funds are apportioned and flow directly to a designated recipient. Collier County is the designated recipient for the urbanized area. The amount allocated to the Bonita Springs/Naples Urbanized Area is$299,327. FTA published apportionments for the formula funds on February 16, 2016. Staff has prepared the proposed Program of Projects based on a total of$299,327 of urbanized area funds for the Bonita Springs/Naples Census Urbanized Area. The Program of Projects has gone through the Public Involvement Process, including receiving endorsement from the Public Transit Advisory Committee(PTAC). The project proposed for the funding may include, as funding permits, the purchase and installation of signs; facilities and fueling system improvements, all with an effort to enhance the effectiveness of the transit operations. A grant application must be entered into the FTA Transit Award Management System(TrAMS)to utilize these funds. The application has been prepared and attached for the Board's approval. The grant requires a 20% match. Collier County will request approval from the Florida Department of Transportation for the use of toll revenue credits in the amount of$74,832 as a soft match for the grant. After review and approval by FTA, the grant award is electronically executed in TrAMS by the Board appointed designee, Steve Carnet]. PINE and the Office of Management and Budget grant compliance staff will also use this electronic system to manage the project and submit all required reports. FISCAL IMPACT: No fiscal impact is associated with this action at this time. A budget amendment will be required to recognize the funds when FTA awards the grant to Collier Area Transit. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality,and requires majority vote for approval. —JAK GROWTH MANAGEMENT IMPACT: Transit capital improvement supports goals and objectives of the Transportation Element of the Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners approves the Program of Projects identified herein and authorizes PINE staff to apply and submit the attached grant application for the Federal Transit Administration,49 U.S.C. § 5339 available grant funds for fiscal year 2016.
