Proposed addition of 51.15 miles of median landscaping est. cost of design and installation @ $250K/Mile = $12,875,500 est. annual cost of maintenance @ $45K/ mile = $2,301,750 Proposed Collier County Financial Commitment to Landscape Median Management over the next 20 years: Landscape Maintenance: $136,035,000 = 91% New Landscape Install: $ 12,875,500 = 9% Next 20 year $ Commitment: Est. $148,910,500 Tim Nance Recommendation to improve the Median Landscape Program: 1.) Systematic Review of current median landscape program to identify strengths, weaknesses, opportunities, threats - traditional SWOT analysis. ** Differentiate Median plantings and Public right-of way plantings 2.) Integrate all median and right-of way plantings with water detention/retention, pathways, and lighting: Low maintenance swales /water gardens. Use medians to retain water and eliminate the need for irrigation. Don't plant trees under street lights and at the edge of pavement. 2.) Update existing plantings, and design and plan future plantings with plant selections for reduced inputs of water and fertilizer, and lower maintenance. Our current Median Landscaping cost for one mile, over 20 years, is $1,150,000 per mile. (based on $250K design/install, 45K maintenance, annually for 20 years) Of this cost, 78% is the cost of maintenance. This simply must be reduced! Land preparation and median design must be integrated with road design and construction. Poor soil conditions result on over irrigation and over fertilization to try and compensate!! Adopt strategies and technologies from the University of Florida and the South Florida Water Management District/Big Cypress Basin Many technologies are 40 years old with very few adopted by Collier County!! Set a good example for citizens! Reduced water consumption. Reduced rates and use of more advanced nutrients—will protect groundwater quality long term! 3.) Good Horticulture and Design to save resources and maintenance dollars: Tough, low maintenance plants are not all ugly. Identify the ones we like and use them. Plant for reduced water needs. Our poor quality, highly alkaline water produces high pH and growing problems in the long term. Consider using fully coated/timed release fertilizers. Storm Preparation: Trim shade trees defensively. Remember Hurricane Wilma/Crayton Road. Royal palms can fall and it is not pretty! Leaves are heavy Plant at proper depth, and not above a hardpan. Avoid planting large trees in restricted rooting situations: next to roads, at edge of pavement, and in narrow medians. These are blow-down risks and damage roads and sidewalks. 2. 4.) Reduce costs and shift Landscaping dollars to plantings that are necessary and most effective: Eliminate plantings in the public right of way that are in front of professional landscapes at commercial centers and residential communities. These block lines of sight and diminish architecture. Remove at construction and installation of required plantings. Enforce LDC required plantings. Enter agreements for maintenance with the private sector. Example: Pine Ridge Road/Kensington and others,Airport Road-many examples. Eliminate plantings in the public right of way that are under power lines and block commercial signage. Huge safety risks and bad for business at the same time! Eliminate plantings in the public right of way that are in front of natural woodland areas. Example: Golden Gate Boulevard Plant 3 gallon native, wetlands species around water retention areas and be done. "Plant in May and go away." Scrutinize the use of turfgrass. Use St.Augustine grass only in the most intensively managed situations. Eliminate the rest. Eliminate all grass strips whenever possible in landscape design and along streets and sidewalks. Edging and trim mowing eats dollars. 5.) Save Money: Our current Median Landscaping cost for one mile, over 20 years, is $1,150,000 per mile. We shear thousands of miles each year. Evaluate plant height at maturity. Use the right plant in the right place. Hardscape narrow median areas and bullnoses. Better lines of sight too!
