II. PLEDGE ALLEGIANCE TO THE FLAG IIII. INVOCATION IV. APPROVAL OF MINUTES: Minutes of February 21, 2001 were approved. I V. AWARDS: IThe Good Attitude Award for the month was presented to Ellen Barkin from Golden Gate Community Center. Awards for previous months were presented to I I1 IMO Carol Buckler, Park Ranger, and Otis Odom, Maintenance Worker for the Beach and Water section. VI: NEW BUSINESS A. City of Naples—representative was not present at time so moved to Item B. B. Everglades City—Mayor Hamilton. ' The Mayor thanked the County for help received in previous years and then introduced Tommy Mitchell who made the presentation because Mayor Hamilton had a conflicting medical appointment. Last year the County approved $22,000, based on matching funds, for improvements of the Skate Park in Everglades City. The land has been filled and graded, but the basketball court has not yet been constructed. Citizens of Everglades City have provided all the necessary labor and $16,000 of concrete has been poured. A request is being made for help with Phase II consisting of 6 light poles @ $30,000 and playground equipment @$20,000, a total of$50,000. Everglades City wishes to purchase the lot adjacent to the Skate Park for much needed parking at an estimated cost of$50,000; if not purchased this year it may not be available again. The parking at this location is extremely limited with the amount of activity taking place at the Fire Department,teen ' center and skating rink. Vehicles now park along the side of the road, which is against zoning regulations. ' Ms. Ramsey stated that she had been to Everglades City a month ago and is not sure that the existing playground equipment meets the safety standards. She extended the services of the County's certified playground inspector if ' the City so desired. Also requested was sod, skate ramps and jumps, picnic tables, litter receptacles and benches. Some of these items were requested last year but have not been completed or purchased. It was stated that the City has until October to present invoices for the remaining $6,386 allotted and an extension ' of time could be granted. Discussion was held regarding the appropriateness of the County purchasing land for the City. MOTION by Lisa Barnett: APPROVE UP TO $25,000 EXCLUDING ' THE LAND PURCHASE. Seconded by Lindy D'Amico. 2 1 . A. City of Naples—Terry F'edel Representative. I The Parks and Recreation Department had received a memo requesting assistance in funding for the Cambier Park bandshell and the Pulling Park site. The Pulling Park site is in the development phase at a cost of$250,000. The I City is asking for $125,000 from the County for this project. Some support has been shown by the Naples Rowing Association. I On May 30, 2000,the City of Naples and Collier County entered into an Interlocal Agreement that the City/County would submit a joint grant application to the Florida Communities Trust in the amount of$4 million for I the purchase of the Fleischmann Property. Item 7 of the Agreement states "Both parties understand agree that neither the City of Naples, nor any person or entity on behalf of the City of Naples(including any department, agency or ' sub-part thereof), shall request that Collier County contribute any money or any other tangible or intangible consideration toward the Fleischmann property, the Cambier Park band shell or the Pulling Property Canoe Launch. I The restriction in this Paragraph 7 shall terminate at the end of the 2001-2002 fiscal year." I Collier County, by submitting the joint grant application with the City, gave up the opportunity to apply for a grant for the North Naples Regional Park. I Florida Communities Trust did not award the grant to the City;thus the City feels that this Agreement is no longer binding. I MOTION: NOT CONSIDER THIS AT THIS TIME BASED ON THE INTERLOCAL AGREEMENT, UNLESS AMENDED OR AN OPINION RECEIVED FROM THE COUNTY ATTORNEY TO CONTINUE. I Recommendation by Ski to let the attorneys work out this issue themselves. MOTION PASSED UNANIMOUSLY. I This decision does not mean that if the agreement is amended PARAB would be opposed to it. The opportunity of obtaining $600,000 in grant money for the County Regional Park was relinquished when making the joint application I with the City—the rationale being it would be better to obtain$4 million instead of$600,000. IPulling Property—Th question was raised whether Mr. Pulling was taking back his property from the City. Mr. Pulling's deed says that the property, when developed, would have docks and speed boats. The request for taking Iback the property from the City is in the court system now for failure to include these items. IC. AARON LUTZ PARK -representative not here I 3 Imo ' Discussion held about the submittal of a grant application this year to see if help can be obtained from the State to help make upgrades to this location. I The suggestion was made to obtain feedback from the community, if ownership were taken in the park there would not be as much graffiti or vandalism. The shelter, restrooms and water fountain have been removed I from this location due to the amount of vandalism occurring over a period of time. The tennis courts are seldom used but the basketball courts are, the Optimist group conducts a T-ball program there on Sunday morning, and I families use the playground equipment on the weekends. Although Mr. Mudrak was not present at the meeting, PARAS members Iwould like to give him the opportunity to speak at a future meeting. D. COUNTY ATTORNEY'S OFFICE WORKSHOP IThe Attorney's Office wishes to schedule a presentation of the Sunshine Law and Public Records Law to all advisory boards. It was recommended that this Ibe done at either the June or August meeting. E. CAPITAL PROJECT 5 YEAR PLAN IThe capital project five year plan is what the Department is planning for the _ next five years. Discussion of various items being considered was held. The I field at Corkscrew will be brought up to Little League standards. The County has use of the field when school is not in session—evenings, and week-ends. I Manatee Park—it has not been decided whether the dog park will be wet or dry. The small dog area at Rover Run seems to be used for a time-out area, the smaller dogs are usually in the section with the larger dogs. I Communication from Jim Simms indicates that the School Board would like nt to take out the clay areas at the school balifields. The PE teachers use green I space and not the ball fields. Middle schools have no intramural programs so they do not really need the fields. The Department wishes to use East Naples Middle School, could construct 1 field at Shadowlawn, Pine Ridge Middle ISchool fields are used by the YMCA,at Oak Ridge there is no parking or restrooms available, Corkscrew is OK. The Department has a good rapport with the schools regarding the use of outside facilities, but not inside the Ibuildings. Upper management is very much in favor of the County using the school facilities, it is the principals who are not willing to abide by the Interlocal Agreement. The Department has to ensure that regular programs Ioffered are based on the public's needs. Pat Kids, a non-profit organization that has two paid administrators, has use of the school buildings because the Department was not pro-active in dealing with after school services in a Itimely manner. EI 4 4 ma a 1 . 10 mow, IThe school's 20 year plan is where the population is growing and the Department is following suit. A recommendation is being made for three I parks in the Estates area—one is 180 acres having ballfields and more green space. The parks should not be totally built out and have 25 to 30% green space. By having upgraded ballfields at school sites, athletic aspects should I be taken care of with no additional land being needed. Most of the school agreements are for a period of 20 years. I MOTION by Ski Olesky—APPROVE FIVE YEAR PLAN. Seconded by Sam Welborn and passed unanimously. IVII. SPECIFIC UPDATES A. Max Hasse Community Center I Pictures were shown. The project is behind schedule—the slab has been poured and work is being done on the block walls. It should be finished by the end of September. A work order has been completed to remove the exotics at this site. IB. Conner Park Pictures were distributed. The parking lot is finished; work on landscaping and km the installation of trees is taking place. The project should be finished sometime in April. IPlans are to supply pictures of projects, before and after, to BCC and to PARAB. IC. Livingston Woods Neighborhood Park I Some people have objected to this park and a meeting was scheduled with a group of six people—three for and three against. Two showed up and two not invited showed up. The people opposing the park live next door to the area. The Department is determining whether the voice of the neighborhood is being heard. ID. North Naples Regional Park Seventy-five per cent of the area is wetland. The athletic fields are being Iplanned on the north side, closest to I-75. The entrances are fixed on Livingston Road with a median,traffic light, and a right turn only. The entrance itself will be passive, green, have a four lane road(two lanes each way) with a 20' Imedian. A bike path goes around the the outside. The south side will have an 8' wide asphalt pathway. Where the lake is there is another pathway and I boardwalk, a nice natural area. There are 8 soccer fields against I-75 with a concession stand, restrooms in the center, parking lot with 50 parking spaces per field. There are rumors I-75 may be widening, research on this will be done 1 5 F 0 Ibefore a definite decision is made on the location of the fields. There will be some buffer. The baseball area will have a 250' buffer toward the south property line to offset noise and lights. Sam Welborn thought the 350' field was very big for softball; however,these fields are being planned for adults and adult tournaments. There will be bleachers that are covered and have a background. Ample space will be required between fields for ingress/egress and entrance to the park itself. Tournaments usually start Friday nights and run through Sunday evening. By moving the adult activity to the Regional Park other fields in the community parks can serve the kids. There are currently 86 teams playing ball Iat night. I There will be a maintenance facility, - need a north picnic area where there may Ibe some trees left. We would like to have a playground element for the park so people would come for that itself Maybe instead of a regular playground have a covered dinosaur dig, climbing apparatus, rope course, have different elements suitable for children, teens and adults. These areas need to be close to one another so adults I can see children play and children can see adults play. This issue is not resolved yet. If there were a wilderness type playground what happens to children if not supervised? The entrance road extending through the middle I^ cuts the park in half, which may be a safety issue. Water park/pool area—tried to make one check point for both areas but it .1 became too congested. The water play will have a separate parking lot and entrance building. There will be a lazy river, slides, diving areas, and interactive "things". Heating small water play areas is a problem because the water turns over too quickly. The community center will have a meeting room for larger meetings accommodating 300 people;the room can be divided in two,there will be a 1 lobby area which should scream nature center when you walk through the door. There would be displays, exhibits, things that are nature related. The Rangers would have a interpretive area, there will be two smaller meeting rooms for 60 people each, restrooms, etc. The lobby area would have staff there—portable things that will not be permanent. The rooms will be equipped for power point presentations and have a projector and screen. A The staff offices will have a meeting room for 60 people and two small conference rooms. In the future these smaller rooms could be used for offices if necessary. The plan is to be creative—the marketing section is all in one area, I the center of the room is a work area with storage underneath the counters. The 1 6 I 1 0 0 fiscal clerks are together in an area that can be secured if necessary and it has a 9 — large corridor to accommodate files. IIndoor recreation facilities—page 28 —the gym can be split in two, and there is a 6,000 sq ft fitness center. The building has a covered entrance over the front Iand also contains two staff offices. Page 38—the concession building for the ball fields is two stores high with elevators, stairs, etc. I Maintenance facility—plans are to have Fleet Maintenance staff come to this area to repair and do the maintenance work on equipment instead of taking the equipment to them. This would save travel time as well as "down"time. I There will be a group facility picnic area that would accommodate a large number of people. Discussion was held regarding the roadway in the park. If the main raod went --- around the outside of the park, feeder roads could go into separate areas. ini 1 E. Commercial Boating The contents of a letter recently received from Marine Industries Association stated that the industry would like to propose a$500 fee which would provide more money than would be collected at the meters. This seemed to be in conflict with the information provided by them in a November letter. The Department explained the use of tokens which may be purchased in advance so drivers do not have to carry cash. All revenue dollars go to offset ad valorum taxes and are not specified for a certain expenditure. The County Attorney's I i I office is working with the Department preparing an amendment to the Fee Policy and an amendment to the Ordinance which will allow Rangers to issue citations for non-payment of launch fees. This item should be going to the BCC April 10`h. If approved and tokens are to be used, it will necessitate purchasing and installing some machines. ta JOHN VEIT, the new Park Superintendent was introduced. VIII. REPORTS/UPDATES IJ A. Monthly Report—no discussion r I B. BCC Recap -Item 15 (C)—Time to be extended 60 days regarding the offer from Mr. Paul Harvey for the Barefoot Beach Preserve parcel. The Board of Commissioners decided not to file a joint application with Mr. I^ Harvey for permitting the out parcel, but is considering land acquisition— II 7 I m j . 0 0 Iwhat, when, and how. There are ways to obtain that land by funding options through the State, have the owner sell it, or take it by eminent domain. The Attorney's Office is dealing with this subject. Item 16 (D) 4—Approve a change order for Vineyards Community Park Project to Agnoli, Barber and Brundage, Inc. in the amount of$7,622.75. This is for a light pole to install a traffic signal at the intersection leading into the school. The Department, with the School Board, is building a new 80 space parking lot there and the existing poles are not deisgned to hold one more light. C. Special Events There is an upcoming concert April 6th and 7th. The balifields will be used for parking at this event. In return for having Gator Country 101.9 FM logo appear on the event publicity, they do all radio commercials free. Tickets for the Country Jam will be going out next week to PARAB members. 3� 47 D. Parks Update—information regarding Max Hasse Community Park and Conner Park had already been given by Joe Delate. E. Recreation Update- The Spring Recreation guide will be out the middle of April and Summer Camp fliers will be distributed in a week. The minutes of the Safety Committee meeting were distributed—this group is being very Ak di aggressive. A new position of Special Populations Coordinator has been filled and she is busy organizing camps for the Special Population group. p There has been a concern with pre-treated lumber being used for wooden playgrounds. Some of this lumber is treated with materials containing arsenic, thus rendering the playgrounds unsafe for children. The Department is also checking wood picnic tables, benches, etc. located in all County parks. eig Railroad ties are used to hold mulch and the soil in these areas is being tested as a precautionary measure. Mulch could also be made from pre-treated lumber. F. Adopt-A-Park—The park looked clean, noticed 3 to 4 County vehicles driving around the area approximately 1:30. John has always been an individual that never quite fit the mold and I think I have finally figured why. The man actually cares and takes pride in whatever task he performs. His I upkeep of the fields at Tony Rosbough Park has been phenomenal. Accolades by the score have come in from the Little League Association, as well as all patrons, parents, and umpiring officials that have been to this park. John takes pride in all he does, whether it is taking care of Lake Trafford or picking up litter and etc. in Airport Park. He consistently has a positive attitude, always willing to assist anyone that needs a hand, and has proven to be a great mentor to a new, younger staff member recently hired. Signage has been installed. Project will be finished by May 1. I • Eagle Lakes Park Lighting project has been completed except for final approval. Lighting test failed Iand lights must be readjusted. • Golden Gate Community Park Walkway I County has tendered offer on two properties. Also working on remaining properties. Working with School Board. I • Immokalee Soccer Field Lighting Project has been completed except for final approval. I • Max Hasse Park—Phase II Construction of Community Center and Phase II is continuing. Concrete block walls are up and tie beam is poured. The facility is governed by its own advisory board, Golden Gate Community Center, in conjunction with Collier County Parks and Recreation Advisory Board.. ARCHITECTURE AND FACILITIES: IP • The buildings are in good condition but somewhat dated (1970's*/-) periods,several additions (2). The facility is clustered with several other functions, fire station, library, and a new function. Additional land (7'/acres) have been purchased for expansions. Major functions: game room, auditorium,gymnasium.. SITE FACILITIES: • The land parking lot is adequate, resurfacing may be necessary in the near future. ■ Peripheral bike path and sidewalk, asphalt have been installed recently. • Signage does not present a park-like concept. I ■ Adjacent construction is underway to the west. A small fenced playground to the East is very nice. • The parking surround 2/3 of the site. or Bike racks are available along with several entry terraces and an interior courtyard. LANDSCAPE: • Major mature trees,tropical landscape east at the entrance are prevalent. • Parking lot canopy is random and sparse. ■ Lawn is adequate. ■ Public street image needs attention. PROGRAMS: ■ Excellent indoor and outdoor functions are offered to accommodate all age groups. • The supervisor and staff are doing a great job;they are friendly, accommodating and knowledgeable. PARKS AND RECREATION PLANS: • Two-fold, a master plan to link all facilities and create a modified town center is on the drawing board along with the conceptual site plan for the expansion to the North. • The latter is proposed for consideration, a large open play field, entertainment shell, a BMX track, a skateboard arena and additional pro shop, restroom facilities and office. • An interior/exterior refurbishment is also under development. COMMENTS /SUGGESTIONS: • Encourage the implementation of the refurbishment and the overall master plan. LOCATION AND TYPE OF FACILITY: ■ A community-oriented park empphasizing active sports recreation, located on Golden Gate Boulevard approximately 1/2 miles east of C.R. 951/Collier Boulevard. ARCHITECTURE AND FACILITIES: ■ The park contains a restroom facility, storage, open air roofed court facility and a picnic shelter. An extensive office, meeting,game room facility is under construction. All facilities are in excellent condition. SITE FACILITIES: • The park has two lighted baseball fields, 2 tennis courts, a batting practice cage,two play areas, a small picnic area, a parking lot, large open field, a soccer field, two small baseball fields and an open air roofed court. All elements are in excellent condition. I • Signage could be upgraded. • Entrance common to other facilities and school needs improvement. • A utility plant is in the southeast corner. LANDSCAPE: • Primarily a native installation, the landscape presents a natural effect. Lu The overall landscape is somewhat stressed by the drought condition. • The parking could have more canopy cover. ■ Maintenance is good. ■ Lighted ball fields are excellent. COMMENTS /SUGGESTIONS: ■ In general, the park is very functional and is in excellent condition with very adequate facilities. The ball fields are well maintained. Minor improvements to j increase the landscape and screening along the common entrance road and the North property line would add to the park. The link in connection with the school positive.
