John Grice presented a list of items that should be considered during this
Idiscussion:
• Who would be using the ramps?
I • Weight and size limits of the boats,trailers, etc.
• Who would control the commercial use?
• Ordinance may need to be changed.
I • How would the distinction be made between a commercial launch and the
same fellow doing a"private" launch?
• Would different prices be charged?
• How would the use be controlled?
• Should only commercial activity be charged?
• If the ordinance were changed, would the fee structure and guidelines be
Iwritten in a way that a yearly amendment would be necessary?
The Department conducted a survey of marinas to determine if other"outside"
Icommercial users were allowed to use the marina's launch/ramp facilities. Ten of
the twelve companies responded with a negative, one was questionable, and one
I said yes. Moran's Restaurant Marina on Highway 92 Marco charges a$5.00
launch fee but the parking is very limited. The parking lot is for restaurant use
and boaters must park under the bridge or on the side of the road.
IRandy Ward, President of the Marine Industries Association of Collier County,
Inc., contacted a cross section of 10 businesses of the Association using County
I launch facilities. (4 Naples boat dealers, 2 Naples area service shops, 2 Marco
boat dealers and 2 Marco area service shops). The ten businesses averaged 44
launches per week in the north end of the County and 64 between the SR 951 and
ICaxambas boat ramps.
The Parks and Recreation Department prepared several options for PARAB's
I consideration. The cost of staffmg the program for implementation and compliance
would be approximately$39,780. A master meter at a cost of approximately$17,000 for
purchase and installation would be installed at the SR 951 ramp for collection of the $3
I launch fee. Caxambas has a$3 launch fee in place; Bayview and Cocohatchee's $3
parking fee would be changed to a launch fee.
I OPTION 1. No annual sticker available. All commercial users pay a launch fee of$3
per launch.
I Revenue estimate: A. 300 businesses/2 launches per week= $93,000 year
B. 200 businesses/2 launches per week= $62,000 year
C. 100 businesses/2 launches per week= $31,000 year
OPTION 2. An annual sticker costing $500 would be available for purchase at a single
location-probably one of the community centers. If the commercial user chose not to
Ipurchase a sticker, a$3 fee per launch would be charged.

The Department estimates that if 50 companies purchased the sticker, $25,000 in revenue
Iwould be generated. This figure does not include any revenue realized from the user
paying the $3 launch fee.
IOPTION 3. Institute a commercial permit of$100. This permit would allow the
commercial businesses to launch for a$3 fee per launch. The estimated revenue from
I this option would be $5,000 above the cost of Option 1, estimating that 50 businesses
would purchase this sticker.
IDiscussion:
There is a list of people holding occupational licenses from whom revenue is not being
Ireceived.
Stickers for commercial use would be purchased at one location. By using one agency,
Iprocedures would be more consistent.
If electricity were needed at 951 for the meter, it might be necessary to jack and bore
II under the road;however, battery meters are available.
An ordinance change may be necessary to grant authority to the Rangers for ticketing.
I They can currently issue a Notice to Appear, which means go to court. If a ticket were
issued,that would be the end of it.
I At Bayview where people park on the road,how would it be known whether or not a boat
was actually launched? A permit could be obtained to widen the road by paving the 10'
road easement. Trailers now park on top of the bike path so it cannot be seen. The

launch fee would affect everyone.
Once some usage figures are obtained at 951,the possibility of getting more parking
Ispaces exists.
Extra staff positions would not be added to the budget -dollars can be added to the
Iexisting budget for enforcement purposes. Job bank employees may be used and the part
time Rangers can work more hours.
IWith a commercial permit in place,the commercial users would police themselves to a
certain extent. Collier County businesses would be allowed to purchase the permits but
perhaps not commercial users from other counties. However, if Boater Funds were used
Ito construct the facility, it might not be possible to curtail out-of-county users.
I Lake Trafford would not be included in the scenario at this time, partly due to the
condition of the lake and the lack of commercial users.

Revenue goes into the operating budget. The boat ramp facilities are under a regular,
rotating maintenance schedule at this time - new grooves are to be installed at the ramps,
Iseawall repairs have been made, parking lots re-paved, etc.
® The Ordinance says that unless approved by BCC no commercial use is permitted.
Would proof of insurance be necessary? Insurance certificates could be shown by the
user when applying for a permit. (Came to the conclusion this would not be a
1, consideration.)
I Would the sticker be portable? Where would it be placed? The sticker would need to
be placed on the tow vehicle - location to be determined. Each vehicle would need to
purchase a permit sticker to do business at public ramps.
IIf$500 were charged for each trailer, users may feel it would be cheaper to pay the fine.
ILindy liked Option 2. Ski and John Grice liked Option 3.
Option 2 is a launch fee, but would not address a fishing guide operating from the park
site. Nothing can be done if the transaction does not actually take place m the park.
MOTION BY SKI OLESKY: ACCEPT OPTION 3 AT THIS TIME. Seconded by
IMary Ellen Rand. Passed 5-0.
This information will be taken to the commercial users and the County Attorney before
Ibeing implemented.
IB. MANATEE PARK - presentation by Joe Delate, Project Manager II
The area of Manatee Park was once an old farm field. The vegetation is now
I
growing back, including some nice trees. The location is being considered for
the South Dog Park to serve Marco Island, East, and South Naples.
IPhase I would allow the model airplane club to continue using the area and
also have space for the dog park. The area for the dogs would be
approximately 5 acres with a parking area, and if the lake were re-contoured,
Ithere is a possibility that the dogs would have a water park.
Phase II would include some bike trails, maybe disk golf, some additional

fields could be added, and possibly an access from US 41. The airplane club
would be phased out.
IThe dog park could become more of an athletic dog park, and also have picnic
areas, 3 soccer fields, softball complex, and concession area.

I There is some concern about the access to this property-the street is a public
right-of-way, but privately maintained. Residents do not wish to open it up
for a cut through to US 41. The School system is receptive to the plan;the
IDepartment has a separate agreement with each school facility.
Phase I -next year would provide a dog park with an expanded lake area and
Ithe Air Club would continue using the facility.
Rover Run at Veterans Community Park has passed the test and shows that
I another dog park is warranted. The idea is to keep these parks a novelty and
not have one located in every community park. In this way users would
assume more ownership.

,,I There is open green space there now that could be used for fields at a later
1 ill date and the lake could have a pathway around it with a picnic pavilion.
Alligators may be present in the lake, which would be a consideration when
the dogs were in the water.

Park. Seconded by Lindy D'Amico. (Mary Ellen Rand had left the meeting).

in C. FUTURE SCHOOL SITES AND PARK PLANS
IPresentation by James Fitzek:
The Little League organizations are requesting more Little League ballfields.
I The North Naples Little League is growing rapidly due to the population
growth in that end of Naples. The national organization requires that a league
split when it reaches a certain size.
IThe Department is seeking ways at school sites to design a field for Little
League use but one that could also be used for something else. The Parks and
I Recreation Department uses softball fields with a portable fence to make the
fields 200' shorter. Little League prefers a grass infield but the clay infield is
I easier to maintain and it is easier to move the bases.
Three school sites have possibilities of additional fields:
I1. Pelican March Elementary School is located off Airport Road and has an
existing field adjacent to a fairly close parking area. The concern is that
just 1 field could be added and there has already been conflict with the
Iresidents of Crescent Lakes whose houses back up right to the school.

2. Laurel Oaks Elementary School is located next to Gulf Coast High School
I off Immokalee Road. The parking area there is a little distance from the
ball field. There are houses adjacent to the southern part of the field. One
field could be built, permanent fencing would take away from the school
field.

3. Pine Ridge Middle School has two softball fields there as well as a soccer
Ifield, and a full football field. It would be possible to give Little League
the type of complex they wish by adding two fields, possibly some
I parking and a concession facility. This area is already heavily used and
located in back of the church on Pine Ridge Road. The construction cost
would be a million five. It is better to build two fields at one school as
Little League wants their own facility.
ISCHOOL CONSTRUCTION PLANS - by Marla Ramsey
The Department is now working with the School Department prior to the
® construction of a school facility regarding the purchase of adjacent land and
sharing facilities. The current plans are to build a school a year.
1. Barron Collier site -north of Pine Ridge Road, east of Airport-Pulling
W Road and west of the extension of Livingston Road. Plans are for an
elementary school, administrative center, and a print shop. There are 42
I acres of land there and it could accommodate two Little League fields, 1
soccer field, and it contains a large pond area for passive activity. The
property backs up to the High School and has more than one access road.
IThere would also be ample parking at this location.
The City is requesting more facilities in the Seagate area. We could use
I
the middle school but would have to strip down the area- cost 2.5 million
for two fields.
2. Year 2003/2004 - Stallings Site on Santa Barbara Boulevard, south of
Golden Gate Community Park. There are 7 acres available which could
be enhanced. The Boys and Girls Club have indicated they may wish to
' do something with us at this site. There has been no commitment to the
property yet.
I3. Year 2004/2005 - 18th Avenue N.E., between Everglades and DeSoto,
along the canal. There are 31 acres available but another 20 acres are
I needed at that site for a community park. A community park is normally
approximately 35 acres but there are some wellfields located out there that
restrict the use of some of the land.

I4. Year 2006/2007- 60th Avenue off Everglades Boulevard would be another
community park area. Another 20-25 acres of land would be needed at
Ithat location.
5. Bridge over the overpass- not sure the Department is interested in having
Ia ball field at this location; there is a green passive area, it is the south side
of the canal and I-75 with access off SR 951.
ITwo other locations have some possibilities-
High School and Elementary School-north of Brantley Boulevard, south of
I White Boulevard, and east of County Road 951. School owns 60 acres and
there may be more available.
Middle School and Elementary School- difficult to get to - no access yet.
Wetlands- DEP - brought us into it -it will be developed with houses - all impact
will be in one area.
Year 2011 -Two schools are planned north of Imperial. There are wet lands in
this location and currently no access - it will be off Wiggins Pass Road Extension.
The entrance road could be shared and the Parks Department needs to be in that
area.
The County is meeting with the schools during the planning stage of their new
facilities and before construction takes place. In some areas the School
Department has already secured land but not in all instances. A program may be
worked out where the School Department would purchase property and hold it for
our use until we are ready to use it.
I P Meeting Schedule-the next PARAB meeting is December 20th at Golden Gate
1 Community Center.
Lindy suggested changing the meeting days to the third Wednesday at 2:00 pm. BJ is to
contact Mary Ellen, John Ribes and Lisa for their opinion. Ski and John Grice had no
Iobjection.
On 11114t the Board of County Commissioners approved 4-0 Paul Harvey and the
1 Department of Parks and Recreation submitting a joint permit application to the State
for Harvey to build a facility on the privately owned piece of property located in the
middle of Barefoot Preserve. This application must be in Tallahassee by Wednesday,
INovember 22 and the Council will render a decision on the December 18th.

Hi! My name is Susan Knight a d I am a Parks & Recreation Coordinator with the
City of Coral Springs on the;Ea Coast. I run the Senior Pride Bus service, which
provides special trips for senior r itizens on Fridays to allow them to get out and
have experiences that they v{rou '.n't otherwise experience.
We recently visited Tiger Tail Bach on Marco Island on Friday, September 22,
2000. Your Park Ranger, Mau i cio Araquistain, took 30 minutes out of his busy
day to board our bus and give a ery informative environmental talk on the
mangroves and the beach area. I of only was he extremely knowledgeable but he
was also polite and took his Lim: with the talk.
As a supervisor I think it is ye 'important to recognize those employees you feel
have gone "above and beyond". feel that Mr. Araquistain went far beyond his
duties by coming onto the bus a a d giving us an introduction to the park which is
not the usual practice for the pa k rangers. I would like to take this time to thank
you and to make you aware of t e superior employee you have in Mr. Araquistain.

December 2000
• Conner Park
Construction has begun. Underground utility work has been completed. Site work
has begun.
• Clam Pass Park Boardwalk & Decking
Boardwalk is complete, punch list items are done. The Registry concession area is
complete, working on last minor punch list.
• Eagle Lakes Park
Shop drawings have been approved. Project will be done in May.
• Golden Gate Community Park Walkway
County has offered funds to six property owners to buy easements. Also offered on
five acre passive park tract. Awaiting real estate transaction. Working with School
Board on possible bridge/pathway connection.
• Park Pathway PH II
Better Roads has completed majority of project this week.
• Immokalee Soccer Field Lighting
Project has started, will be completed by May. Shop drawings have been approved.
• Max Hasse Park—Phase II
Construction of Community Center and Phase II has begun. Site clearing has begun.
Project total is close to $2 million. Contractor is J. L. Wallace Project completion is
next summer. Septic tank is being realigned.
• North Naples Regional Park
Working with road designers on Livingston Road entry design. Wetland jurisdiction
lines have been set. Programming of park has started. Working with Road
Department/Utility Department on sewer and effluent design.
• Pelican Bay Park - Croquet/Lawn Bowling
Project is put on indefinite hold at sponsor's request.
• Sugden Park—Phase II
Surety Construction has resumed project. Utility work has been done. Pathway
around lake is in for permitting.
• Tigertail Park
DEP permit has been issued. Marco Island City has approved SDP. Project is ready
for bid
• Exotic Removal
East Naples Park is still underway. Palm Springs Park is complete. Exotic
maintenance program at Tigertail and Clam Pass have begun. Barefoot, Manatee, and
Max Hasse Parks are planned for new fiscal year.
• South Marco Beach Access
Construction is complete except for placement of site furniture and punch list items.
Moving foot wash to beachside location. Latavish and Associates has begun design
of restroom building.
• Veterans Park Hockey Rink Cover
Building has been erected. Lighting is going in. Flooring will be done in January.
Facility will open 1/27/01.
• Vineyards Parking Lot
Project is on hold for SPP. Irrigation plan is being developed. Almost ready for bid.
• Pelican Bay Maintenance Building
Project is finished and in use.
• Vineyards Maintenance Building
Varian Construction has low bid. Bid will be awarded 1/12/01. Project is in for

Mr. Delate has probably advised you of my telephone conversation with him yesterday
during which I explained that we had to conclude that our effort to raise the additional
funds required to complete our joint project in Pelican Bay Community Park during the
next year would not be successful. Our conclusion was based on the extremely
disappointing response to the test pledge mailing described in my letter of November 10.
We continue to believe that the project could be a very attractive addition to Collier
County and intend to keep the Naples Croquet &Lawn Bowls Foundation alive for at
least two years while we try to address the financial shortfall. If we succeed, we hope
you will be able to consider reopening the project at that time.
The Everetts and I are very grateful to you, Mr. Delate, and to all who have
participated in this project and are very distressed that we have used your and their time in
an unproductive effort. Please accept our sincere apologies. We thank you all for your
efforts and hope, in time, that they will prove not to have been wasted.

RECREATION UP —DATE
December 2000
The 2001 Winter Recreation Guide has been distributed to residents.
Holiday Camp will take place from December 26—January 5 at all Community Parks.
This will include competitions and games between all the parks and a field trip to
Generations. The Gator Gang Holiday Camp for preschoolers will take place at Veterans
Park between December 26 and January 5.
Immokalee
The South Park Recreation drop-in program is averaging between 25 and 50 children
daily who participate in various activities.
The newly formed Girl's Softball program has 47 girls registered.
The Men's soccer league has 10 teams participating Wednesday nights, Saturdays and
Sundays, involving approximately 150 participants.
The After School Program at Community Park has 79 children registered.
The Unforgettable Evening with Santa held on December 8 had 200+ children participate
in the festivities.
Christmas Around the World held on December 9 had approximately 3000 people
participate in the festivities, which included food booths, pony rides, snow slide, games,
tree walk and more.
Golden Gate,East Naples,Veterans, Vineyards
Holiday activities are the highlight of the month at all parks and include Workshops with
Santa, Children's Theater presentations, Walk of Trees, Dances and Christmas Camp.
Basketball and Volleyball Leagues are underway, including the highly successful
Midnight Basketball program funded by the Anti-tobacco partnership of Collier County.
All Parks and Centers have After School Adventures programs going on with an average
of 35-45 at each park every day after school. Golden Gate Community Center and
Veterans Park each have 20 kids participating in a half day "Gator Gang" Pre-school
program. Elementary age kids participate in peewee sport classes at all centers.

Committee Members Present: Dennis Gulley ( Chairman), John Veit, Jason O'Dell, Al
Arcia, Sherry Ashley,Roger Baase and Steve Whittier.
Absent: Michael Dock
The meeting was called to order at 1:05 p.m.
Minutes from the October 17th meeting were approved as presented.
The Committee Members welcomed Jason O'Dell to the committee. Gulley informed the
committee that Oscar Luciano has resigned.
• Items from Risk Management—None at this time.
• Items from Safety Committee—Jason recommended the placement of fire
extinguishers in all county vehicles for employee safety. At the present time not all
vehicles contain extinguishers.
John Veit will order the necessary equipment, so that we can begin inspections of the
playground areas. Al Arcia will conduct safety audits/inspections once the equipment
arrives.
The committee discussed issues and concerns relating to patron/employee safety.
Items that will be investigated and discussed further involve weather problems that
effect: condition of athletic fields, special events, camps, programs and activities etc.
This will aide in recognizing potential hazards and unsafe conditions.
• Review Accident/Incident Reports-The committee reviewed all accident/incident
reports as presented, which included an overview of Department accidents to date and
a recent Park Ranger incident. All reports have been documented and filed. The
committee recommended a quarterly report be issued to staff which tracks accidents
and injuries. Gulley will work on this document.
• Park/Facility Reports —Committee reviewed and discussed the process that should be
in place for assessing safety issues in each park. Further discussion to follow.
• Training and Education—Sherry mentioned obtaining a film regarding water safety
and weather concerns.
• Old Business—None at this time.
• New Business-Recommendation that Volleyball nets be removed at Aaron Lutz
Park until the grading around the cement slab has been completed. Safety hazard to
• participants.
The next meeting is scheduled for Vineyards Park on December 19 at 1:00pm.

RE: DRI-2000-01, Heritage Bay Review
Parks and Recreation staff has completed it's review of DRI-2000-01, Heritage Bay and
offers the following stipulations:
• In order to meet recreational demands of the community, developer shall provide
100 acres of upland acreage for use as a Community Park, in close proximity to
Immokalee Rd. The developer shall construct the park to County specifications
on this property.
• Developer shall provide Collier County a public use easement for the large lake
on-site, for public recreation. The Lake access shall be from the Community
Park.
• Developer shall provide all necessary easements and access to these facilities,
including pathways and roadways.

RECREATION UP—DATE
December 2000
The 2001 Winter Recreation Guide has been distributed to residents.
Holiday Camp will take place from December 26—January 5 at all Community Parks.
This will include competitions and games between all the parks and a field trip to
Generations. The Gator Gang Holiday Camp for preschoolers will take place at Veterans
Park between December 26 and January 5.
Immokalee
The South Park Recreation drop-in program is averaging between 25 and 50 children
daily who participate in various activities.
The newly formed Girl's Softball program has 47 girls registered.
The Men's soccer league has 10 teams participating Wednesday nights, Saturdays and
Sundays, involving approximately 150 participants.
The After School Program at Community Park has 79 children registered.
The Unforgettable Evening with Santa held on December 8 had 200+ children participate
in the festivities.
Christmas Around the World held on December 9 had approximately 3000 people
participate in the festivities, which included food booths, pony rides, snow slide, games,
tree walk and more.
Golden Gate,East Naples, Veterans, Vineyards
Holiday activities are the highlight of the month at all parks and include Workshops with
Santa, Children's Theater presentations, Walk of Trees, Dances and Christmas Camp.
Basketball and Volleyball Leagues are underway, including the highly successful
Midnight Basketball program funded by the Anti-tobacco partnership of Collier County.
All Parks and Centers have After School Adventures programs going on with an average
of 35-45 at each park every day after school. Golden Gate Community Center and
Veterans Park each have 20 kids participating in a half day"Gator Gang" Pre-school
program. Elementary age kids participate in peewee sport classes at all centers.

Minutes
Committee Members Present: Dennis Gulley ( Chairman ), John Veit, Jason O'Dell, Al
Arcia, Sherry Ashley, Roger Baase and Steve Whittier.
Absent: Michael Dock
The meeting was called to order at 1:05 p.m.
Minutes from the October 17th meeting were approved as presented.
The Committee Members welcomed Jason O'Dell to the committee. Gulley informed the
committee that Oscar Luciano has resigned.
• Items from Risk Management—None at this time. •
• Items from Safety Committee—Jason recommended the placement of fire
extinguishers in all county vehicles for employee safety. At the present time not all
vehicles contain extinguishers.
John Veit will order the necessary equipment, so that we can begin inspections of the
playground areas. Al Arcia will conduct safety audits/inspections once the equipment
arrives.
The committee discussed issues and concerns relating to patron/employee safety.
Items that will be investigated and discussed further involve weather problems that
effect: condition of athletic fields, special events, camps, programs and activities etc.
This will aide in recognizing potential hazards and unsafe conditions.
• Review Accident/Incident Reports —The committee reviewed all accident/incident
reports as presented, which included an overview of Department accidents to date and
a recent Park Ranger incident. All reports have been documented and filed. The
committee recommended a quarterly report be issued to staff which tracks accidents
and injuries. Gulley will work on this document.
• Park/Facility Reports —Committee reviewed and discussed the process that should be
in place for assessing safety issues in each park. Further discussion to follow.
• Training and Education—Sherry mentioned obtaining a film regarding water safety
and weather concerns.
• Old Business—None at this time.
• New Business-Recommendation that Volleyball nets be removed at Aaron Lutz
Park until the grading around the cement slab has been completed. Safety hazard to
• participants.
The next meeting is scheduled for Vineyards Park on December 19 at 1:00pm.
The committee meeting adjourned at 2:45pm.
