AWARDS—Kate Whittier, Secretary II Added to the Agenda New Business—Kathy Hankins, Certified Diabetic Services, Inc. VI: NEW BUSINESS 1 1 4 I A. Presentation by Kathy Hankins requesting use of Sugden Park for IDiabetes Festival The Certified Diabetic Services, Naples Community Hospital, and the County Health Department hosted a very successful festival at Golden Gate ICommunity Center last year. The program was so successful that the room used was not large enough and parking was a problem. To better serve the I needs of the public it was decided that the event be held at a location with plenty of space and available parking, and on a weekend instead of a work day. There will be vendors dispensing information, speakers addressing a variety of subjects related to diabetes and health screenings. All types of Idiabetes will be discussed— one out of twelve people in Southwest Florida is diabetic and many people are unaware they have the disease. No admission I fee will be charged for this event being planned for February 23, 2002, and the group is requesting the use of Sugden Park. I The rental policy of Sugden Park requires that special event usage come before PARAB for approval, and if the event is sponsored by a non-profit organization the $800 rental fee is waived. The formal request will be made Iby the Health Department to cover this requirement. MOTION: Lisa Barnett—approve accepting their request. Lindy D'Amico seconded. Passed 6-0. I B. Gulfshore North Beach Access IThis County owned access is within the City of Naples limits and a letter has been sent to Don Wirth, informing him of our intent to make improvements at "'iiii this access. Although the City has installed their signs and trash cans at the site, the Department is reiterating that the site is County owned, and will be operated as a County facility. TDC funds for these improvements should be confirmed at the budget hearing tonight; when the funds are approved the t Department will begin the design phase October 1'. The pictures enclosed in the packet are actually of South Marco Access, but represent the standard set I by the Department for beach accesses. Plans will be shared with the Park Shore Homeowners Association and the City before construction begins. IVII. SPECIFIC UPDATES Golden Gate Community Center IA. were shown to members who maynot have viewed them last Design plans month. The Golden Gate Community Center Advisory Board had a few I concerns about the type and size of windows, as well as not wishing the program WICK to be held in the new building. There is a great need for this I 2 I Iprogram and a large number of participants are from this geographical area. As space and dollars were not included for WICK in the original plans, $200,000 was funded from Fund 306, not the MSTD taxing unit, and 1,200 Isquare foot added to the building. BCC, not the GGCC Advisory Board, will make the final decision. If WICK is not to utilize the building, funding will have to be found to pay for the additional 1,200 sq feet or the building I redesigned eliminating this allocated space. IB. North Naples Regional Park Latest drawings of the facility were displayed and discussion took place regarding the changes. It was agreed that the general atmosphere of the Iproject had changed from "nature" to a more office looking building. Southwest Florida now wants a flow way through the property which has I necessitated the shifting of different amenities on the site. Fifty per cent of the property wetlands have to be preserved; a developer has more opportunity to mitigate these requirements than the County. The changes proposed have ' eliminated the wooded areas between the ball fields that have been relocated nearer I-75. Because the fields are closer to the highway some form of berming will be needed to reduce the traffic noise. Another alternative would ' be to reduce the number of athletic fields, which the Department does not wish to do at this time. The cove/lake by the office building requires more attention; it is not meeting the looks and needs desired. . The consensus was no one was real enthusiastic about the conceptual plan and the architect should be producing plans reflecting the Department's ideas and Irequests. These items will be discussed at the next meeting with the architect. Louise Hasse Community Center IC. This facility is not close to completion. A letter was received from the contractor requesting 27 additional days plus 5 to 10 days for the punch list; I this request was denied. The Department does not feel that the contractor has been working in good faith — there have been four different supervisors overseeing this project. Although there were some errors at the beginning of I the project, it has not moved forward in a timely manner. The next PARAB meeting may have to be moved to a different location. Ski Olesky said he would like to see the site even if the meeting were not held there. ID. Isles of Capri mil Months ago Harry Rogers offered to pay for construction of a tennis court to i be located on the site owned by the County Utilities Department near the Isles of Capri water tank. After much going back and forth the Transportation iim I Department agreed with the revised plan provided by Mr. Rogers; however, in the meantime Mr. Rogers withdrew his monetary offer. The Department is III 3 I Iattempting to contact Mr. Rogers to see if he is still interested as there is no funding in the budget for the project at this time. IE. Naples Park Neighborhood Park/Livingston Wood I The group from Naples Park presented their case to BCC at the public budget hearing. BCC authorized the transfer of$100,000 from the Livingston Woods project to the Naples Park Neighborhood project as well as allocating an additional $65,000. Upon approval of the budget this evening, funds will be Iavailable October VI. If Livingston Woods decides in February that they still wish their park, funding will be provided in the next year's budget — 2002/2003. Surveys for the desires of the Willoughby Acres development IIwill be sent out soon. Investigation is ongoing for two or three lots located on the Isle of Capri. It was noted that the Naples Park organization wishes to keep their application in the pool for next year to obtain additional lot. I VII. REPORTS/UPDATES IA. Month Report—indicates revenues only. I The Fitness Center is doing extremely well and bursting at the seams. The opening of the Center at Max Hasse should help relieve some of the pressure because some members will be transferring to that location. Another alternative is to restrict/designate the hours of usage for members other than I those holding an annual membership. Commercial boat launch fees/permits will become effective the first of October, the annual peunit is $100 and a $3 fee for each launch.;however for the remainder of this calendar year a permit fee of$35 will be charged. The P' meters are being installed and/or switched over so tokens will be accepted. .. The Park Rangers are busy at the boat ramps sites doing public relations and educating the public in regard to this matter. kii The City has no restrictions on changing their fees but fees for County residents and City residents must be identical. B. BCC RECAPS I Name change of SR 951 Boat Ramp to Collier Boulevard Boating Park was done to correspond to change in street name. I W. G. Mills is not challenging the North Naples Regional Park bid. The firm realized that it was more of a presentation concern and lack of information provided on their part, not the procedure of the awarding of the bid. I 4 I C. SPECIAL EVENTS— IINight golf, Saturday September 29th will be the last summer event. Viva Naples take place next month at the fairgrounds; a successful event with a ihuge turnout is anticipated. D. PARKS UPDATE IGGCP Walkway—working with School Board. Purchased five acres of land. I Louise Hasse Community Center—working on the interior. Started the irrigation segment. North Naples Regional Park—working on redesign I Sugden Phase II—making a lot of progress Tigertail Beach —start Phase II in October South Marco—Design has been completed. Project is out to bid right now. I Vineyards Parking Lot—substantially completed. Still waiting for lights. Immokalee Picnic Shelter—project stopped by Fire Department. They require an evacuation plan for an open sided shelter. E. RECREATION UPDATE ' The Rec Guide for center programs is coming out soon. Programs are being developed for the special population group. A Parents Night Out was recently held with 15 children attending. A meeting has been scheduled with the I School Board to discuss available locations for next summer. Space is sorely needed for next year's summer camp. Numerous programs are scheduled for the fall, including middle school dances, sports, and other activities. A suggestion was made to have some programs specifically geared for single parent families. IF. PARKS UPDATE ILisa apologized—she did not have report ready. The next meeting will be tentatively scheduled at Max Hasse Community Park. I Mary Ellen's work number is the same as her home number. Change will be made on information list. County met with School Board to discuss land swap where County will receive 10 linear acres along canal.. I • Max Hasse Park—Phase II Construction of Community Center and Phase II is nearing completion. Interior work is continuing. IFinishes are being installed. Irrigation and landscaping is almost complete. • North Naples Regional Park Site design continues. Permit revisions have been submitted. Schematic architectural designs have Ibeen completed. • Sugden Park—Phase II I Poplar Way ditch project is completed. Columns and gates at Dominion and Alladin road ends have been completed by Chris-Tel Company. Bonness is constructing the pathway,culverts,fill and limerock base have been installed. I • Tigertail Beach Concession Building Bradanna was awarded project. Contractor has submitted for building permits and is awaiting I comments Job should begin in November. • Exotic Removal ITigertail Beach project has been completed. Golden Gate Park is next. • South Marco Beach Access I Project has been designed,permitted and bid. Bids came in over budget. Negotiating with contractor on price. Hope to build this fall. • Vineyards Parking Lot IFlorida State Underground has completed the project. Golden Gate Community Center IProject has been submitted for SDP. While it may have appeared that staff and myself denied or prematurely rejected the idea at our meeting with Naples Youth Roller Hockey, let me assure you this was not the case. Naples Roller Hockey, in previous meetings, had broached the subject, at which time staff looked at and reviewed various possibilities for a second rink. After reviewing all possibilities, staff felt like there were no viable options within Veterans Park for a second rink. First, Veterans Park is built out. Adding any additional facilities would require substantial clearing of the existing vegetation, which is at the code required preservation of 25 percent. Any additional clearing would require us to go below the 25 percent natural vegetation level. Staff felt this option was not in the best interest of the public as a whole. Second, the idea of removing the volleyball courts and placing a roller rink in the vacated area may appear on the surface like a good idea as the volleyball courts are not heavily used. However, on closer inspection this option has numerous pitfalls for the park. A roller hockey rink would use substantially more area than the existing volleyball courts. Therefore clearing and reworking of the parks main water retention area would be required. As mentioned above, additional clearing within the park is a concern, but the biggest impact in this area is the water retention. Currently the park does not have adequate retention and drainage during the rainy season. To lose additional water retention could have dire affects on the rest of the parks facilities, as well as place us out of compliance with retention requirements. To build additional retention areas would require substantial clearing, which is a concern as noted. Third, the addition of a second roller hockey rink, would require additional parking facilities. As I'm sure you are aware, parking currently is at a premium within this park. In light of the existing pedestrian and traffic safety concerns within this park, staff believes an additional athletic facility would only acerbate the situation. To accommodate the additional parking needs, we would need to reduce the size of Rover Run so that parking facilities could be expanded. Typically 50 spaces are needed per athletic facility. With the concerns and limitations as noted above, staff has only two options for a second roller hockey rink. The first option is the removal of an existing facility that is large enough to accommodate the footprint of a roller hockey rink. Only the following facilities would meet the size requirement: 1) one of the four softball/Baseball fields; 2) the soccer field; or 3) the tennis courts. The public heavily uses all of these facilities, and the removal of them would not be in the best interest of the community as a whole in staffs' opinion. The second and most viable option, is for the Naples Youth Roller Hockey to purchase one of two remaining vacant parcels to the north of Veterans Park. Both are approximately 3.75 acres and are contiguous to the park and the entrance. Staff is unaware of the owner's asking price, but the assessed value of each parcel is around $180,000 or$48,000 per acre. Our group within Naples Park spent a great deal of time identifying and evaluating vacant parcels within our area for the County to consider in its Neighborhood Parks Assistance Program. We appreciate the very positive response the Board gave to our grassroots efforts. We do now more clearly understand your neighborhood park budget constraints, particularly since we are so late in this year's budget cycle. As we observed in our application and supporting information, the vacant parcels in Naples Park that might be suitable for use as a neighborhood park are rapidly disappearing. We were very encouraged by the Board's formal resolution that recognizes the need for neighborhood parks in our area and its pledge of support for our efforts to acquire funds from the Board of County Commissioners out of this year's budget. We will be contacting the County Manager's office to find out the best way to proceed in making our needs known. We appreciate being given the information that not all of the park acquisition monies available in this year's budget have been asked for, in part because the land that was already available for the Willoughby Acres park project. This should make our requests of the BCC for park acquisition funds more obtainable within this year's budget process. We will keep in close contact with you to try and make our efforts to acquire property for park land in Naples Park as effective as possible and in concert with your department's responsibilities.
