AWARDS — None Added to the Agenda New Business - Vanderbilt Inn Specific Updates - Botanical Garden/Budget 1 MOTION by Sam Welborn: Accept the proposal as is and then go through the regular process of evaluating it and setting it and bringing it back for further discussion. If the group petitions BCC for funding, PARAB would be supportive in that way. This request would be in "addition to" and not "in lieu of'. Or, it could be stated that the application came in late instead of early and that PARAB supports the idea. Recommending the land purchase would not move the application to the front or give any priority. Ski Olesky: Seconded. MOTION WITHDRAWN 2 VI: NEW BUSINESS A. Presentation — North Naples Neighborhood Park — Dwight Richardson ' The Dover Kohl report identified North Naples as a model of an older neighborhood that could be revitalized with parks and greenways. Diagrams were shown of the area indicating lots that could be used for a neighborhood ' park, the preferred one being at the intersection of 104th Avenue and 7th Street. These two lots are vacant, have slash pine with clear spaces, and the neighbors support the neighborhood park concept. A letter was recently sent to the owner regarding the donation/sale of the property; however, an estimated market value of $160,000 was used for application purposes. Future tentative ' plans call for traffic calming effects in the area, a bike path, and greenspace along the roadway. The concern of not providing a playground for children was raised. The initial portion of the application was to give a basic idea of ' the desires, then work with the neighborhood, and develop a plan to serve everyone. Focus meetings will be held in November and at that time residents of the area could be polled. Acquiring the property is the first priority. ' The application presented cannot be ranked at this PARAB meeting as applications are being taken until November for the following budget year (2002/03). Evaluations will be done in January and then the selected one will be included in the budget request for the following fiscal year. ' Money for neighborhood park land acquisition was not requested in this coming year's budget as the County already owns the property to be developed in Willoughby Acres. This North Naples group could attend the September 6th public budget hearing held by the BCC and request funding for the land acquisition. MOTION WITHDRAWN 2 ' NEW MOTION by Lindy D'Amico: Propose our support to concept of a neighborhood park in Naples Park and supports this group's presentation to the Board of Commissioners directly for ad valorem taxes. Seconded by Sam Welborn. Passed 4-0. Mary Ellen Rand abstained. B. Vanderbilt Inn- Approximately two years ago the Department had contacted ' the Vanderbilt Inn about obtaining beach access on the Inn's north property line. At that time a favorable response was received, then a year ago the response was reversed. Since that time negotiations with the State Park have ' been taking place regarding a turn -around at their entrance. Now Vanderbilt Inn is again interested in negotiating and are willing to swap — if the County provides the Inn with enough land for an additional 12-15 parking spaces the ' County would receive direct access from N Gulfshore Boulevard to the beach. Patrons using Conners Park for parking would then have a direct access to the beach without going through Wiggins Delnor State Park. A parcel 6 feet wide is proposed, but there may be an opportunity to get some handicapped parking at that location. The options will be presented to the BCC for approval in several weeks; Vanderbilt Inn is willing to pay for the cost of all improvements. The County is awaiting a check from Signature for the purpose of constructing a sidewalk over the bridge on Bluebill Avenue; within eight months the County may have a beach access. One of the concerns is that if Vanderbilt Inn should sell or build condos on the site, access through their parking lot would be denied. (The public is currently allowed to utilize their lot for access to the beach for a fee.) People would then have to use the State Park or ' go a distance down the Boulevard to obtain beach access. Motion b Sam Welborn: Move that we proceed with this. Seconded b Y p Y Lindy D'Amico. The Department is working with the State attempting to obtain 6 feet on the ' State side of the lot; however, the Legislature will have to make this decision. 5 Minute Break VII. SPECIFIC UPDATES A. Golden Gate Community Center — A model of the proposed new building and site plans were on display. Plans call for an open hallway, game room, "pro shop", meeting rooms, restrooms, and an elevated amphitheater with an overhang that will keep performers dry in case of rain. The stage will be three to four feet above the ground; there will be a BMX track, skate park, spectator area/play field, and open space. The area could accommodate approximately 3 2,000 people — patrons would bring their own chairs and blankets. Parking at the Government Center building could be utilized on weekends and after business hours, making approximately 500 parking spaces available at the site. This project should be completed in December 2002. B. North Naples Regional Park - Copies of the water park area plan for North Naples Regional Park were distributed. The latest rendition of the building plans was displayed, showing the walkway with seating, view of the lake, etc. The area around the 20-26 acre lake still needs some tuning — stairs, stem walls, or something. The meeting room will seat 300 people, the lobby will be glassed so the outdoors will be visible, there will be a gymnasium and fitness center, the water area will contain a playground, another playground will be located near by but with no access to the water area, and restrooms in close proximity to these areas. ' The water element will have a swimming pool geared for families and not swim competitions. A request is being made that when Transportation puts out their bid for the road that an allowance be made to grant the Department access to the park before the road is completed. This will allow work to be done on the park site without waiting for the completion of the road. The Transportation Department requested that provision be made for a bus drop-off area at the site. A Risk Consultant has been hired — Kraft Construction, but W. G. Mills may challenge the awarding of the bid. C. Louise Hasse Community Center — The community center at Max Hasse Community Park has been named the Louise Hasse Community Center. Substantial completion of this facility is expected the middle of September, with the dedication taking place October 15'`. There will be a week-long celebration the end of October. ' D. Golden Gate Estates Land Purchase - The purchase of this piece of property was approved July 30t`.; the County will have approximately 120 acres and the School Board the remainder. A fire break may be constructed in the next few years or some removal of Brazilian Pepper, but there are no immediate plans for development. ' E. Vanderbilt Parking Garage — Construction of this facility is being challenged by the Ritz Carlton Hotel. WCI is making the judgment call on a deed restriction of building heights being limited to 20 feet (the proposed garage is probably 24 feet high and a condo under construction is much higher.) They wish a roof to be placed on the County facility; said roof was not funded and would require going before the BCC for more money. A roof would also restrict adding more stories, if so desired, at a later date. F. Botanical Garden/Budget - Purchase of this piece of property was included in the five year plan in the 306 budget. While going through the budget process the County Manager did not recommend purchase of this 20 acre parcel ($500,000) off Bayshore Drive. Commissioner Mac"Kie wished this to be purchased with impact fees. If we are interested in moving the project from the 306 Fund to the Impact Fee Fund, the money could come from reserves. However, direction was given to purchase land across from Cocohatchee with impact fee fund reserves. This would leave the reserve account with a tsmall balance. The 20 acre parcel could be used for an entrance to Sugden but a pathway would have to be constructed all around the lake to get to the element. There is no ' vehicle connection required by the Management Plan. It could be a gateway to the park but would be a walkway or bike way only. The parcel across from Cocohatchee would be used for parking purposes with possible shuttle service being provided. If PARAB feels that the Department should purchase this parcel they may vote for it and let the Board of County Commissioners select the project. There are only three projects ' left in that funding source — Barron Collier ballfields, additional dollars for permitting at North Naples Regional Park and a dog park at Manatee. There is no guarantee impact fee money will continue to come in at the same rate that it has the past years. ' MOTION by Lindy D'Amico: We change the proposed budget to make the Botanical Garden 20 acre purchase with impact fees as opposed to the 306 fund as ' originally recommended. Ski seconded. 5-0 VII. REPORTSIUPDATES A. Monthly Report — Revenues are doing well ' B. BCC Recap — The communication tower at Cocohatchee is new. It is 110 feet high and a small building goes with it. This type of leasing provides additional revenue. Heny Brehms had requested the use of Vineyards Community Park for the Nuveen Tennis Tournament but have now made arrangements to utilize the Naples Bath and Tennis Club. Tigertail — The water testing on Mondayshowed the bacterial count to be too high. The g test conducted on Tuesday was also poor resulting in advisory signs being placed on the beach saying swimming is not recommended. The beach itself is not closed. The lagoon area does not get any flow except during high tide and this is the area being tested. The ' Department is asking the Coastal Advisory Committee for funding for a consultant to study the situation and present some solutions to the problem. This bacteria does not cause sickness but is indicative of symptoms of other things. ' C. Special Events — October 13th is Viva Naples — a Latin music festival to be held at the fairgrounds featuring the top 4 entertainers in Latin music. Alcohol will be served by ' a sponsor who will take the proceeds from alcohol sales and in turn give us free rent, chairs, deputies, and not much more. The County Manager did not wish to do alcohol and this will provide an opportunity to see how alcohol affects these events. Tickets the ' day of the concert will be $15.00, with the County receiving all the ticket proceeds. Transportation from Immokalee is being considered, but nothing is firm at this point. A $50,000 TDC grant was received to help with the expenses of this event. Ice Cream Festival — Free ice cream sundaes will be served at Sugden Regional Park on August 26th. 5 D. Parks Update — As per sheet distributed E. Recreation Update - Summer Camp, not including Ranger or sports camps, served 1,500 children this year and there were at least 178 names on the waiting list. With the other camps included, the total participant number would be close to 1,700 compared to 900 for last year. The Special Needs Program was expanded to a total of 27 children this year. The new Recreation Guide was distributed. F. Adopt A Park Report — Ski did not have much to say. It is great working with Jeff and there should be problem it is fixed. GOOD ATTITUDE AWARD KATIE WHITTIER Although Katie is the newest member of the office support team at the Administration Office, her presence has had a great impact on the atmosphere in the workplace. Kate possesses excellent communication skills and her cheery, friendly personality and willingness to assist both public and staff, make her a joy to work with. She remains calm and keeps a positive attitude in all situations. Katie will do all the necessary research to answer customers' questions correctly and in a timely manner. New challenges are met eagerly without reservation. One can count on Katie to get the task completed efficiently and within the time frame given. Collier County has retained property rights to the access along Gulfshore Boulevard North and it is our intention to continue to make improvements to the site. We have been granted funding from the TDC to enhance the access in the FY 02 budget. The Department has solicited services of a landscape architect to design the access, similar to the improvements made at the South Marco Beach Access that the County maintains on Marco Island, and will open that purchase order in October at the start of our new fiscal year. The County is also committed to maintaining the facility and will have John Veit from my staff meet with a designee from your staff to ensure we are not duplicating services. I will be happy to provide a site plan to your staff and the Park Shore Homeowners Association ' for comments before moving into construction documents. Please provide me with a contact name for the Park Shore Homeowners Association at your earliest convenience so staff can make contact. We have scheduled th6se improvements as part of ' the Seagate Beach parking lot improvement which is being constructed in conjunction with WCI's "The Seasons" condominium development. Improvements within the beach access include the addition of proper signage, exotic vegetation management (only removal of unsightly and hazardous stumpage), native landscaping, and grading. This will improve and update the appearance of the facility as well as provide ' easier public access to the beach. Attached is a copy of the proposed parking facility site pian for your files. As you are aware, Collier County has retained the property rights to the Gulfshore Boulevard North Beach Access Easement and intends to continue to provide public access at this location. We also intend to re- establish the County's presence within the Access by installing County waste receptacles and signage. I have attached a copy of our County Attorney's Office opinion regarding this matter for your information. County bought 5 acre parcel last week. • Max Hasse Park — Phase II Construction of Community Center and Phase II is continuing. Interior work is continuing. Finishes are being installed. Fencing is complete. Irrigation is underway. Contractor has requested additional time to finish job (October 15). • North Naples Regional Park Site design continues. Redesign of site has occurred due to permit comments. Schematic architectural designs have been completed. • Sugden Park — Phase II Poplar Way ditch project is completed except for punchlist items. Fencing of the park is complete. Columns and gates at Dominion and Alladin road ends have been completed by Chris -Tel Company. Bonness is constructing the pathway. • Tigertail Beach Concession Building Bradanna was awarded project. Contractor will submit for building permits this week. Job should begin in late October. • Exotic Removal Tigertail Beach project has begun. • South Marco Beach Access Latavish and Associates has designed restroom building. Civil engineer is permitting project and sewer. Flood variance has been approved. Project will be built this fall. Project is out to bid. • Vineyards Parking Lot Florida State Underground has substantially completed the project. Punchlist has been prepared. Signal work is done. Lighting will be installed in 2 weeks. Golden Gate Community Center pro shop, etc... Design work continues on the expansion of the Center. Design for the amphitheater, p p> continues. Project is almost ready for SDP submittal. Immokalee Picnic Shelter Project has been awarded to Chris -Tel. Project is underway. Collier County Parks and Recreation Department 3300 Santa Barbara Blvd. Naples, Florida 34116 Dear Mr. Smith, As discussed, the Collier County Health Department, Naples Community Hospital and Certified Diabetic Services are hosting the second annual Diabetes Festival. It will be free to the public. We are requesting the use of Sugden Park on February 23, 2002 from 8:30 AM to 4:00 PM. The Diabetes Festival promises to attract hundreds of Southwest Florida citizens affected by diabetes. There is a real need for current, accurate information regarding diabetes products and services available to South Florida's growing population. Last year we had 600 attendees at the Golden Gate Community Center and have just outgrown it. We would like to set up several tents in the grassy area with tables and chairs for the health screenings and vendors. We would also like to invite the skiers to provide a show if possible. Throughout the festival, speakers will periodically address attendees on a variety of subjects related to diabetes. In Southwest Florida, one out of 12 people is diabetic. One third of those do not know they have the disease. This is an excellent opportunity to further help the local community. Please advise if we can work with your office on this project. Absent: Mary Keidel, Roger Baase and Al Arcia The meeting was called to order at 1:38 p.m. Minutes from the May 15th meeting were approved as presented. Items from Risk Management — Dock mentioned he is currently compiling a loss report for all departments to include claims, accidents, lost days and workman's comp, incurred versus actual costs. Dock reminded committee members that the Better Back Safety class was still in progress and to inform staff. Dock mentioned that the next training program scheduled is Hearing Conservation designed for maintenance staff that operates various types of machinery that may produce an undesirable decibel level and required protection. In addition, Dock mentioned there has been a significant increase in insect bites out in the field, specifically spiders. Dock informed the committee he plans on sending information over e-mail regarding identification and symptoms relating to various bites. Hard copy can also be distributed to employees. Items from Safety Committee — Gulley mentioned a new playground safety inspection form. Discussion followed. Gulley and Arcia will revise the form for playground auditing purposes. Individual staff members will be trained to fill out form for monthly inspections. Whittier recognized Gulley for his accomplishment on passing the Playground Safety Institute exam and becoming a certified inspector. Review Accident/Incident Reports — The committee reviewed all accident/incident and Workers Comp reports as presented. All reports have been documented and filed. Discussion followed. The committee members will continue to educate staff to report only the facts and fill each report out in detail. • Park/Facility Reports —The team with the assistance of Clarke will begin reviewing ADA playground standards and compliance for future reference. Playground safety audits and inspections will resume after a break due to summer programming constraints. Gulley and Arcia will meet on August 23 to discuss scheduling. • Training and Education- Reminder that information is available through Risk Management Video Library. The committee discussed additional training opportunities. Gulley will provide a list of Risk's suggested training in the Safety Alert. Dock mentioned MSDS training for chlorine and Gulley mentioned completing the customer service training for remaining staff members who have not had an opportunity to attend. Old Business — The committee will continue to explore a Driver's Safety Course for staff who transport participants in the van. Allen provided an example copy of the pool safety checklist and an accident report that was completed in detail for committee review. Discussion followed. Committee recommends that staff use the CHART system presented by Allen, when filling out accident forms in the future.
