CALL TO ORDER: The meeting was opened at 2:00 II. PLEDGE ALLEGIANCE TO THE FLAG III. INVOCATION IV. APPROVAL OF MINUTES: Minutes of November 15, 2000 were approved. V. AWARDS: The Good Attitude Award was presented to Mauricio Araguistain, Park Ranger. A letter of appreciation has been received from the public stating Ranger Araguistain had gone above and beyond his duties when he boarded a tour bus at Tigertail Beach and gave an impromptu informative talk about the area. In order to avoid detaining Mr. Rogers for any length of time, the decision was made to go directly to: 1 The Isles of Capri would like to have a neighborhood park, but is experiencing difficulty finding available land. This location is the not the best for a park, but a ' playground would be easier to move at a later date, if necessary, than a tennis court. There is some land in the center of town under private ownership but the owner is in litigation which is expected to last approximately 5 years. The 1 outcome of this litigation would determine his interest in selling a portion of the property. Motion by Ski Olesky: Check to see where water lines run through the property — if it proves acceptable we can continue by contacting the Transportation Department or County Manager. Seconded by Sam Welborn. Approved 6-0. 11 VII. Specific Updates, Item A. — Isle of Capri Tennis Courts. P P The proposed tennis court project at the Capri water tank site has met some stumbling blocks. The road right of way is larger than originally thought and does not allow room for the court to be properly placed on the site. Murdo Smith spoke to Ed Kant, Transportation Department, who felt that the tennis court should not be allowed in the easement and was not willing to entertain the idea at all, not even after reviewing the revised specs for a smaller court. (Murdo emphasized that was he asked and did not any other options.) Wilkison & the only question pursue Associates, Inc. completed a boundary and topographic survey and the attempt was made to put the court in any way possible. 1. The court could face east and west, but this option puts the sun in your eyes while playing. ' 2. The Utilities Department does not want the court too close to the water tank as it needs to be accessible. ' 3. An east -west court would still need variances. The Isles of Capri is nearly built out with only a few lots remaining. The possibility of the road being four-laned is minimal but the community may wish to make an entrance statement with the property. The water company sign sits in the right of way and not on the property owned by the utility department as originally thought. If a tennis court were built using a portion of the right-of-way and the County later decided to use the property, the court would have to be moved. At this point no one knows what is underground — the water lines need to be located and marked. If the court would not be located on top of a water main, then the Transportation Department could be approached again regarding the use of the easement. The station will be located on the front two acres and they wish to ' donate the back two acres for a park. There is enough fill on the property to fill where we desire. A playground is not recommended at this location but it could be used as a roadside or wayside picnic site with picnic tables and trash cans. The VI. NEW BUSINESS A. Maderia — site plan distributed. Maderia is a piece of property, 140 acres in size, on the north side of Willoughby Acres. The Department has been working with the developer to obtain acreage for a neighborhood park. Several weeks ago BCC approval was given for the PUD plan and an acre was given to the Department. Lakeland Road goes through Willoughby Acres and by the donated acre of land; however, the problem is this section is a private road and the homeowners wish it to remain a private road without sidewalks. The Department now has a designated park with no access. Originally the County wanted to extend Euclid Avenue to have access all the way through to Livingston Road but ' the developer did not purchase this piece of property. The result is there is no direct access from this property through Euclid Avenue. There is a chance of getting pedestrian access off Euclid to the piece of property on this side and ' getting an acre of property on this side — might have to work with the property owner or run a boardwalk right along side of the property and then there would be access from this side. Candlewood has two or three vacant lots along this strip ' where the park would be and then there would be access from Palm River for pedestrians, bikes, etc. The area is large enough for a playground and a bench or ' two. The Department is also working on a neighborhood park somewhere in here with access to the public. When the new greenspace plan opens up, more than one neighborhood park will be built per year. Developers should be donating more than one acre of land for park space. A slough will go thru this area and enter into Cocohatchee River. Because the area is owned by one owner, the County feels the slough will be easier to maintain. The Department is going to ' attempt to obtain an easement for a sidewalk between two lots for a connecting path. This will be a gated community but neighborhood parks are "walk to" and do not have parking lots. Parking lots would use available playground space, as well as maybe encouraging evening teen-age parties. This area would be accessible by children from Willoughby Acres, Palm River, Candlewood and Quail Crossing. ' Another option in Willoughby Acres is being explored. There is a two acre Cypress wetland where a pathway, benches and picnic area (no playground) could be located. This would provide another green space although there would be some expense involved. All green space should be obtained whenever the ' opportunity arises. B. Fire Department Land ' Big Corkscrew Fire Department is planning the construction of a station on the approximately 4 acres of land at the comer of Immokalee Road and Everglades Boulevard. The station will be located on the front two acres and they wish to ' donate the back two acres for a park. There is enough fill on the property to fill where we desire. Restroom facilities would be accessible from ' outside the fire station. The question has now been asked whether the Department has any available money to pay for part of the roadway from Everglades Boulevard all the way in — $50,000 to $75,000. If there are dollars attached, do ' we wish to use neighborhood park funds? The recommendation was made to accept the property as long as there is no money outlay (money to owner of property) and then keep the parcel. The expenditure of approximately $4,000 would supply green space if the fill were put ' in place, sodded, and picnic tables/benches installed. Modified motion: not to spend more than 5,000 expenses. Sam still seconded. Is there an advantage to taking the land now or what would the Fire Department do with it? Twenty years ago there was nothing in the Estates at all, in another twenty years the property may be worth $60 to $70,000. If the Department does not share road expenses what would the benefit be to the Fire Department for donating the property to Parks and Recreation? A commitment was made to the community to have a fire station and park. The Department would not accept ' the land unless it was deeded; there may be a problem splitting the land due to the size. In that case the Fire Department would lease it but then the situation becomes more tenuous. The suggestion was made that the community have a 4 s The proposed site does not meet the criteria of a neighborhood park. As the ' Estates area grows will the Department provide neighborhood parks for every three or four houses (some house lots are five acres) or should there be a ' community park instead? The suggestion was made to place the fire station on the back half of the property and separate the traffic in and out from the park. The front area is very flat but ' there are pines, if they live, on the back portion. Fill could be placed around these pockets of trees and the area sodded to provide some flat green space for picnic ' tables, etc. Mary Ellen made the MOTION: If a freebee, it would not hurt to accept it; if funds attached, it would be difficult to justify neighborhood park funds to develop. Sam Welborn seconded. The Department does have $100,000 in the budget to buy property. Does the Board recommend we purchase this piece of land ? A picnic area is a good idea but may need to be under a separate category with a special budget; we should not 1 spend $75,000 from neighborhood park project funds, the money should come from other funds. The site may need some sort of attraction besides a picnic area to attract much usage. Not many people would stop for a picnic just driving to and from Immokalee. Who knows how valuable this piece of land will be in fifteen or twenty years or how much land will be even be available. The motion on the floor passed with a vote of 5-1. E. New Development off Immokalee Road ' DRI -2000-01 Heritage Bay Review — Plans were sent by the Planning Department for the Department to review and the Department offered the following stipulations: C. Commerical Boating - Murdo had passed the option of having a $100 annual fee plus a $3.00 per launch fee along to Randy Ward to take back and discuss with his committee. They had some concerns with the $3.00 launch fee — ' giving money to the driver -each time, paper work involved, etc. and would prefer a monthly or yearly fee. The group is discussing the issue and would like to meet after the New Year. A Request for Legal Services has been sent to the County ' Attorney requesting an opinion on whether the Ordinance or the Fee Policy should be amended. At this time no response has been received. Murdo is also ' working with the Rangers amending the Ordinance so that they will be able to issue tickets. The committee may or may not come back before PARAB. ' D. Summer Camp and School District The Department has an Interlocal Agreement with the School Board to use their ' facilities if not being used by the School Department. Every year in November a letter requesting the use of facilities for summer camp is sent and a reply is received that schools are not available due to maintenance and construction projects. The request was made by staff to PARAB members to help make the public aware of this situation. The schools use our facilities at no cost and we expect the same in return. There is a private group that held a camp at one of the schools this year and even though they may have paid for the facility the Interlocal Agreement should have been acknowledged first. The decision regarding the use of the facility is ultimately determined by the principal of each ' school and not by upper management. If this situation continues in the year 2002, the Agreement may be revisited. We need to make the School Board aware that we are having a difficult time getting schools when we need them, schools are utilizing park facilities on a regular basis at no cost, and Parks should have the same privilege in return without citizens paying twice for the same service and programs. We normally ask for the gym or cafeteria and do the clean-up after the ' program is finished. School playgrounds should be available at all times for the public to use and not fenced and locked. CCPS.1 is the school web site. 3:31 pm — 5 minute recess E. New Development off Immokalee Road ' DRI -2000-01 Heritage Bay Review — Plans were sent by the Planning Department for the Department to review and the Department offered the following stipulations: M 1. Developer to provide 100 acres of upland acreage for use as a community park in close proximity to Immokalee Road. Developer shall construct the park to County specifications. 2. Developer to provide a public use easement for the large lake on-site. Lake access shall be from the community park. 3. Developer to provide all necessary easements and access to these facilities, including pathways and roadways. ' A large portion of this land is in the urban area and will require a lot -of re- zoning. (Approximately 3,500 units planned right now.) Land acquisition needs ' to be addressed when plans for communities are being developed. There should be some greenspace provided and some public benefit to allowing it. If it is not specifically in a plan, a stipulation can be put on it. Marla asked that PARAB vote to support this request, which will help when she is out promoting it. Ski Olesky - MOTION: Support Marla, in fact we agree to asking for and ' expecting to get it. Seconded by Lindy. Passed with unanimous vote. ' VII. SPECIFIC UPDATES A. Isle of Capri — discussed at beginning of meeting B. Barefoot Beach — BCC had given direction to go ahead with the application for a 3 story facility and amend the Management Plan to include the new development for the outparcel and to add some legal binding running with the land for public access to the property. The attorneys decided that an amendment was not necessary, so it was not submitted for the December 181' meeting which the Department was directed to attend. The attorney is putting together language allowing public access through that property — the developer does not own the land, only leases it. We will have to go back to BCC for ' additional direction. The Department has received a number of requests for files on that project — environmental, legal, etc., - and you will be kept updated as the project progresses. Plans are to develop a private beach club in the ' middle of the Preserve. Half of the dock will be available for a ferry servicing the public, there will be a public restroom on private land, a concession, and dune walkovers to the beach. The location of this out parcel cuts the Preserve in half. There would be no walking access in front but the developer would have to build a boardwalk 17' high from the dock so the public could walk ' underneath. The access will be through the shallow Back Bay area. Although the shoal is only ankle deep, the developer indicates dredging will not be necessary as the large pontoon boat runs in 18" of water. ' Conservations have been held with Signature, Inc. regarding the purchase of 3 acres of land over near Cocohatchee for a parking lot; if we do not have this lot ' there will be no place for parking to ferry people over to Preserve. Signature 11 C now wants to want to keep 1 acre on the corner which leaves only 2 acres. There is an owner between this land and the water (Cochatchee River) so an easement would be needed to locate a ferry there. The obstacles are not as much land available as thought and how to get to a ferry. It is possible to go into Cocohatchee River Park and then cross over Vanderbilt if a signal were installed at the crosswalk. It is more desirable to separate the ferry and have the patrons picked up where they park. The piece of property in question is actually owned by three people, not one. The price is high and the property is L shaped with no access to the water. The one owner is not willing to give access from -his access. It would be necessary to go down the road and obtain a right of way easement from Transportation. VIII. REPORTS/UPDATE Communication had been received from Mr. Richard Harshman requesting the Pelican Bay Croquet and Lawn Bowling project be put on hold for two years until more funds have been received. Approximately half of the needed money has been collected, but the ' membership drive was disappointing. The agreement expires February 28, 2001. The County did not pay for the design process and spent no monies on this project. A. Monthly Report — user figures still not a firm number. Revenues are correct. B. BCC Recap The beach renourishment related items now fall under the jurisdiction of the Parks and Recreation Department until sometime in February. The Beach Committee is now very political and consists of six City of Naples members and five County people. A recommendation has been made to retool that committee to consist of three City of Naples members, 3 Marco Island members and three County members. All funding for these projects comes from TDC. In March there should be no beach related items on the agenda. C. Special Event Calendar — January 27th, 2001 there will be a Regaee concert at Vineyards Park. The Baha Men (Who Let the Dogs Out) will be performing at 2:30 as they need to get back to Tampa for the Super Bowl. The Wailers will go on stage at 6:00 pm. D. Parks Update — Hand out was distributed. The community center at Max iHasse Park was designed on top of the septic tank, which the same firm had designed. This is the only place the building can be located due to the available land space. If the septic tank is removed port -a johns will be ' utilized for a period of time. Easy Go Company is helping out there now. E. Recreation Update — packet was distributed. The survey sheet will be mailed ' to zip code areas around each community center while some random walk-in surveys will be done on a different colored sheet. Minutes from the Safety ' Committee were included in this packet to inform PARAB what the 'comruttee is doing to benefit our emloyees as well as public. Acertified ' staff member will be conducting playground safety inspections, looking for entrapment conditions, depth of mulch, etc. The Department is being proactive in safety issues as well as marketing. An informational piece will be published explaining what Parks and Recreation is all about today - how it is involved in wellness, environment, community, economy, etc. �== F. Adopt A Park — this is next year's (200 1) schedule which was revised to correspond with meeting sites. This schedule will be refined before_next meeting. ' Sam Welborn reported that Eagle Lakes Community Park looks very nice. While he was there he observed that fertilizing and irrigation were taking place and sod was being removed from the football field. (The field sunk in the rain and had big holes everywhere. The developer put some sand on top and replaced some sod, top dressed the field and when the rain came the sand fell through the holes. The field is shut down for 60 days as there is no perk at all — only top run off. Holes will probably be punched and filled with sand to see if it will perk.) Tigertail — it was cold and there was no one at the concession on the beach. The restrooms were very clean looking. The concessionaire said it was slow due to the weather. In the off paved area there is a big washout hole that could stand some fill. On a whole everything was very clean, neat and well done. The lagoon is not flushing any more — at high tide may get a little flow. The County is having a contractor knowledgeable in this area to give some suggestions for improvement. Should the lagoon be opened up or filled in, what is the depth of the water and what is underneath? With Sand Dollar Island growing in size the Gulf is getting farther away. The Department is maintaining this State owned island and would like to obtain permission to run concessions there. His attitude and fortitude at Snowfest parking at Berkshire is just one of many examples of his dedication to Parks and Recreation, as well as Collier County. John has worked diligently this year in assembling a very positive team throughout the Northern District. This team's efforts are quite noticeable in the upkeep of parks within John's control. Whatever challenge arises, John is always willing to do what it takes to resolve the challenge to a positive outcome. John was also very instrumental in the success of this year's County Picnic. He is a valuable resource in many facets to me and others in the Department. LivingstonWoods Park Development Survey Attached is a copy of the survey sent to all homeowners in the subdivision requesting opinions on what the Parks and Recreation Department should consider doing with the park site. Committee meeting to follow responses. Safety Committee Attached are copies of the December and January committee minutes for review. Parks and Recreation continues to be proactive in this area. Summer Camp 2001 Attached is a copy of the 2001 Summer Camp preview, which offers several new changes as highlighted. We continue to pursue school sites for our camp. Several schools have offered their facility that we did not anticipate, which is a positive step forward. Special Populations Coordinator We have received several resumes and will begin to proceed with interviews within two weeks, after further review and discussion on joint responsibilities. This is a cooperative effort between the City and County to offer recreation programs for designated Special populations. No Livingston Woods Subdivision Park Development Survey Collier County Parks and Recreation is interested in your opinion. This survey has been mailed to all homeowners in the Livingston Woods Subdivision. The Neighborhood Park is the place where neighbors and their families go to meet. Neighborhood Parks are designated areas that are "walk -to" facilities where residents may walk or bicycle to the park within a given neighborhood. Collier's existing neighborhood Parks are a combination of active/passive parks and range in size up to 5 acres. These areas are for diverse recreational activities, which may include, but not limited to such amenities as benches, picnic area, paths, shelters and playground structures/apparatus. Last year you were surveyed about your desire for a neighborhood park. The Parks and Recreation Advisory Board and BCC approved the purchase of 2.75 acres in your neighborhood. (Please see enclosed map) The Parks and Recreation Department is proceeding with development of this parcel and needs your park amenities preference. Absent: Al Arcia The meeting was called to order at 1:36 p.m. Minutes from the November 21st meeting were approved as presented. Gulley informed the committee that Sherry Ashley has resigned from the committee. • Items from Risk Management — Dock reviewed the Ranger accident at Barefoot Beach. Beam was marked with red paint and caution tape. Sign has been placed at entrance and hard hats will be required and available when entering and exiting storage area. Further recommendation may be forthcoming from Risk. Dock mentioned that Risk Management will be providing medical assistance in house with the hiring of an Occupational Health Nurse. Employees injured on the job would report to this individual for further evaluation. A presentation to the safety committee regarding the specifics of this program will be forthcoming. Dock also mentioned that Risk will be looking at post accident drug testing in the near future. • Items from Safety Committee — John V. mentioned that the playground inspection kits were ordered and should be arriving soon. Al Arcia can begin safety audits and inspections. In addition, the grading of fill at Aaron Lutz Park around the cement slab has been completed. Safety hazard has been eliminated. Jason O. mentioned that South Access Beach at Marco may have an erosion problem under the asphalt from water leakage. The location is up at the front entrance. Recommendation to check the area. Mary K. mentioned that they have been experiencing some problems with the locker room /restroom door frames rusting at the Immokalee Sports Complex. Safety issue due to rough rusted edges. Work order has been submitted to facilities to correct problem. Mary will monitor this situation and report back. y• Review Accident/Incident Reports — The committee reviewed all accident/incident reports as presented, which included an overview of Department accidents. All reports have been documented and filed. Whittier asked if emergency cards were kept on file. All accidents that occur with a minor, the parents should be notified of the situation as quickly as possible and not wait until the child is picked up from the program or activity. • Park/Facility Reports — None at this time. • Training and Education — Whittier mentioned the access to Risk Training Videos for selecting programs that would benefit the entire staff. Topics will be reviewed. • Old Business — Dock reviewed the current program regardingOCvork boots for those employees in need. A vendor should be selected in January or February to accommodate the county. Recommendation from the safety committee to implement the placement of fire extinguishers in parks and Recreation vehicles and enclosed trailers. In addition, recommendation was made to include emergency road kits, first aid kits and accident reporting information in all vehicles. Gulley will follow up. New Business — Committee discussed other safety related certification items. To be further pursued. The next meeting is scheduled for Veterans Park on January 16 at 1:OOpm. Absent: Al Arcia, Mary Keidel, Roger Baase The meeting was called to order at 1:06 p.m. Minutes from the December 19th meeting were approved as presented. • Items from Risk Management —Dock mentioned that Risk Management has hired an Occupational Health Nurse. Employees injured on the job would report to this individual for further evaluation. Information will be available to County employees in the near future. Dock also hinted at the additions of a doctor and wellness nurse to this in house program. Dock mentioned four vendors are being considered for supplying County work boots. (Leheigh, Iron Age, Vicks Red Wing and Warrington) This proposal is being presented to the BCC for approval of all four vendors to offer employees additional choices. If approved, Risk will forward the procedures to those employees who need to purchase safety boots. • Items from Safety Committee — John V. and Gulley mentioned that the playground inspection kits have arrived. Al Arcia can begin safety audits and inspections. In addition, lime rock has been put down at the Veterans Park to alleviate vehicle ruts in drive area near the Dog Park and fencing has been installed where the trailer had been removed. Both safety hazards have been eliminated. Jason O. mentioned that South Access Beach at Marco may have an erosion problem under the asphalt from sprinkler system. Gulley will investigate and report the findings. Review Accident/Incident Reports — The committee reviewed all accident/incident reports as presented, which included an overview of Department accidents. All reports have been documented and filed. No accidents were caused due to unsafe conditions or unsafe playground/play area equipment. Dock mentioned the General Public Injury report currently being used would be updated to include a Parents signature. The recommendation to Dock comes from SW Florida's ChildCare Standards information. • Park/Facility Reports — None at this time. • Training and Education — Veit reminded Dock about obtaining the Spanish video regarding Safety Orientation for his staff. The next Playground Institute will be held from June 6-8. Gulley will speak with Marla regarding playground inspection training as an agenda item at Supervisors meeting. Gulley will set up the playground n inspection with Al for East Naples. Several safety committee members expressed interest in attending. Old Business — Gulley will check on the number required and cost of fire extinguishers for those Park and Recreation vehicles that currently are not equipped and report to committee. New Business — Committee discussed 2 other safety-related items. All employees who witness an accident in Parks and Recreation areas, should notify a supervisor so proper documentation is completed and on file. Sidewalk repair is needed at Golden Gate Community Park, on the walkway next to the Administration Building. A prior cement repair has broken off leaving a potential safety hazard. The next meeting is scheduled for February 21 at Golden Gate Community Park at 1:00 pm. The committee meeting adjourned at 2:15pm. 0 0
