AWARDS—Jim Milletta(not present) VI. NEW BUSINESS ' A ACCREDITATION The accreditation is national recognition for park and recreation agencies throughout ' the country. There are 38 Park and Recreation Departments in the United States which have already received this award with 30 more waiting for approval. Seven of these accreditations are in the State of Florida. Collier County probably has most of ' the information and met most of the standards required, although research and 1 paperwork will still need to be completed. There are various levels and 36 standards with many substandards to be met for qualification, the cost is approximately $7,000 and the entire process usually takes 17 months from beginning to end with an annual fee of$1,000. National accreditations, a high honor, are awarded twice a year in the Imonths of March and October. The cost of obtaining an application and check list is $100. USTA/INIlVIOKALEE IA meeting was held yesterday in Immokalee with representatives from USTA who, in conjunction with the governor of State of Florida, want to provide youth a safe place after school for kids, access to computers and educational resources, plus supplying Itennis lessons. We already have 70 kids—K—5th grade - in our after school program, which is a safe place, and have 3 computers available. Their charge is to supply 4-5 additional computers and some mentors so the kids will receive 1 on 1 experience. IThe department will provide snacks, which is already being done. The program should be implemented by November — USTA will pay for the tennis instructor and I assistant, will supply rackets, hopper and balls. The tennis lessons will be held two days a week 3:30 — 5:30, participants who wish may have tennis lessons and then come inside for their snack and mentoring. Thirteen sites in the State of Florida I have been selected for this pilot program. If we do need matching grant money, the department may use the Library grant for this purpose. The library is also putting in a bank of computers and will supply computer training for Immokalee residents. IMary Ellen suggested gearing more programs for middle school age children. I C. FOUNDATION IAfoundation would be another tool for receiving monetary donations for the Parks and Recreation Department. There are foundations within foundations existing in the community. This procedure would allow one to designate money for a specific item I or location instead of donating to a general fund as well as being a tax benefit to the donor. The foundation would also insure that money would be there for any future repairs necessary that might be connected with the donated item/facility. At the I present time any donation money comes in one year and goes out the next, so there is no reserve for any maintenance or repairs. If the foundation were set up and it grew very large, a separate board could be set up to monitor the funds. Looking to the I future, this type of fund would be a benefit to the parks as funding from impact fees will be reduced as growth slows. REUNION - The suggestion was made that PARAB host a reunion and brainstorming session for 1 • former members of the Parks and Recreation Advisory Board. This would enable previous members to stay in touch, they would not lose interest in the park system, and in turn would act as ambassadors for our agency. IMOTION OF APPROVAL by Mary Ellen.• Passed 5-0. E. TOUR OF LOUISE HASSE COMMUNITY CENTER A walk-through of the new building was conducted. IVII SPECIFIC UPDATES IA. GOLDEN GATE COMMUNITY CENTER Site development plans are being submitted incorporating suggestions made by the Golden Gate Community Center Advisory Board. WICK will no longer occupy space in the building and the Department will attempt to absorb the cost of the extra square footage that had been added for this agency. B. NORTH NAPLES REGIONAL PARK This park is still in the design process and not a lot of progress is taking place. The firm is asking for a fee increase and the Department will need to evaluate this request. The current contract, based on square footage x cost x %, seems to work for the • designer and not the County. C. LOUISE HASSE COMMUNITY CENTER IOpen house will be November 16th although the actual dedication, by request of the Hasse family, will take place on December 7t'. ID. ISLES OF CAPRI I Diagrams of the few available lots on the Isles of Capri were discussed. Motion by John Ribes: RECOMMEND PARKS AND RECREATION HAVE REAL PROPERTY PURSUE PURCHASING SIT "E"FOR ISLE OF CAPRI NEIGHBORHOOD PARK 1111 WITH THE ALTERNATIVE SITE BEING "I". Seconded by Lindy D'Amico. Approved 5-0. Mr. Rogers has withdrawn his donation offer for the construction of a tennis court on existing County property on the Isle of Capri and is requesting this item tabled for a while. The Utility Department will be making a decision within the next several I weeks whether or not the existing water tank will be moved. If this were done, I possibly two courts could be constructed; however, the Department has no funds for this project. 3 �' I E. NAPLES PARK NEIGHBORHOOD PARK 1 Real Property is pursuing the purchase of the two recommended lots. If the residents of Naples Park wish to apply for additional lots for next year's funding, a new Iapplication will need to be submitted for consideration. Mention by the public for other locations have been made but as of this date no applications have been received. IVII. REPORTS/UPDATES _ A. MONTHLY REPORT — this does not include all revenues collected by the Department. The Department's share of parking fines, concessionaire revenues and some specialevent dollars are not included. The previous year figures used for comparison are based on the same criteria as this fiscal year. The computer chips in Ithe collection meters sometimes are a challenge but the Department keeps an inventory of parts and does minor work in-house. IB. BCC RECAPS -Petition CCSL-2001-3 —Recreational Facilities of America Inc.. This is for the Barefoot Beach concessionaire—the concessionaire area will be jutting off the boardwalk instead of being directly on the beach. The Department is working on a conceptual site plan required by the State before I issuing a license for the County use of the SR951 Boat Ramp. Once the license has been issued, the concessionaire may begin his operations at the site. This license is required as the Department desires to expand the parking lot 800 feet to the north and 1 800 feet to the south. C. SPECIAL EVENTS IOn November 10th there will be a patriotic concert set to a background of fireworks at Sugden Regional Park—probably 6:30 to 8:00 pm. A choir will perform as well as a 0. brass band. Details are still being worked on. Viva Naples had a fairly good turnout considering the current Country affairs. I Approximately 1,800 tickets were sold, there was plenty of police support, and beer sales were light which was no doubt a disappointment for the Fairgrounds people. Code Enforcement took many sound readings at various times and locations. The I Department has since learned that a noise exemption can be granted for special events. ID. PARKS UPDATE * Golden Gate Community Park pathway. The Department is working with the ISchool Board for a land swap of approximately 10 acres along the canal. * Sugden Regional Park—pictures of new pedestrian gates on the side streets were I distributed. The pathway is still under construction as well as a fishing spot with a bike rack and trash cans. Once this is fully completed, grant money will be forwarded to the Department. 4 1 * Tigertail Concession Building — bonds or insurance have not been received yet from the contractor. I * Exotic Removal—Tigertail is 50% done, with Golden Gate Community Park next in line. The contractor will finish the removal of exotics at Max Hasse Park. I * South Marco Restrooms were designed and permitted. Negotiations with the contractor will take place tomorrow as the bid came in over budget. * Vineyards Parking lot—lights should be completed this week. I * Picnic Shelter—ChrisTel has the permit and project has been started; Immokalee project completion date the end of the year. I * —the work order has been issued for the design which will be Gulfshore Access submitted to the City of Naples and homeowners for consideration. This site is Ilocated within City limits and used heavily by City residents. IE. RECREATION UPDATE A very successful 5th grade dance was held with 434 participants. A dance for 300 I middle school children was held at Max Hasse under the pavilion. All indications are that this park will be extremely busy. A flea market attracting 200-300 people was held last week. Future plans include vendors from Immokalee selling vegetables and Iproduce at these flea markets.. Various Halloween events at the centers may be spooky but will not terrorize. IA Spanish Fiesta is scheduled Sunday at East Naples Community Park. Musicians will be strolling around the lake and vendors will supply food. An attempt is being I made to reach this ethnic group in the area and Sunday is traditionally a family day for these people. ICricket is being played on the soccer field—both players and spectators are welcome. Special Populations—This program is progressing real well. A planned Kids Night I Out program is filled as well as an"off school" program for next week. There will be an Aquatic event for special children at Immokalee on the 27th. I F. ADOPT A PARK- by Sam Welborn Tigertail Beach had 30 cars in the parking lot, umbrellas were up on the beach but no I was in the water. The park looked clean and neat, restrooms were clean and although there was no one at the concession area it was very neat. I drove through to the back parking lot where previously existing potholes had been filled. The I attendant at the gate said attendance was down due to the condition of the lagoon. The directional Tigertail sign on the main road is not there and needs to be replaced. 1 5 i missammormaiimmiw v I Eagle Lakes is a very wide open space with not much going on that afternoon except ii a Lely High soccer team practicing. Thirty to forty new trees have been planted and mulched. IBoat Ramp—9 trailers in the lot and one boat in the water—this was on a Monday afternoon. - Aaron Lutz—clay has been brought in for the infield, there was a volleyball net up, kids were playing basketball, and children were using the playground. 1 Ski: In Immokalee there is a 1,000 home PUD, 50 acres with another 800 homes, and another site with 78 homes planned. If there were some land available it would be an ideal place for a I park. Land right across from Tony Rosbaugh park could be checked; grants may be available due to the location. IThey processed a tremendous amount of paperwork for the fiscal year closing, frenzy of last minute purchases, getting new purchase orders in place, etc. and at the same time I preparation for Viva Naples was going on. (Not many people realize over 300 utility bills alone are processed monthly.) I All deadlines were met by these three people, while maintaining their sense of humor. This Fiscal Section deserves a great deal of praise and a big thank you! 1 I I 1 I I I I I I I 1 mmiumirmommir .4, I GOOD ATTITUDE AWARD ILuis Garcia is a Maintenance Worker for the South District. He plans in advance and eliminates unnecessary steps and motions while performing his duties. The pride that I Luis takes in his daily performance of maintaining our parks is evident and is visible in the results of his labors. The Department thanks Luis for his dedication and efficiency while completing his daily tasks. I I I 1 I I 1 I I I I I I I I I . Collier County Parks and Recreation Department Employee of the month IOctober 2001 October is historically one of the busiest months of the year for the athletic section. After Ia busy summer of summer camps and tournaments we hit the ground running with all sorts of activities. 1 To mention a few are the 26 flag football and 22 cheerleading squads that practice during the week and play on Saturdays from 9am—4pm. There are approximately 600 players in this program and another 100 or so volunteers. Finding sponsors, coaches Iand communication is certainly a big responsible task. IN Couple this with the fall men's softball season (46) teams playing 2 times a week in the evenings makes for a long day. Add the beginning of the over 35 League (9 teams) and the Latin Men's Baseball League (10 teams) and the 38 team Latin men's adult soccer league. This should be enough to handle. Include little league and soccer field scheduling, rainouts, rescheduling, assigning iti scorekeepers and officials, and the regular duties of the section one can see it has been 1 active. We know that Gary Kessler does not do this all by himself but he is a most vital cog in I the wheel and has been asked to extend himself this past couple months. He has, without reservation, been out on the flag football field filling in for officials in a refereeing capacity. At the same time he had to deal with volunteers coaches,.parents and players. In addition he has been doing a great job in the office. Some of the duties include opening and closing Po's, opening new blanket pa's, ordering office materials and additional equipment for future programs, registering players, collecting fees and charges and al fielding the many phone calls from the public. He has sat in on interviewing process and helped out at the nighttime golf out last weekend. Without a dedicated employee such as Gary, the success of the activities in the athletic section would not shine as much. It give me great pleasure to nominate Gary for employee of the month for October for a job well done and for providing many many additional hours on the job in the good name the Collier County Parks and Recreation. He is, and has been truly a dedicated and conscientious worker for many years here in Collier County. Jeffrey Meyerson I DATE: NOVEMBER 20, 2003 ISUBJECT: IN-LINE SKATING RINK I PURPOSE: Up-grade current facilities and add additional facilities to accommodate growth of in-line skating and hockey in Collier County.. SUMMARY OF PRESENTATION I In-line hockey is one of the fastest growing sports in Collier County. The sport • has grown from parents assembling temporary bards in the parking lot of the then- Pace Warehouse on Pine Ridge Road to the current beautiful facility in Veteran's Park. Tshe Naples Roller Hockey League currently utilize the Veteran's Park facility for league play. The Naples Roller Hockey League provides opportunities for children to skate from our "six and under" instructional league through our high school club team program. The rink at Veteran's Park is currently operating at its capacity. Teams '" practice on Monday through Friday from 4:00 p.m. through 9:00 p.m. Virtually every hour time slot is utilized and most are over-utilized, requiring two teams to share the hockey rink for their practices. Teams play games at Veteran's Park on Saturday from Po 9:00 a.m. through 5:00 p.m. Games resume on Sunday from 1:00 p.m_ through 10;00 p.m.. The Naples Roller Hockey League will begin the winter session in January. Based upon past growth rates, it is anticipated that the Veteran's Park rink will not accommodate the number of skaters served by the league. The League will be required to significantly utilize the rink at the East Naples Community Park. The fact that the East Naples rink is uncovered creates obvious disadvantages; however, more importantly, the East Naples facility is in serious need of repair to both the wooden structures and the skating surface. V l JV LUVI II • I .)I ni 1 Given both the phenomenal growth of this sport in Collier County, this presentation represents a three-fold purpose. The first purpose is to address the ' immediate concerns regarding the repairs and upgrade required to the East Naples facility. The wooden boards themselves are in need of repair, particularly the doors need to be returned to functionality at all points of ingress and egress. Secondly, the surface itself is uneven and deteriorating. The uneven surface allows for significant ' pooling of water. A normal afternoon rain will render the rink virtually unusable for the rest of the evening because the pooling of water is so significant, it can not evaporate before the evening practices. (Insert surface renovation information here). The second portion of this presentation will address the short-term need, which is the construction of a new in-line facility. The expansion of in-line hockey will ' necessitate the construction of a new facility. It appears that Veteran's Park is the only viable location for the construction of a new facility. Not only do we believe it is feasible from a space prospective to construct a new facility at Veteran's Park, constructing the new facility at this park is also supported by demographics. (Approximately 80% of Collier County's youth involved in the Naples Roller Hockey League reside north of Golden Gate Parkway.) Naples Roller Hockey League is willing to partner with Collier County in funding the construction of a new facility at Veteran's Park. Lastly, the presentation will address long range projections of the league, the sport and facility needs for our Collier County youth. Given the rapid growth of in- line hockey in Florida and in the country in general, we would like the opportunity to present to the Board our thoughts regarding facility expansion to handle the anticipated need. We believe that the honorable approach would be to centralize the facilities at one location. County met with School Board to discuss land swap where County will receive 10 linear acres along canal. School IBoard has requested that County take gopher tortoises as part of swap. • Max Hasse Park—Phase II IConstruction of Community Center and Phase II is complete, except for minor items. • North Naples Regional Park P � Site design continues. Permit revisions have been submitted. Schematic architectural designs have I been completed. Awaiting resolution of permit and fee issues. Kraft has begun assembling subcontractors and budgets. I • Sugden Park—Phase II Bonness has completed the pathway. Sod has been installed, hydroseeding has been done and rules signs installed. Exotic management and bushogging will complete the place. I • Tigertail Beach Concession Building Bradanna has applied for permit. Job start is now December 1. Working with beach vendor on Iissues. • Exotic Removal I Tigertail Beach project has been completed. Golden Gate Park,Barefoot,Veterans,Manatee and East Naples management are next. I • South Marco Beach Access PBS has will be awarded project on 11/27./01. Building will be ordered 12/1/01,delivery in January and build project from January into April. I • Vineyards Parking Lot Florida State Underground has completed the project. Planted and replaced a total of 25 sabal palms in park. Safety Committee Minutes November 7, 2001 Meeting ' Special Populations Program All programs offered to date have been full. Immokalee/Aquatic Day- 5 participants played land games A joint effort with the "Sharing the Commitment" committee sponsored by the school system will elevate our exposure, revenue and participant numbers. Fun Camp is ' scheduled for November 17. Anticipate 20 youth. Writing a grant to fund an additional day of summer camp to expand to five days. In cooperation with our Aquatics staff we will be offering a "Family Aquatics Program" to begin in February/March. Training will be held. Nine new participants have joined the fall programs. I Absent: Al Arcia, Jason Odell, Mary Keidel, Michael Dock. The meeting was called to order at 1:15 p.m. I Minutes from the October 3rd meeting were approved as presented. • Items from Risk Management—None at this time. • Items from Safety Committee—Allen mentioned public vehicles have been using the access road next to the pool. This is creating a safety hazard to walkers, bikers and skaters. This access should only be used for deliveries and maintenance vehicles. I Recommendation to install removable posts to prevent public car access. Clarke mentioned that the playground/water play area at Vineyards seems to have an abundance of fire ants. Gulley will inform John Veit to have maintenance crew spray Ithe area, if necessary. • Review Accident/Incident Reports—The committee reviewed accident/injury reports for October. Six were identified. Gulley will check with John Veit regarding an isolated bleacher seat repair at Vineyards, which caused an accident. All reports have documented and filed. The committee suggested that any accident/incident reports involving a piece of equipment be forwarded to parks staff immediately El for inspection, repair or removal. • Park/Facility Reports—Gulley mentioned a playground repair at GGCC and the piece in question is still out of service. Gulley will follow up. In addition, Max Hasse swings are under repair. Chains need to be removed to prevent an injury. Gulley will Icheck on ordering special wrenches to better facilitate the repair process. • Training and Education- Gulley distributed a document to the committee regarding playground inspections andregulations for review. Explanations were provided on document use when inspecting various areas. Gulley is working on a policy statement to be utilized by Parks and Recreation. The committee will make a recommendation Ito Marla Ramsey to adopt the policy once approved by the committee at the next meeting. Whittier will provide a list of potential safety alert areas to be discussed by the committee at the December meeting. • Old Business—Basse mentioned new mulch has placed in the playground area at GGCC. Excellent popular facility. Ideal location. IARCHITECTURE AND FACILITIES: 1 ■ In good condition and appearance. The architectural style is excellent and appropriate. Facilities expansions may be appropriate due to popularity and use. p SITE FACILITIES: ■ Parking lot is in reasonable conditionbut is limited. Expansion or re-configuration a possibility. ■ Signage gives clear direction ■ Boardwalk is in good condition: recycled wood replacement is in progress ■ Entry ticket procedure is too low from car • Concession facilities are good but limited. Expansion possible. II in All construction is excellent. • Trash containers well organized • Water fountain is out of order LANDSCAPE: • Turf in the parking area somewhat dry (drought conditions) • Mangroves beautiful and healthy ■ Use of red bark mulch conflicts with native environment • Dune landscape is excellent ■ New plantings (recently installed) in good condition • Black Olives in the parking lot presents potential of staining. Well-canopied. TRANSPORTATION SYSTEM: ■ Operated by the Registry Resort. Excellent system. 4-5 units: good, friendly operators. High Morale. Boardwalk tramway is 6 miles in length. 3 PROGRAMS: ■ Excellent beach-related facilities and concessions. Operated through the Registry by coni' OR CCU, personnel. Average 1,000- 1,200 visitors per day. Peak days: 2,000 visitors. IPUBLIC INPUT/COMMENTS: • Very positive from random commentary. PARKS AND RECREATION PLANS: • Recently completed plantings at the concession facility II • Some upgrading/replacement of boardwalk to recycled wood material • Any major expansion projections unknown • Personnel had no proposals, requests or replacement suggestions for improvements I ,. I COMMENTS /SUGGESTIONS: • Park is a beautiful, pristine tidal basin and beach facility, generally in excellent Icondition and appearance. Minor suggestions would be to screen treatment/ ■ utility facility and consider extending open time of concession facility. Visit the potential for expansion of facilities, concessions, parking, and hours without destroying the beauty of the site. UPDATE: • The park is beginning to come off a lull in attendance due to current economic and travel conditions. Visits on 12.12 and 12.16 showed high usage and activity. The park is seasonally decorated, a very nice festive iii atmosphere, the landscape planting, exotic removal and boardwalk surface, and rail replacement projects are complete. A minor drainage problem exists in parking central detention zone. The view of the service area as a first impression after a beautiful tram ride is undesirable. It should be screened. • Overall the park is in excellent condition and one of our best and most popular assets for both visitors and residents. The facility is governed by its own advisory board, Golden Gate Community Center, in conjunction with Collier County Parks and Recreation Advisory Board.. I ARCHITECTURE AND FACILITIES: ■ The buildings are in good condition but somewhat dated (1970's*/-) periods, several additions (2). The facility is clustered with several other functions,fire station, library, and a new function. Additional land (7'/2 acres) have been purchased for expansions. Major functions: game room, tauditorium,gymnasium.. LSITE FACILITIES: • The land parking lot is adequate, resurfacing may be necessary in the near future. F • Peripheral bike path and sidewalk, asphalt have been installed recently. ■ Signage does not present a park-like concept. u.. IN Adjacent construction is underway to the west. A small fenced playground to the East is very nice. • The parking surround 2/3 of the site. ■ Bike racks are available along with several entry terraces and an interior courtyard. I LANDSCAPE: • Major mature trees,tropical landscape east at the entrance are prevalent. • Parking lot canopy is random and sparse. ■ Lawn is adequate. • Public street image needs attention. Usually full to capacity. PUBLIC INPUT/COMMENTS: • Would like additional.. PARKS AND RECREATION PLANS: I ■ The master plan to link all facilities and create a modified town center is closer to completion of the buildings.. ■ The latter is proposed for consideration, a large open play field, entertainment shell, a BMX track, a skateboard arena and additional pro shop, restroom facilities and office. ■ An interior/exterior refurbishment is also under development. • The park expansion phase to the north includes bandshell, BMX, skateboard, open play field, parking, playground upgrade, and landscape. Ready for bidding in January 2002. COMMENTS/SUGGESTIONS: ■ Encourage the implementation of the refurbishment and the overall master plan. Some consideration might be given to a water park/pool facility. An extremely used facility. Continued growth is anticipated. Directional signage and identification system for the facilities are needed. An overall landscape program should be reviewed and implemented to reduce the impact of the extensive parking requirements. UPDATE: ■ Park expansion plans to the North will be ready for bid in January 2002 and other facilities to the West are approaching completion. C©norrnucralV Park LOCATION AND TYPE OF FACILITY: I ■ A community-oriented park empphasizing active sports recreation, located on Golden Gate Boulevard approximately%miles east of C.R. 951/Collier Boulevard. IARCHITECTURE AND FACILITIES: ■ The park contains a restroom facility,storage, open air roofed court facility and a picnic shelter. An extensive office, meeting, game room facility is under construction. All facilities are in excellent condition. A Community Center Facility has just been completed. The opening dedication was on December 7th, 2001. SITE FACILITIES: • The park has two lighted baseball fields,2 tennis courts, a batting practice cage,two play areas, a small picnic area, a parking lot, large open field, a soccer field,two small baseball fields and an open air roofed court. All elements are in excellent condition. ■ Signage could be upgraded. ■ Entrance common to other facilities and school needs improvement. AIM • A utility plant is in the southeast corner. LANDSCAPE: • Primarily a native installation,the landscape presents a natural effect. ■ The overall landscape is in good condition. ■ The parking could have more canopy cover. ■ Maintenance is good. ■ Lighted ball fields are excellent. • New Community Center planting is somewhat excessive in places. Plant Palette deviates from a native character. PROGRAMS: • Organized league play for active sports is very good. • Programs and use of the new facility has been immediate and excellent. PARKS AND RECREATION PLANS: I ■ Community Center and parking completed and dedicated 12.7.01. COMMENTS/SUGGESTIONS: P ■ In general, the park is very functional and is in excellent condition with very adequate facilities. The ball fields are well maintained. Minor improvements to increase the landscape and screening along the common entrance road and the North property line would add to the park. The link in connection with the school positive. I'm curious about it's success. The utility plant should be screened: OVERALL THE PARK MAKES AN EXCELLENT FACILITY UPDATE: • The dedication of the new Community Center Facility was head on 12.7.01. The Hasse family was honored. The program was very well done and the attendance good. • The new facility has become an immediate success with all it has to offer to the Community.
