Agenda 06/28/2016 Item #16D 9 6/28/2016 16.D.9. EXECUTIVE SUMMARY Recommendation to approve a budget amendment to increase meals for the 2016 Summer Food Service Program (SFSP). (Fiscal Impact: Grant Fund $8,839.58 and Local General Fund $578.42 for a total of$9,148). OBJECTIVE: To provide nutritional breakfasts and lunches during the summer for those children that are not able to go to the sites offered by the School Board. CONSIDERATIONS: On April 12,2016,the Board of County Commissioners approved the Parks and Recreation Division to be a participant in the 2016 Summer Food Service Program (Item 16D6). The Summer Food Service Program (SFSP) is grant funded by the United States Department of Agriculture Food and Nutrition Service and administered by the Florida Department of Agriculture. The grant reimburses agencies that serve free meals to children eighteen years and under in neighborhoods that qualify. Neighborhood eligibility is determined by census income data or by the percentage of children who receive free and reduced meal service during the school year. Parks and Recreation staff was approached in early May by a representative from the First Missionary Baptist Church in Immokalee with a request to provide meals at Immokalee Community Park for their summer program participants. The organization is providing a Summer Camp program for 50 children in Immokalee. Immokalee Community Park is considered an "open" meal site through the current grant Agreement between Collier County and the Florida Department of Agriculture. Under the current grant stipulations, staff is requesting additional funding to accommodate the request for additional meals.Based on current estimates, the 2016 Summer Food Service Program will need an additional 1,700 breakfasts and lunches. The cost of these meals will be reimbursed to the County through the Summer Food Service Program Grant Agreement with the Department of Agriculture. FISCAL IMPACT: It is anticipated that the additional meals will cost $9,418 with a reimbursement from the Florida Department of Agriculture in the amount of$8,839.58 to cover the cost of the vended meals associated with the program. The total net fiscal impact to local funding is $578.42. Reimbursement for these additional meals is anticipated as follows: Meal Type Amount Reimbursed Number of Meals Total Reimbursement per meal Anticipated Served Breakfast $2.0925 1,530 $3,201.53 Lunch $3.6850 1,530 $5,638.05 TOTAL $8,839.58 Budget amendments are required in the amounts of$8,839.58 to recognize grant revenue within Public Services Grant Fund(709) and $578.42 within Public Services Match Fund(710) Project 33459. Local funding needs will be absorbed within MSTD General Fund (111) annual FY16 operating budget associated with summer recreation camps. A budget amendment will reduce current operating expenses at the associated parks to provide a transfer from the MSTD General Fund (111) Parks and Recreation cost centers to the Public Services Grant Match Fund(710 in the amount of$578.42.
