Agenda 06/28/2016 Item #16D14 6/28/2016 16.D.14.
EXECUTIVE SUMMARY
Recommendation to adopt a Resolution repealing and superseding Resolution No. 2012-181, and
establishing a revised Collier County Public Library Fines and Fees Schedule as recommended by
the Library Advisory Board.
OBJECTIVE: To adopt a revised Collier County Public Library Fines and Fees Schedule as
recommended by the Library Advisory Board.
CONSIDERATIONS: On October 9, 2012, the Board approved Resolution 2012-181 establishing a
revised Collier County Public Library (CCPL) Fines and Fees Schedule (Agenda item 16D13). The
Library Advisory Board recommends the following updates to the Fines and Fees schedule:
• Increase the fme per day for all children's materials and adult paperbacks, excluding DVDs, from
$0.10 to$0.25
• Increase the maximum fine for children and adults from$5.00 to$10.00
• Increase renewals from 2 to 8 for all materials
• Eliminate ten item limit on rentals of Adult Audio Books, Adult CDs, Children's Audio Books, and
Children's CDs.
• Remove Readers Express and Adult and Children's CD-ROMs,as they are no longer available
• Remove Reference Materials,as they are no longer available for check out
• Decrease Computer Usage without Library Card from$5.00 for 30 minutes to$5.00 for up to 2 hours
• Change the material replacement fee to be non-refundable, and increase the replacement processing
fee from$3.00 per item and$0.50 per paperback to$5.00 for all materials
• Increase Laser Printer or Photocopies(black and white)from$0.10 to$0.15 per page
• Adding Laser Printer or Photocopies(color)with a fee of$0.65 per page
• Increase Microfilm Printouts from$0.10 to$0.15 per page
The proposed changes were identified and recommended after evaluating the practices of comparable
public library systems in other Florida Counties. A proposed Resolution is being presented to the Board
incorporating the above changes recommended by the Library Advisory Board.
FISCAL IMPACT: Approval of the revised Fines and Fees Schedule should have a positive impact on
the FY2017 General Fund Budget of the CCPL. Anticipated revenue from all Library fines and fees
should net approximately$433,860 in the FY2017 General Fund Budget.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval.-ERP
GROWTH MANAGEMENT IMPACT:None.
RECOMMENDATION: That the Board of County Commissioners adopts the attached Resolution
repealing and superseding Resolution No. 2012-181, and establishing a revised Collier County Public
Library Fines and Fees Schedule.
