IV. APPROVAL OF MINUTES: Minutes of December 20, 2000 were approved.
V. AWARDS:
The Good Attitude Award was not presented—the recipient, John Veit, was
' attending a seminar out of the County.
VI. NEW BUSINESS
' A. Election of Officers
MOTION made by Ski Olesky and seconded by Lindy D'Amico to retain the
current slate of officers. Passed 5-0. (John Ribes not present at time of vote).
B. Neighborhood Park Selection

IDiscussion took place regarding the application of a neighborhood park to be
located on the Isle of Capri. $100,000 has been budgeted for the purchase of
I land and$95,000 for the amenities desired is budgeted for the following fiscal
year . (playground, fencing, picnic tables, benches, etc.)
I The small number of children living in the area and the high cost of a small
piece of land were questioned- $120,000 for 1/4 acre of land. Originally there
was designated park land on the Isles of Capri but the property was used to for
I the construction of the fire station. A MSTU had been created to pay for the
station and this debt was recently satisfied. Maybe another MSTU could be
created to purchase park land.
IMOTION: Table the decision until next meeting. Motion made by Lisa
Barnett and seconded by Sam Welborn. Motion approved 6-0.
IThe Isles of Capri committee will be contacted for further information—
number of children ages twelve and under, what the park would be used for.
I The committee will be invited to attend the next meeting to provide
information and PARAB members will determine how the criteria meets the
point system used to evaluate the application. This point system will be
Iincluded in the next PARAB packet..
Development of a neighborhood park can be done on existing County owned
Iland in other locations and does not have to be done on the Isles of Capri.
IVII. SPECIFIC UPDATES
A. Max Hasse Community Center
The construction of this facility is behind schedule. The septic tank had to be
moved, which caused a delay as well as additional costs. The new tank is
Ilarger than specified in the Bid. The contractor is looking for more time and
more money. Final completion should be October 9th, two months behind
schedule. The entrance to this facility has been torn up as Golden Gate
IBoulevard is being widen to four lanes. Almost five acres of designated park
land is being consumed by the road project for a retention area. This area was
Ioriginally designated to be used for the maintenance building.
B. Conner Park
ISnap shots of this site were reviewed. This project is also behind the original
schedule but should be done by the middle of March. The parking lot base is
going in, next week the benches and bike racks should be installed,then the
Ifmal grading will take place followed by the irrigation and landscaping.
There will be a total of 80 parking spaces. The sidewalk goes down to the

water where there is a little natural beach. People may be able to fish but
there would definitely be no swimming.
IC. North Naples Regional Park Public Meeting
At the Golden Gate Community Center,January 30th, 6:30 pm,there will be a
I public meeting with the design team present. This will be an opportunity for
the public to give input for the type of facilities they would like to see at this.
location. Three hundred letters were sent to home owners associations, the
presidents of sports leagues are being contacted by phone and there will be
newspaper advertising regarding this meeting. Everyone is urged to attend
I and bring a friend. The Golden Gate Community Center was chosen for the
meeting location as it is centrally located in the County and has the largest
meeting room.

Some condos on the back side at Wilshire Lakes may be able to see balifield
lights but there would be no glare. In some places there will be 5 acres of
I
buffer, and the design has not actually been completed at this time.
The Florida Recreation and Parks magazine has information regarding the
latest equipment available, both for recreation and maintenance.

D. Isles of Capri Tennis Court
I Murdo met again with Harry Rogers who was given a copy of the survey of
the location. Anne Marie Saylor, Utilities Division, is also receiving a survey
copy and will check on the location of the underground lines. Murdo spoke to
i Ed Kant again but his response was still not very favorable. When the
location of the underground lines has been determined, Mr. Rogers will be
notified. An update will be given next month. A member of the public may
Ireceive a more favorable response from Mr. Kant than a County staff member
would.
IE. Commercial Boating
The County Attorney's Office rendered an opinion stating that the Ordinance
I
would not have to be changed to include a fee for commercial boat launches
but the Fee Policy would. This amendment would need to be approved by the
Board of County Commissioners. The marine group was receptive to the $100
Iannual permit fee but not the $3.00 launch fee. The launch fee would cause
more paperwork, ensuring the driver's had money, etc. Some of the larger
11 companies would prefer to pay only a$500 annual fee. The smaller companies
who did not wish to purchase the $500 permit would buy the $100 permit and
pay the $3.00 launch fee. They also requested that all funds generated be
turned back into boat ramp maintenance, repairs and improvements; everyone
I be charged; and signage and policing be established. Suggestions from
PARAB members included a establishing a way to purchase a pass for 50

Ilaunches, but this would require a manned site or the use of tokens which
could be obtained in advance. The Department is waiting for further response
I from the marine group. There will be an extra person available for
approximately six months until the procedures get established. Authority for
the Rangers to deal with violations is also being requested.
IVIII. REPORTS/UPDATES .
IA. Monthly Report
Question was raised regarding Heritage Bay—page 6 of minutes—item 1.
I "Developer to provide 100 acres of upland acreage for use as a community
park in close proximity to Immokalee Road. Developer shall construct the
park to County specifications." Question was raised whether it should
I read"Developer shall construct.....to County specifications or exceed
County specifications". The decision was to leave as is because approval
would need to be given by Parks and Recreation Department and the
Iminimum would be the County specifications.
The Community Character Plan is dealing with concerns, how to address
I these concerns and how to pay for it. When a full copy of the plan is
received by the Department, it will be mailed to PARAB members.
I The final plan Land Management Plan for Barefoot Beach will go before
the BCC the first part of February. A letter was received from the State to
include the out parcel and how it will affect the Plan. Therecommenda-
II tion is being made that the State purchase the outparcel. A cover letter
will go to BCC stating what the Department feels the impacts of this
I project will be on the Preserve.
Management Plan amendments have been done since last May, but not
I forwarded to the State due to this request for the commercial use of the
out-parcel and the direction given to the Department by BCC.
I County Highlights, Channel 54, will have a half-hour program featuring
the Department. Commissioner Fiala will be doing the interviewing and
features included will be shelling,the Ranger Camp, Learning Center at
IBarefoot, etc.
B. BCC Recaps -The first six items have to do with beaches—approving
I grant applications and awarding contracts. The last item approves a work
order to construct a storage building at Vineyards Community Park.
I Hideaway Beach—staff to come back with a program to enhance public
assess—information is needed for TDC funding. The County has no
private beaches and do not want them.

Tigertail Beach and Sand Dollar Island need to be addressed. There is
I little flushing going on now as the Island moves closer to shore. People
are fishing with netsin the lagoon and this upsets the balance of nature.
I C. Special Event Calendar—request for times to be added to the list of
events. .
ID. Parks Update
GGCP pathway -to connect the park to 951 —making progress on
Iacquiring land along the canal. Phase II—the asphalt has been laid
Immokalee and Eagle Lakes light projects still going on.
ILivingston Road— Army Engineers—may not affect us.
IAaron Lutz—load of clay deposited in middle of ballfield for spreading
Tigertail Concession Building—ready to bid within the next two weeks.
IExotic removal at ENCP—has been done a week now. BCC approved the
remainder work to be done at Manatee, and Max Hasse.
ISouth Marco—site furniture received. Design on restroom building,
I survey on property. Be built by this summer.
Veterans Community Park Roller Hockey Rink- cover is done, lighting
finished, and the floor is ready to go down.
I Vineyards—waitingfor site approval of plan—then will go out to bid.

IVineyards Maintenance Building—in the process of obtaining a permit,
building should start in February and be completed by May.
ISugden—met with Commissioner McKie—the fence is going up and the
two pedestrian entrances will be a little more enhanced. There will be
small pillars so the entrances will resemble the main entrance theme. The
Ivehicle access will remain locked.
IE. Recreation Update
Livingston Neighborhood Park survey requesting input has been mailed.
The Department is requesting that four members of the neighborhood
Iserve on the committee.

Progress is being made regarding the use of school facilities. Big Cypress
is letting us use the building,
' This year, per public request,there will be pre and post camp options
available. A new Pee Wee camp has been added for five year olds.
Airport Park—applying for a FRDAP Grant but the County does not have
a deed for a park. The land is actually owned by the State and the Airport,
F. Adopt a Park—report given by Ski Olesky. All the parks are looking
great the last six months, but now the Department is going to lose the
' Field Supervisor who has done a terrific job. He has the parks looking
good and making the staff work.
' IMCP has a light out in the parking lot and two on the basketball court.
Everything is looking fine.
' Lake Trafford is looking good,the launch ramp is busy.
Dreamworld is excellent.

GOOD ATTITUDE AWARDS
JOHN VEIT, FIELD SUPERVISOR (was not present last month)
1 John has worked diligently this year in assembling a very positive team throughout the
Northern District. His attitude and fortitude at Snowfest parking at Berkshire is just one
1 of many examples of his dedication to Parks and Recreation as well as the County.
Whatever challenge arises, John is always willing to do what it takes to resolve the
challenge to a positive outcome.

CAROL BUCKLER, PARK RANGER H
Carol is a Park Ranger II. A letter written by a Kentucky resident was received by the
Department praising Carol for the shell lecture and interpretation program given by her at
Tigertail Beach. He stated she showed an intense interest in her subject and displayed a
depth of knowledge of the subject which made her presentation interesting, informative,
and enjoyable.
OTIS "Buddy" ODOM,Maintenance Worker II
Buddy is stationed at Sugden Regional Park. He is a model employee, always happy,
performs his duties with a smile, and is willing to assist any one at any time. Buddy is
lib present at every special event held by the Department and is an asset to the Department.

Om SIZE: Minimum of 3 acres,maximum of 5 acres
LOCATION: Service area is designated for residents within the immediate vicinity of the park within walking/biking distance
is (within 1.5 mile radius)and an area that is not separated by major arterial roadways or artificial/natural barriers. The majority of the
area is not within walking distance of any other similar County maintained recreational facility. The site is not for environmental or
other reasons cost prohibitive.
iNEIGHBORHOOD PARK STANDARDS INCLUDE: Approximate cost$95,000 plus land
I Neighborhood playground equipment Fence,if needed for safety
Landscape(Xeriscape)to code Picnic tables and benches
Walkway,if needed for safety Other items as dictated for safety

ADDITIONAL AMENITIES: Requests will need to be funded by private donations or locally supported Municipal Benefit and

MAINTENANCE STANDARDS: Approximate cost$60,000 start up one time,annual personnel$45,000,annual maintenance
I $10,000 per park.
1. Turf Care—cut once every ten working days. Normally not aerated unless turf quality indicates a need,or in anticipation of an
PI application of fertilizer. Re-seed or re-sod when major bare spots appear.
iii. 2. Fertilizer—Apply only when turf vigor appears to be low. Low level application once per year.
3. Irrigation—none
I 4. Litter Control—once per week
5. Pruning—as required for health or to keep appearance reasonable. With most tree and shrub species,this will not be more than
once every two or three years.
6. Disease and Insect Control—required only on epidemic or serious complaint basis. Control measures may be put into effect when
1 the health or survival of plant materials are threatened or where public's comfort is of concern.
7. Lighting—none
8. Surfaces—cleaned as required. Repaired or replaced as budget allows.
I 9. Repairs—should be done whenever safety or functionality is in question.
10. Inspections—at least once each week.
11. Floral Planting—only perennials or flowering trees/shrubs.
12. Restrooms—none
I13. Special Features—Minimum allowable maintenance for features present with function and safety in mind.
FUNDING:
1. Initial land acquisition shall be funded by private donations or the County general fund.
2. Construction of facilities based on the defined standard level of service shall be funded by either impact fees or general fund
dollars.
I 3. Any facilities constructed beyond neighborhood park facilities standard shall be funded by either private donations or a Municipal
Benefit and Service Taxing Unit.

Summer Recreation Guide

Program information for the 2001 Summer Recreation Guide has been submitted to Peg
Ruby for review. This process will include any additions, corrections or deletions that
might need to be made. The Summer Guide is scheduled to be available by late March or
early April.

LivingstonWoods Park Development Meeting Alb -
The committee meeting to discuss the proposed park development plans with 0 I A
homeowners will take place on Tuesday, March 6, 6:30pm at GGCP.
Safety Committee
The next safety committee meeting will take place at GGCP on Tuesday, March 6 at
1:00pm. Playground safety inspections are underway and will include all parks.
Summer Camp 2001
Summer Camp planning is underway by all recreation staff. Topics of discussion include;
registration, counselor selection, counselor training, themes, speakers, parent nights, field
trips, flyers to schools, site training,manuals and more. Camp will start on Monday, June
11 and end Friday, August 10. There will be a one-week post camp at the park sites only.
The dates are August 13-17. In addition, there will be a no school fun camp offered at
park sites on Thursday, June 7 and Friday, June 8.
Special Populations Coordinator
This is a cooperative effort between the City and County to offer recreation programs for
designated Special populations. Interviews were conducted and a candidate has been
I 4 selected. Lynn Clarke will be the Special Populations Coordinator and is scheduled to
begin the first week of March.

July 10, 2000 regarding the proposed construction of a tennis court here on the Isles Of
Capri.
The Board of Directors of the Isles of Capri Civic Association continues to favor and
support the project involving the establishment of a tennis court at the entrance to our
community, near the water tower. We understand that the PARAB members are
considering our request, and we urge you to give favorable consideration in this matter.
