EXECUTIVE SUMMARY
("-N,. Recommendation to approve the Landscape Beautification Master Plan Ranking for installation;
and authorize a budget amendment to fund the initial FY17 design.
OBJECTIVE: To restart the median landscape program through a Board approved Landscape
Beautification Master Plan and advance design in order to begin construction early in FY 2017.
CONSIDERATIONS: On October 6, 2015, the Board of County Commissioners (Board) held a
Workshop to discuss Complete Streets, Sidewalks, and the Median Landscape Program. The Board
requested a median landscape planting program, which establishes a base level of landscaping for
medians, with options for enhancement of high profile areas. In order to meet the design objectives of
each district,installation schedules,and achieve the goal of lowering maintenance costs,additional time is
needed to fully develop the design and review the plans with communities through public meetings.
The Landscape Beautification Master Plan installation ranking is based on the first roadways completely
widened but deferred, as the first roadways to be landscaped. As roadways are widened to six lanes,the
road installation incorporates median backfill soil, irrigation and electrical sleeving, brick pavers, and
Type 'F' curbing for future landscaping. This provides the initial landscape components and offsets the
landscape installation costs. The ranking also considers grant funding, which advances a project
according to the grant schedules and provides reimbursements for installation. Discussion during the
October 6, 2015. Workshop supported segments of Immokalee Road,Santa Barbara Blvd., and Collier
Blvd. south of I-75, for installation during FY 2017 (attachment: Landscape Beautification Master Plan
Staff Ranking Recommendation).There are 51.15 miles of roadway that meet the ranking criteria and are
included in the Master Plan.
Staff requests that the Board advance funding in FY 2016 for the FY 2017 Landscape Architectural
(*—N, Design Services for Immokalee Road(CR 951 to Wilson, 5 miles), Collier Blvd. (US 41 East to Marino
Circle, 5 miles), and Santa Barbara(Davis to the Bridget at I-75, 1.5 miles) for a total of 12.26 miles in
the amount of$240,000.
Upon approval of the Landscape Beautification Master Plan program, staff will update the ranking each
year based on recently completed roadway projects, grant opportunities, and Board review and approval.
Public workshops will be held during the design phase to discuss the plant palette,landscape construction,
and methodology to improve the installation and maintenance program.

FISCAL IMPACT: As stated within the FY 2017 budget policy, restarting this program and
establishing a recurring funding source is predicated on resetting the Unincorporated Area
General Fund(111)millage rate to$.8069 per$1,000 of taxable value. The marginal millage rate
over the current millage rate of $.7161 per $1,000 of taxable value or $.0908 per $1,000 of
taxable value will raise $4,301,500 to fund FY 2017 program costs identified within the table on •
page 1. An FY 2016 budget amendment totaling $240,000 moving dollars from Fund (111)
reserves to the landscape capital Fund (112) is proposed in order to start landscape design
services which will be necessary to start the program on or about October 1 or the beginning of
FY 2017.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT

OUTLINE OF LANDSCAPE POLICY
Landscape Beautification Policy:
1. On April 22, 2003 (Agenda Item 10C), the Board of County Commissioners approved
the Collier County Landscape Beautification Master Plan and funding. The level of
landscaping approved by the Board was "a base level of landscaping" for new road
construction projects with Type "B" and Type "Cl" for median landscaping
improvements.
• A base level of landscaping is the ground preparation for future planting. By
sequencing the 6-lane road expansion in conjunction with base landscape preparation
prevents the duplication of base preparation construction costs. A base level of
landscaping includes: electrical and irrigation sleeving, clean median backfill with
landscape quality soil, non-mountable Type F curbing, bahia grass and brick pavers
at the median ends.
• Type "B" landscaping improvements includes the base level improvements but
replacing Bahia grass with St. Augustine sod. Shrubs, groundcovers, flowering trees
and planting beds are planting the entire length of the median with 100% irrigation
(preferable on well or reuse water)to support the vegetation growth.
• Type "C" landscaping improvements include the elements of a Type "B" median
with the addition of side road planting. There are two levels of side road plantings:
"Cl", which contains side road canopy trees and/or palms irrigated with a bubbler
irrigations system with the edges planted with bahia; and"C2", which contains all of
the components of "Cl" in addition to side road shrubs, flowering trees, planting
beds and/or St.Augustine grass.
2. On May 12, 2009 (Agenda Item 10C), due to budget constraints, the Board approved a
policy which would provide an opportunity for future landscape expansion projects
initiated by Developers, Municipal Service Taxing Units (MSTU), or Homeowner
Association (HOA) for inclusion into the Collier County Landscape Beautification
Master Plan. Additional policy changes addressed drought conditions and narrowed
medians, floratam sod was no longer recommended for median plantings, and in most
instances, replaced by mulch and bedding plants. In addition, budget constraints and
limited right-of-way resulted in the elimination of side of the road trees.
Workshops and Board Review:
3. The Board of County Commissioners held two Median Landscape Workshops. At the
November 5, 2013 Workshop, the Board requested that Staff review the concepts for
completing median landscape projects and related maintenance including developing a
base level of standards with the objective for the County,with existing or future MSTU's
paying for service above the base level should they so desire. With the report, options
were requested to be made available to reduce demand for irrigation water and fertilizer
applications.
4. Subsequently, on April 22, 2014 (Agenda Item l0B), the Board of County
Commissioners (Board) approved a motion to direct staff to evaluate funding
mechanisms as a means to address the shortfall in revenues that prompted the
beautification program to be placed on hold.

5. On June 10, 2014(Agenda Item 11E), the Board reviewed the creation of District
Municipal Service Taxing Units. Millage information was provided to Commissioner to
discuss ad valorem tax increases within their individual Districts, no policy change was
made.
6. A second Landscape Workshop was held on October 6, 2015 to discuss Complete
Streets, Sidewalks, and the Median Landscape Program. The Board requested a median
planting program which establishes a base level of landscaping for medians with options
for enhancement of high profile areas. Recommendations for the program are in
accordance with the goals, design parameters, and output analysis recommended by
Commissioner Nance. The Board requested that Staff develop a plan to address
landscaping the medians of Immokalee Road, Santa Barbara Blvd. and Collier Blvd.
south of I-75.
• The design parameters are to implement low impact solutions without compromising
the appearance of the roadway. Program objectives include low to natural nutrient
requirements for plant material,low to natural irrigation systems to provide irrigation
through plant establishment. There has been much criticism focused on the density of
plant spacing during installation. The future installations shall allow for proper
growth through maturity; minimize mulching requirements; and minimize the need
for weekly pruning by using plants which require little to no pruning throughout the
year. Consideration will be made to selecting hurricane resistant plant material which
is resistant to high winds. Soils will be analyzed during the design process to properly
address whether soils require replacement, amendment, or to modify the plant
selection to meet the soil properties and ph. The outputs or the cost of maintenance
will be analyzed with each new installation to breakdown the individual services to
measure the outputs annually. Staff was seeking an opportunity to revisit right-of-
way design standards for rural Collier County. Public participation will be
encouraged throughout the process and a Pilot Project developed.

The concept of developing " District MSTU' s" whereby a base level standard is
established and maintained by the County with the District MSTU retaining the option to
fund and improve above the base standard. The concept could allow for different
standards for individual areas/districts based on the primary users of the areas (tourist
vs. general public traffic).
Commissioner Fiala
Reported there was a County wide MSTU for landscaped median with the goal of
beautification of the entire community.The concept was to increase tourism, property
values and so the region would be more attractive for persons residing in the County or
those investigating areas to relocate/retire. She expressed concern the expenditures on
maintenance have decreased over the years leading to a decline in the standards. This
decline has negatively impacted the visual appearance of the medians. Funding should
be increased so the level of service provided by the County meets a higher aesthetic
standard for residents and visitors.
Commissioner Henning
Reported it would be advantageous to set standards for design and maintenance so the
County maintains a consistent level of appearance. He recommended any proposed and
existing landscape areas be analyzed to determine if long term maintenance and
irrigation costs can be reduced by replacing the grass sod with some type of mulch.
Commissioner Nance
Supports landscaping medians but expressed concern over the long term direct financial
costs to the County in order to maintain the areas. The current design standards
promote " overplanting" of areas and the County may not be proactive in developing
designs which seek to minimize demand for irrigation water and fertilizer applications.
Consideration should be given to altering landscape designs to address the issue.This
would aid in ensuring water quality of the areas estuaries, etc. is not negatively affected
by pollution caused by stormwater runoff from landscaped areas. Staff reported there is
an ongoing effort to design landscaped areas so the demand for irrigation water and
fertilizer is minimized. In currently landscaped medians,the demand for these resources
is less than the standards developed by the South Florida Water Management District.
The County is diligent in utilizing time release fertilizers to reduce the probability
nutrients exiting the intended area of application.
The Board requested County Staff to review the concepts for completing median
landscaping projects and related maintenance including developing a base level of

standards and objectives for the County, with existing or future MSTU's paying for
service above the base level should they so desire. The report should address any
options available to reduce demand for irrigation water and fertilizer applications.

October 6, 2015
The following was noted during Board Member discussions:
• Although there are costs associated with installing and maintaining median
landscaping,there is a significant economic benefit in the form of higher real
estate values, increased tourism, attraction of new businesses to the area,
etc. associated with the endeavor.
• Increased property values lead to increased tax revenue to help offset the
costs of installation and maintenance.
• It may be beneficial to develop a base level of landscaping for medians, and
upgrading those areas that are high profile such as tourist corridors, etc.
She concluded noting staff is:
1. Seeking an opportunity to revisit right-of-way design standards for rural Collier
County. Public participation will be encouraged throughout the process and a
Pilot Project developed.
2. Addressing right-of-way cross sections incorporating entire cross section review
including addressing sight visibility of Commercial Properties and review for
Complete Street objectives. Required canopy trees could provide shade for
sidewalks if sidewalks are placed closer to property lines. Review median cross-
section for plant sustainability in rural Collier County.
Mark Isackson, Budget Director provided an overview on the funding mechanism
noting:
• The funds in question are generated for to pay for services in the
unincorporated areas of the County.
• In 2002, a dedicated fund transfer to Fund 112 for constructing landscaping
segments in the County began and continued until 2007.
• The millage rate at that time was 0.8069, but was lowered to 0.7161 in 2008
due to State requirements and the dedicated funding ceased.
• By the end or 2008 approximately$28.1M of funds were transferred to the
account.
• The millage rate may now be increased back to the previous level if the BCC
so desires yielding approximately$4M annually.
• The funds could be used to offset landscape maintenance costs or capital
improvements given there is a $12M backlog in County landscape projects.
