Grant Applications: Due to a prior commitment and time constraints, IDebbie Roberts made her presentation first. I (1) The first grant application was in the amount of$50,000 (matching funds) to be used for refurbishing items at Bayview Park. It is proposed to replace the boarding dock with Trimax, as well as extending it another ten feet, move and WI 1 1 replace the fish cleaning table to the end of the dock allowing easier access for boats approaching the dock, and constructing a second dock on the other side of the existing ramp. Trimax is the same material used to rebuild the boardwalk at Clam Pass Park. Florida Boating Improvement Program has notified the Department that the grant application has been accepted, but there is no formal approval at this time. I (2) Coastal Impact Assistance Program. In 1993 a soil survey at Caxambas Marina indicated there was excessive contaminated soil in the surficial soils adjacent to the product transfer line. An inspection revealed a leak in the line near I the dispenser;the leak was repaired and a new double walled tank was installed to replace the original 10,000 single-walled tank. Funds in the amount of$100,000 would be used for the ongoing clean-up process at this location. (3) Construction of a bridge over the Golden Gate Canal. A pathway is being constructed from Golden Gate Park to 951, and in the middle of this area a bridge over the canal would be constructed. The School Board is considering purchasing property and this bridge would allow children access to the school, reducing the need for school buses. People would also have the ability to access our park I without going on Santa Barbara Boulevard. It will actually be of more benefit to the School Board with their system, but the Department is applying on their behalf. A question was raised whether or not the bridge would be fenced and Iwho would be responsible for any legal liability. If these grants were not received, funding for the bridge would come from another source— supposedly the School District. Funds for Caxambas have been "' budgeted and the grant would be a cost savings for the County. , ii. A. Golden Gate Estates Land Purchase m If one travels along Golden Gate Boulevard, down 13th Street, go up one parcel and over from Olde Florida Golf Club, is the piece of property being discussed. It is the last piece of property that has not been divided into tracts and is 229 acres I in size. The school is going to purchase 100 acres and the County the other 129 acres. It is a very nice piece of property with only one per cent wetlands and contains oak hammocks. The south property line is eventually going to be IP Vanderbilt Beach Road Extension providing easy access to the property in later years. BCC will consider the purchase of this property on Tuesday with the School Board voting on the subject July 26t. The development plan would be considered probably 2005 to 2007 and would help reduce the number of community parks required in the future for the Estates area. The School Board is planning a high school and elementary school at this location;the athletic fields could be used jointly, reserving the wooded parcel for as much passive area as I possible. Three ballfields and two soccer fields would probably be planned, one 1 II 2 1 Ieach of those coming from the school property. The purchase price is $17,300 per acre. IC. Budget ' The figures contained in the packet have changed since the mailing and will no doubt change again. I The 001 General Fund is for services used by all County/City people, such as beaches and boat ramps. IExpanded Requests * In the Beach and Water Section the Department is asking for three new people Ili - 1 Sr. Ranger/Naturalist and 2 Park Rangers — one Ranger to be stationed at Barefoot Beach and the other serving the community parks. 745,000 people visited the beaches last year from October through May; this year for the I same time frame 1,050,000 people; these figures do not include Sugden Park. Not only has there been a large increase in visitors, but also the number of people attending interpretive programs has doubled. The Community Park I Ranger makes the circuit, going the rounds from community park to another. One Ranger has been removed from the circuit and placed at Eagle Lakes most of the time during the evening, helping with concerns that arise such as I driving on soccer fields, fights, driving on pathways, people trying to sell ice cream, etc. It is a heavily used park with the violations occurring not severe enough to ask the sheriff for assistance. • * The Department is also asking for communication equipment - hand held radios for safety issues when the Ranger is out of his/her truck, away from the Iradio in the vehicle. This budget includes a 7.7% increase over the current year's budget. I111 General—Naples IExpanded Requests— * Upgrade a part time Recreation Worker position to a full time Program Leader I position at Veterans Community Park to assist with the after school and summer I camp programs. Due to the lack of school sites available this year,the number of children attending summer camp at the community parks has been increased Ifrom 120 to 165 at each location. * 2 Maintenance Workers 1 3 I I * 2 Part time Park Attendants - The park attendant is a part time position, stationed outside in the park in the evening helping people with locating the proper fields, turning on lights, settling any differences, etc. I * Fiscal Analyst II - would help with ordering supplies and equipment;this duty is now done by the Field Supervisors who are spending 70%of available time I doing paper work and only 30% in the field. He/she would also help the Recreation Section, ensuring County policies are being met by all staff, and assist with the budget process. County rules and procedures and lengthy and I involved. Three quotes are required for purchases, prices are faxed to the Department,the best bid is selected, a purchase order is requested, approved by I Purchasing,the order goes to the vendor,material shipped, invoice sent to one of the Department fiscal clerks who in turn sends paperwork to Finance for payment. A Certificate of Insurance is required for all vendors doing any type I of work on County property. When different sections/locations are ordering the same item, the amount may exceed the established dollar limit and require that the formal bid process take place. I * Project Manager- would be under Joe's supervision, performing on-site g inspections, going out to the site and verifying the work is being done according I to specifications. At one time the County had a pool the Department could draw on but it is no longer available. The Department has used consultants,but determined it would be more advantageous to have the person located within the Ill Department. He/she could then also assist with project management. 1 1 * GIS or Direct Client Service in the amount of$76,000 has been eliminated. * Shade Structure-Vineyards Community Park receives approximately$20,000 Iin revenues for a tower lease and the money is used to purchase something for the park. This year $14,000 has been budgeted for a shade structure over a portion of the playground area. I * Fitness P E q ui ment -The Golden Gate Land Trust had donated$50,000 for the purchase of fitness equipment at the Max Hasse Park location. $6,000 more Iwas needed for some cardio-vascular equipment, and this request is included. * Special Events- A Latin concert has been scheduled at the fair grounds the first Iweek in November. Grant applications were made to the TDC Alliance Section requesting $50,000 for this event and$100,000 for Country Jam. The grants were approved and will now go before the regular TDC committee. I * Background checks- $6,000 is being requestedgr any volunteer that works with a child in one of the Department's programs,but does Inot include Little League at this time. State of Florida background checks cost $33 per person. Volunteers, coaches, and paid instructors will sign a form I 4 1 .ter ter.. Isignifying their permission for this back ground check;that also helps to eliminate any potential problem volunteers in advance. When coaches attend I training sessions, it is emphasized not to be one-on-one, but always have a third party present. I * Special Needs Camp—28 kids in the camp this year. A Nurse/counselor is requested to help the children with their special needs and 12 days are also being added to camp sessions. I 111 —IMMOKALEE MSTD I * Maintenance Worker-A Maintenance Worker is being requested to spend time at the Lake Trafford Cemetery. Due to the number of items placed on I gravesites, the maintenance at this location requires much hand mowing, trimming, etc. IGOLDEN GATE COMMUNITY CENTER This budget is a little different—the County does a 60/40 split. Within a five mile I radius of the Center, people are specially taxed for this facility and in turn receive a few more privileges. This Center has its own Advisory Board which governs a lot of the procedures. Additional staff and building is in here. 1 I position for After School—2 part time for proshop area Originally was private and then County helped out but does still get some support from the New furniture, cash register,teen program—40 kids—6th grade and up - going to Idifferent fun things- $100 per week. FOOD SERVICE GRANT I * program started and served 2 173 lunches; last year 109,046 lunches In 1984 p g were served, 51,932 breakfasts and 4,835 snacks. This year during the first Iweek of camp 4,799 breakfasts were served vs 3,377 last year; 6,595 lunches vs 6,074 same time last year. The food is served at some sites other than camps, but the location must meet certain income criteria set by the State. ie Boys and IGirls Clubs. The amount spent is reimbursed by the program. Parks and Recreation provides Ithe driver and server and the food is prepared at the schools cafeterias during summer school. Before summer school is in session cold lunches are served, Iwhen school is in session hot lunches are prepared. The Budget process starts in March and continues through September before being finalized. II 5 I I D. 951 Boat Launch Facility IA Resolution is going before BCC for approval of a lease with the State for additional property at the 951 boat launch site. A lease is naw required for the additional use of 180 feet of land to the north and 180 feet of land to the south of I the current facility. This lease will also allow the County to charge a launch fee and allow the use of concessionaires at the site. The hiring of a concessionaire has been put on hold until the lease is approved, probably in the fall. I The Department is also workingwith Rookery Bay to obtain overflow parking on P the south side of Isle of Capri Road as well as down under Jolley Bridge;this in I return for the Department maintaining their canoe launch area and Shell Island Road. The overflow parking area will be completed as soon as possible, but the expansion of the 951 launch site will take longer. The Department hopes to have I a park down under the Bridge;when improvements are made to Jolley Bridge the park plans could be built into the bridge design plans. This is a four-way project between DOT, DEP, City of Marco, and Collier County—the bridge design will I take approximately four or five years once begun. This step has not yet been reached so any ideas are just speculation at this point.. VII. SPECIFIC UPDATES IA. Golden Gate Community Center—Plans are moving forward and getting close to the design phase. The WICK Program will have its own permanent space at this facility—money was placed in the budget to cover this addition of Ispace. Gulfshore Magazine was passed for viewing—it contained an article about IBarefoot Beach, featuring Ranger Toolan, and a project designed by PARAB member John Ribes. Other literature featured an article about the waterpark at Vineyards and the Food Grant Program. IB. North Naples Regional Park—A detailed sketch of the pool areas was I distributed and discussed. Plans are to use an Calusa Indian theme by using the color and designs in concrete, walls, etc. The idea is to make it as generic as possible but still have a theme—thus the sand play area with Indian artifacts, I Indian Temple Cool Zone, Spanish Caravel wreckage, Conch shell slide, etc. It appears we are heading in the right direction but have not actually got into the specifics yet. I Staff members have not gone to Texas to investigate the artificial turf,but the thought is to use it on two of the eight soccer fields for testing purposes as soccer I fields require more maintenance than softball fields. If the test proves to be successful,the other soccer fields can be changed to artificial turf when it is time I 6 I I Ito replace the sod,which is usually a five year period. Sam would like to accompany staff if and when they make the trip. C. MAX HASSE The wall studs are going up, work is being done on the parking lot, etc. There has been a change in supervision of this project—the I owner of the company is now out there and assures us the project will be completed on schedule. The equipment has been order for the Fitness Center and should be delivered sometime in September. Neighbors have requested a fence to keep ATV's out and people from cutting through private property on the back side—this will cost approximately $8,000. Another$15-20,000 will be spent for a tower for computer hook-ups. The existing tower is too far away from the rCenter. VIII REPORTS/UPDATES I BCC RECAPS —The Tree of Life Church has aP outh program and wish to use Y Sugden from 8-10:00 pm. This is an extension of normal closing hours of the I park, and BCC also waived the facility rental fee. The Board approved this irequest fora four year period. SPECIAL EVENTS CALENDAR—The Department raised$15,000 to help the Seminole Indian firework celebration. The 4`"of July celebration at Sugden is not a Parks and Recreation event but run by the Jaycees. ' PARKS UPDATE—information in rovided packet p RECREATION UPDATE—The former Recreation Guide now has a new look and format and should be ready for distribution the end of July. Summer Camp is going very well and all sites are filled to capacity as well as having waiting lists. In addition to the "regular" camp there are middle school camps, athletic camps, ranger camps, and the special needs camp. It is anticipated that more school sites I will be available next year which would allow the camps to expand. Space at existing facilities limit the number of children that can be served. IADOPT A PARK—Lindy was not present to give report IX. No meeting during the month of July. The next meeting will be August 15, at the Immokalee Sports Complex. Interior work is continuing. Insulation,windows,electrical and air conditioning is complete. Drywall and fencing is going in. • North Naples Regional Park Site design has begun. Water management permit has been submitted and comments have been received. Architectural design of buildings is continuing. • Sugden Park—Phase II Poplar Way ditch project is underway. Fencing of the park is complete except for road ends. Columns for the gates at Dominion and Alladin road ends have been installed by Chris-Tel Company. Awaiting contract for Bonness for pathway. • Tigertail Beach Concession Building Bid opened on June 27. Preparing executive summary for award,recommended awardee is Bradanna. Project came in over budget. • Exotic Removal Preparing to award a work order for Tigertail Beach. • South Marco Beach Access Latavish and Associates has designed restroom building. Civil engineer is permitting project and sewer. Flood variance has been approved. Project will be built this summer/fall. • Vineyards Parking Lot Project has been awarded to Florida State Underground. Project is under construction and will be finished iii September. Transportation Department has completed the signal work. Golden Gate Community Center Design work continues on the expansion of the Center. Design for the amphitheater, pro shop,etc... continues. Project is almost ready for SDP submittal. Immokalee Picnic Shelter Project has been awarded to Chris-Tel. Project is underway. Project permit has been applied for. Site work has commenced. His son, Patrick Leslie, 9, Baseball Weekly who can't see or walk, is in the camp. "They need recreation, not just occupational and physical therapy," he said. Leslie said he moved back to Naples from Hollywood because the services in Collier County were better. "Collier County has an excellent program for special-needs children at a very early age," he said. The Collier County School District has an exceptional education program that serves 6,275 children in pre-kindergarten, elementary, middle and high schools, according to Victoria Sartorio, the program coordinator. This program includes children who are gifted, physically impaired, learning disabled ,and homebound. Clarke said her program is geared toward 2,500 of these children with special needs. She said the program gives children a boost in self-esteem and helps them make friends. Sometimes they're ignored in school by other children. "When kids don't know what's wrong with some kids and no one tells them, they're scared,"she said. Enrollment this week was 14 children per day. In June, 20 to 25 children a day came, she said. The camp costs parents $10 a day. Clarke and a staff of counselors — trained special education teachers and aides — tend to the children's needs. A nurse is also on the staff. Activities ranged from a fishing trip to a trip to the movies. Wednesday, the children went to the Imaginarium in Fort Myers. On Thursday, Special Olympics athletes like Joshua McClellan, 19, played with the children. Special Olympics is an athletics program for mentally retarded people with athletes as young as 8 and as old as 80, said Shaadrah Beals, a volunteer for Special Olympics' Collier County branch. McClellan said he plays tennis, basketball and golf, swims and runs track. "I like stuff to do," he said. "I make friends."
