EXECUTIVE SUMMARY
Recommendation to approve the FY16 Program of Projects and submittal of a grant application
for the Federal Transit Administration, 49 USC § 5307 FY16 grant funds in the amount of
$2,743,559 through the Transit Award Management System (TrAMS) and appropriate a budget
amendment to allow continuous opeartion of the Collier Area Transit system prior to the execution
of the grant award.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit(CAT) system.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division
receives federal grant funds for the management of CAT System under the Urbanized Area Formula
Program(49 U.S.C. § 5307)to be used predominantly for transit capital projects as defined by the Federal
Transit Administration (FTA). FTA published apportionments for the formula funds on February 16,
2016. Collier County is located within the Bonita Springs/Naples Census Urbanized Area; therefore a
portion of the 5307 funding received is shared with Lee County. The amount allocated to the Bonita
Springs/Naples Urbanized Area is $3,117,681. The apportionment designed $2,525,322 for Collier Area
Transit(CAT) and $592,359 for Lee County Transit. However, Lee County agrees to allocate$2,743,559
to Collier County provided that $70,000 of the $2,743,559 is designated for bus stop improvement within
Collier County for stops along the Lee in Collier(LinC) Route. Consequently the amount to be allocated
to LeeTran(Bonita Springs/Lee County) is $374,122.
Staff has prepared the proposed Program of Projects based on a$2,748,559 total. The Program of Projects
has gone through the Public Involvement Process, including receiving endorsement from the Public
Transit Advisory Committee(PTAC).
Projects proposed for the appropriated funding may include, as funding permits: (1) transit improvement
projects that are amenities such as bus stop accessibility enhancements; (2) security enhancement for the
CAT facility; (3) provision of Americans with Disabilities Act (ADA) Paratransit services; (4) bus route
operations; (5) replacement of rolling stock that have exceeded their life expectancy; (6) Preventive
Maintenance; (7) Other Facilities and Fueling system improvements to enhance the effectiveness of the
operations.

*A 50% ($100,000) local funds match is required.
A grant application must be entered into the FTA Transit Award Management System(TrAMS)to utilize
these funds. The application has been prepared and attached for the Board's approval. The capital
portion of the grant requires a 20% match. Collier County has requested and received approval from the
Florida Department of Transportation for the use of toll revenue credits in the amount of$660,890 as a
soft match for the grants capital line items.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Collier
County Board appointed designee, Steve Carnell. PTNE and the Office of Management and Budget grant
compliance staff will also use this electronic system to manage the project and submit all required reports.
It is not customary to request funding along with the request to submit the application. However, in order
to continue to fund of operations without interruption or avoid the use of local funding, pre award
authority will be used as allowed by FTA and a request to appropriate the grant funding is part of this
requested action. Pre award authority will be primarily used for preventive maintenance costs of the CAT
bus fleet. Approval of this item will appropriate a budget to reflect FY16 grant funding in the amount of
$2,743,559.
FISCAL IMPACT: Budget amendments are required to appropriate grant revenue within CAT Grant
Fund (424), Project 33482 in the amount of$2,743,559. Operating assistance funding requires a dollar
for dollar local match which will be available through the FY17 annual local transfer supported by the
General Fund (001). As such, budget amendments will be executed in FY17 in the amount of$100,000
within CAT Grant Match Fund 425 when it is available from FY17 Reserves.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: Transit capital and operations supports goals and objectives of
the Transportation Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approve the Program of Projects
identified herein and authorize PTNE staff to apply and submit the attached grant application for the
Federal Transit Administration, 49 U.S.C. § 5307 available grant funds for fiscal year 2016 and approve
required budget amendments for the continuous operations of the Collier Area Transit system.

This is in response to the memorandum dated June 24, 2016, requesting the Department's authority to grant a
request by Collier County Area Transit(CCAT)to use state toll revenue credits in the amount of$660,890 as
soft match for CCAT's pending capital portion of their FTA Section 5307 grant application on behalf of CCAT. In
accordance with Title 23 United States Code Section 120(j) and the State of Florida's adopted policy regarding
the use of toll revenue credits for public transit capital and planning projects,we concur with your
determination of eligibility and hereby authorize CCAT to use$660,890 in State of Florida toll revenue credits
as soft match for these FTA projects.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects at a 100%
federal share. When providing a copy of this authorization to CCAT please ask them to reference the use of
this credit in their project budget sheets of their FTA application, and send a copy of this authorization letter
to their FTA Project Manager. Also include the item number reference where these projects are included in
the STIP. FDOT will work with the Federal Highway Administration to ensure that the use of the toll revenue
credits is properly accounted and recorded.

This letter responds to Public Transit&Neighborhood Enchancement Division request of June
24, 2016 to the Florida Department of Transportation for $660,890.00 in Transportation
Development Credits (TDCs) to be used as "soft match"for Public Transit & Neighborhood
Enchancement Division Fiscal Year 2016/2017 Section 5307 capital grant application to the
Federal Transit Administration (FTA). This grant will be used for ADA bus stop improvements,
securit enhancement,replace rolling stock,preventitive maintenance and other facility and
fueling improvements.
The Department concurs with Public Transit &Neighborhood Enchancement Division request
by authorizing the$660,890.00, according to the enclosed Department memorandum of June 30,
2016 from Gerald O'Rourke, State Freight, Logistics and Passenger Operations Administrator.
The following two actions are very important for Public Transit &Neighborhood Enchancement
Division staff to carry out:
