Introduction A. Call to Order—Chief Chris Roberts Chief Chris Roberts called the meeting to order at 2:00 p.m. B. Roundtable Introductions The Members introduced themselves to the attendees. II. Old Business A. Review and Approval of Meeting Minutes from June 11,2015 Mr. Paterno moved to approve the minutes of the June 11, 2015 meeting as presented. Second by Commissioner Henning. Carried unanimously 8—0. B. Update on the Jail Master Plan - Chief Chris Roberts Chief Roberts reported negotiations with the most qualified vendor have been completed and the final product should be delivered in early 2017. C. Update on Reintegration Programs - Chief CAn' o rts Katina Bouza, Reintegration Manager prese Po Point "Collier County Jail Reintegration 2016" for informational purposehting: • The purpose of the program is to reinates into the community, reduce recidivism and improve community safety . ado Tv si _ the education, employment, healthcare, housing and family relations p'14"-ds • -*nmates re-entering society after their release from custody. • Programs are for quali 4 inm. e p d offer special assistance to veterans. • The programs include a p .. -o ' whereby qualified inmates are released on a trial basis, yielding a 90% success rate, only 10% fail to appear in Court or are subject to re-arrest). • Classes are offered by the County's Health Department, Battered Women's Shelter, etc., along with opportunities to attend Narcotics Anonymous/Alcoholics Anonymous, to learn English as a second language and obtain a GED. • The program incorporates discharge planning and includes identifying community resources for housing, clothing, employment, etc. • Future services include the use of a Mobile DMV where identification cards and driver's licenses may be issued to qualified inmates and implementation of Global Tel tablets for use in the institution to provide educational and other opportunities to inmates. Under Committee discussion, the following was noted: • The Department partnerships with outside organizations such as the David Lawrence Center and Goodwill Industries. • The availability of English as a second language is based on an inmate's behavior pattern and there are no exclusions in regards to the type of crime committed. • The biggest challenge facing those that are released is finding suitable housing, followed by employment opportunities. 2 June 15, 2016 • The Mobile DMV is available to Florida born residents. Staff facilitates the process for those that apply for out-of-state identification/licensure. III. New Business A. Presentation from GTL -Tablet Program for Inmates - Chief Chris Roberts Alan Bishop and Don Eades from GTL presented a PowerPoint on the program highlighting: • The County is entering into a contract with the company to supply tablets to inmates. • The tablets will provide educational opportunities, games, music and the ability to make phone calls. • Access to the internet is blocked and data is available through a highly secured server confined to the specific use intended for the device. • A username and password is issued to the individual and their data(educational, etc.) is saved on the server so it may be retrieved as necessary. • The phone call protocols that currently exist remain in place, including recorded calls (except for attorney privilege calls) however, there is not a restriction on the time duration of a call. • The phone call capability eliminates individuals having to constantly rotate through a line to use the phone. • The system also has the ability to disseminate e oks and department related information such as policies, employment opportunities, • Additional apps, games, etc. may be pure I -d ds allocated to an inmate's welfare fund. • Benefits include educating inmates, ' reasi • eir probability of employment, familiarizing inmates with electronic devices, creat • ing affect for the jail population, yields a safer environment for employees area -s t e inmate's possibility of being reincarcerated should they be released into sol • The program is already ' p i —as as including Alameda, CA. There have not been any issues with destruction o :ble , etc. given it is a coveted resource protected by the inmates. • The device is "turned in" at end of every day, the batteries are charged and they are reissued the following day. • Up to this point,there has not been any negative public outcry on the program. • The program is anticipated to be launched in the County over the next 2—3 months at no additional costs to the taxpayers. Committee Members noted the concept is a favorable but a public perception issue may need to be addressed with the use of tablets and the freedom of phone calls, etc. Any public relations emphasis should focus on education/mentoring and inmate behavioral benefits of the device as opposed to it being labeled"a new phone calling system." B. Update from the Florida Department of Corrections - Terri McCall, State Prob. Circuit Court Administrator Mr. Lennon provided a brief update noting Ms. McCall could not be present but an alternate sanctions policy is under consideration and an employment specialist has been hired for the circuit.
