EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Community
Redevelopment Agency Board, approve the first amendment to the U.S. Housing and Urban
Development Community Development Block Grant subrecipient.agreement for the Pineland
Avenue stormwater improvement project between Collier County and the Bayshore Gateway
Triangle Community Redevelopment Agency providing an additional $5,000 in grant funding for
permitting and construction inspection services and authorize the necessary budget amendment
OBJECTIVE: To facilitate the first amendment to a subrecipient agreement to provide additional funds
and clarify the project scope for the Pineland Avenue stormwater improvement project.
CONSIDERATIONS: The Board of County Commissioners of Collier County approved the U.S.
Housing and Urban Development (HUD) Collier County One Year Action Plan for FY2013-2014 at the
August 13,2013 Absentia Meeting and ratified at the September 10,2013 Board meeting.
On September 8, 2015, the Board approved a subrecipient agreement awarding funds for the Bayshore
Gateway Triangle Community Redevelopment Agency's Pineland Avenue Drainage Improvements
project. Staff is recommending that $5,000 additional funding be granted to the project and that the
scope be expanded to include permitting fees and construction inspection services.
The change requires an amendment to the subrecipient agreement and a substantial amendment for the
FY2013-2014 Annual Action Plan.The substantial amendment for the FY2013-2014 Annual Action Plan
is a separate agenda item on this same agenda. If it is not approved, the amendment to the subrecipient
agreement will not be routed.
FISCAL IMPACT: A budget amendment is required to recognize an additional $5,000 grant awarded
via the amendment within CRA Grant Fund 717, Project 33437. This action brings the total award to
$103,050 for the Pineland Avenue storm water improvement project.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: The stormwater improvements will further the goals,
objectives and policies outlined in the Future Land use Element — Bayshore/Gateway Triangle
Redevelopment Overlay.
RECOMMENDATION: That the Community Redevelopment Agency Board approve the first
amendment to the HUD CDBG subrecipient agreement for the Pineland Avenue stormwater improvement
project between Collier County and the Bayshore Gateway Triangle Community Redevelopment Agency
and authorize the necessary budget amendment

FIRST AMENDMENT TO AGREEMENT BETWEEN COLLIER COUNTY
AND
BAYSHORE GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT AGENCY
This Amendment is made and entered into this day of 2016, by and between Collier County
Community Redevelopment Agency - Bayshore Gateway Triangle Area (CRA}", a community
redevelopment agency, hereinafter referred to as "SUBRECIPIENT" and Collier County, Florida
hereinafter to be referred to as"County",collectively stated as the "PARTIES".
RECITALS
WHEREAS, on September 8, 2015, the COUNTY entered into an Agreement awarding
Community Development Block Grant Program funds to be used for Pineland Avenue Drainage
Improvements(hereinafter referred to as the"Agreement");
WHEREAS,the parties desire to amend the agreement to increase the amount of project funds,
clarify the inclusion of permitting fees and construction inspection services and adjust performance
deliverables; and
WHEREAS, in accordance with HUD regulations and the Collier County Consolidated Plan
concerning the preparation various Annual Action Plans, the County advertised a substantial
amendment on May 28, 2016 with a 30 day Citizen Comment period from May 28, 2016 to June 27,
2016.
NOW, THEREFORE, in consideration of foregoing Recitals, and other good and valuable
consideration, the receipt and sufficiency of which is hereby mutually acknowledged, the Parties agree
to amend the Agreement as follows:

SCOPE OF WORK
The Subrecipient shall, in a satisfactory and proper manner and consistent with any standards required
as a condition of providing CDBG assistance, as determined by Collier County Community and Human
Services(CHS) Division,to perform the tasks necessary to conduct the program as follows:
CHS, as an administrator of the CDBG program, will make available CDBG funds up to the
gross amount of $98,050:00 $103,050 to the Bayshore Gateway Triangle CRA for
construction costs and all related activities including permitting fees and construction
inspection services, for the removal and improved replacement of an existing drainage
system with miscellaneous structures,swales, culverts and the necessary site restoration on
Pineland Avenue in Naples, Florida.
