People selling fishing trips - Get boat and put it in- gray area Randy did a survey of 10 businesses. Same group numbers average launch 44 north end and 64 south per week. Caxambas people already pay unless you have a sticker for $60 per year. Change to launch fee at all facilities Annual sticker is $60 per year Occupational license - list from tax assessors office - not getting $60 sticker 2. Sticker purchased at one location- go through same agency - be consistent. $400 sticker or $3.00 per launch fee 3. $100 then still $3 launch fee. How enforce? meters at 951, need electricity - may have to jack and bore under road- poles on opposite side. Just change to launch fee instead of parking fee. Change ordinance to give rangers authority to ticket. Can do notice to appear which means go to court. Ticket and would be over with it. Educate public that it is a launch fee. Stipulations can ticket parking violations now but we do not. Someone park on road how do you know actually launch boat? Permit to widen road by 10' road easement area to be paved. Trailers park on top of bike path. Launch fee will affect everyone. See how much usage at 951 and probably get 4 more parking spaces. Need to get some additional dollars needed for enforcement. Can pull people from job bank and can use when necessary 6 PT - can go full time if necessary. Permit - would police themselves a little more control Collier County but not other counties. $60 permit on trailer - launch fee - otherwise $3.00. except at 951. Lake Trafford not considerednow partly due to condition of lake. Caxambas, 951, Bayview and Coco. 951 and Bayview not manned - concessionaire at COCO no help. Master meter - after a period of time will police itself. but would have to start doing it and takes time to educate. Certain times check - spot checks - rangers do it now. Caxambas is OK whatever we do. Coco -concessionaire cannot come to agreement - wants 33% - have to see what we are going to do. Revenue goes into operating budget - been repairing anyway- regular maintenance scheduled - Caxambas -951 - grooves for better traction- propellars wash out sand makes hole at end of ramp. Grooves at ramps, seawall, re-paving lots- $70,000 at Bayview - $60,000 at Caxambas. When you have saltwater you will have maintenance. How distinguish personal use If go with permit and launch fee - beach vendor permits $250. Ordinance says unless approved by BCC - may be signage - no commercial use unless permitted. Insurance? Could show when applying for permit Occupational license - permit for each trailer. Have to decide where sticker goes. 0 #3 A resident or commercial- has to be a sticker. Residential $60 or $3 launch fee Have some other counties - no sticker pay$4 fee mullet fishermen like to stay overnight. Commercial - Ski - a portable sticker? Cannot limit to County only if boater's fee are used. If transaction does not occur in park then $500 each trailer. Maybe cheaper to pay fine. Option 2 - Lindy Option 3 - Ski/John Grice Keep way we are - do something at 951. Charge business $500 to use ramps. All commercial business police themselves. No parking - meter be installed at 951. Pay for permits then will hold everyone to it. Be consistent - be a launch fee . Help self police. Murdo Option 2 - launch fee but do not catch a guide. SKI-MOTION ACCEPT OPTION 3 AT THIS TIME. Take to marina people and County Attorney first. MANATEE PARK - Joe Area was an old farm field but vegetation now coming bank. South Dog Park to serve Marco Island-East, South Naples. Long range plan with elementary school. Phase I-allow airplane facility to exist and also to have dog park-also animals able to use water. may not happen. Concern about us having access-public right of way,privately maintained. 5 acres with parking area and recontour lake. 2. bike trails,disk golf. Soccer field,maintenance area and use existing elementary school. Add additional fields of trails, sccess from 41. Airplance group flphased out. 3. More athletic/dog picnic areas have athletic 3 soccer fields, softball,concessions area and school Little League soccer. Looking at Dog Park/Air Club lake expansion. People do not want used a cut thru to 41. School is receptive. Have separate agreement with each school facility. Phase I-next year get a dog park-with expanded lake-do road some time side of lake. Plane club move out in couple years. Veterans trial period warrants another park. Keep it a novelty and not have in every park-people take more ownership. Open green space for fields then can put in fields at a later date. Mary Ellen left at 4. Palm Springs park too far from Marco Island. When water may have alligators-pathway around it with picnic pavilions. MOTION: Accept Concept 1B, Manatee Dog Park Recreation Park . Motion by Ski seconded by Lindy 4-0. James 3 schools have 6 Little League fields 200' shorter 8 9 10 11 12 4 or 8 in North Naples Regional Park. North Naples area will probably split again- maybe at three schools Work with school before being built - any way to design field for LL used for something else. We use softball field - has portable fence to make it smaller. Grass infield for LL - clay infield makes it easier to maintain and to move bases. Like to play on grass like baseball. Three sits has possiblilities - Pine Ridge, Pelican Marsh and Laurel Oak. 1. Pelican Marsh- off Airport Road- have eexisting field adjacent parking fairly close to field. Concern just 1 field and lot of conflict with Crescent Lakes. Houses back up right to school. 2. Laurel Oak next to gulf Coast High School- off Immokalee Road, Parking is litle distance from ball field. There are houses on southern part of field. 1 field- permanent fencing take away from school field. I* 'Sr 3. Pine Ridge Middle School- 2 softball fields there as well as soccer,full football and a second soccer field. Could give LL type of complex want - 2 fields possible some parking and a concession. Heavily used. Back of church on Pine Ridge. Million five to construct. Golden Gate not as much in demand. North Naples - 3 fields - Little League at school, Veterals LL/softball - active program. ? two at 1 school- LL has a national organization makes them split - they want one facility. Build School a year 1. Barron collier - elementary school, print shop, administrative center. 2 LL, 1 soccer, large pond area passive activity, backs up to high school, roads coming in 2002 or 1003 put money in it. City requesting more facilities - Seagate area-use middle school, have to strip down area 2.5 (2). 100,000. - going in with Barron Caollier Elementary School- has more parking - get in different areas. 2. 2003/2004 - GG- 7 acres left could enhance Stallman property. Boys/Girls club may want to do something with us. have not connected to the property yet. 2004-5 - 18th Avenue NE between Everglades and DeSoto - need to add 20 acres to that - some wellfields out there - need 20 acres to get to community park size. D - 60th Avenue off Everglades Blvd - another community park area. need 20-25 acres. Corkscrew Elementary - no bridge - not sure interested in ball field green passive area south side of canal and 75. Access off 951. 2 other locations have some possbibilites - High school and elementary school middle school and elementary school- hard to get to - no access yet. Out is estates golf course near land-fill. Wetlands DEP, brought us into it - going to be developed with houses, have on impact in Will be involved with most of schools going in. 2002 - 2 north of Imperial- wet lands, no access, bought north areas- Wiggins Pass Road Extension- could share road going in- we need to be in that area. Middle School looks but it is up by price is probably higher. Some areas schools own land but not all. Get with schools before happens - may buy property and hold it until we are ready. Resident overlay on park to see population- everything is Golden Gate and North. School did overlay to get this information. Truck Turnaround C. Transportation at Vanderbilt Beach 1 Irrr I 0 A. Commercial Boating: At the August meeting the Board had conversation regarding the commercial use taking place at County boat ramps. Various I options were discussed and it was decided to enforce the Ordinances as they stand ( prohibiting commercial use at public facilities.) The Department was in the process of having signs made and getting the information out to the public when the Marine Industries Association of Collier County contacted Parks and Recreation, a meeting was held, and this is their proposal. (Written proposal attached as portion of the minutes.) ' Randy Ward of Marine Industries Association of Collier County. We formed a committee and came up with this proposal. The commercial use of boat ramps for boat trailers is an important issue as most boat dealer businesses are not located on the water but have highway locations. These dealers do not perform repair work at the ramp. The most time I would spend at the ramps would be if we were testing a boat, which requires putting it in the water, and this work is done during the week. Our Association uses the proper equipment so ramps would not be damaged, we would help keep the ramps clean, and notify Parks and Recreation of any violations observed. Commercial contractors who would need to load materials would contact the Parks and Recreation Department first - most of the time they are doing work for the County. We would not leave our truck on the ramp after the boat is launched. If performing boat salvage the boat may have to be stabilized in the parking lot before transporting it, but no repair work would be done in the lot. The ramps would be used on a five day week basis and if a launch took place on the weekend the normal fee would be paid. Proof of insurance and a Collier County business license would be needed in order to obtain a sticker. The Parks and Recreation Department would provide the stickers and signage. The first time the commercial users knew of this ordinance was when the dealers were notified that the Ordinance was to be enforced.. 1 Frank Donahue-Marine Service and Supply: We were not aware of the ban of commercial use on launch facilities; however, we are aware of people coming from other counties and causing problems. I have seen jet ski people fill out a contract and leave the skiis. At five the ramps are blocked and no one is there. We are willing to work with the County and pay a launch fee or maintenance fee as long as everyone pays. Marine Service and Supply has been in business for 26 years and makes no money at the ramps. Boats are trailered to the launch sites, boat launched and the truck leaves. Boat launchers are tax payers also and many cannot store the boat at their home or MI have trailers. We offer a launch service and charge a service fee for use of ii tour truck and trailer, not a launching fee. Excess time spent waiting at a ramp is lost money for the business. We do not work weekends - some dealers may put boats in at a ramp on Saturday morning, but we do not. We often help other people at the ramps- get them out of the water,jump start, 2 1 0 Ietc. There are 50 members in our organization and probably another 150 smaller business with maybe just one truck and one trailer. I The alternatives to using Cocohatchee or the City of Naples ramps would be to use Wiggins State Park;however the trees have grown so large there that one cannot get through the gate with a large boat on a trailer. If Cocohatchee I cannot be used, a boat disabled at Wiggins Pass would have to be towed to the City of Naples for service. Private marinas on the water are overwhelmed with service and may charge $300 for use of their ramps to launch a 25 foot Iboat. Allied Marine Group is now servicing only what they sell. This information refers to boat service dealers. Fisherman charter boats are FA different and we cannot speak for them. They do not have an organization but is want to work with the Department on this issue. I If commercial use is not permitted at the County boat ramps, it will have a severe economic effect on the marine service business. IDiscussion: The County boat ramps and park facilities are for the public, residential and not commercial use. That was the way the Ordinance was designed. It appears that there is more commercial activity taking place than Iwas originally thought. l If commercial use were restricted to certain boat ramps, what would happen when weekend chartered boats are using the ramps and most of the parking places are utilized? This would result in the general public not being able to Iuse the ramps. A fee for commercial use would need to be established and the rules enforced. This would necessitate having staff at the designated locations at all times. The commercial fee should pay for staff needed for collection of fees, patrolling the ramps, and a portion of the fee to be put toward the maintenance of the ramps. Although commercial users may be using the proper equipment, the ramps may not have been designed for the heavy equipment sometimes used or the larger boats being launched. kr Fee options previously presented by Department to PARAB - 1 1. Caxambas - charge $5.00 launch fee for commercial use and/or permit for $300 per year. 2. Bayview- Cocohatchee - change parking fee to launch fee of$3.00 and $5.00 for commercial use or commercial permit of$300 per year. 3. 951 install park master meter and charge$3.00 launch fee and$5.00 for commercial use or commercial permit of$300 per year. IEnforcement of regulations will need to take place whether or not a new Ordinance is adopted. I 3 mingimmisomm I Commercial entities(concessionaires with BCC approved agreements with the I County) inside the parks now produce revenue of various amounts: i.e. 7% at $7,000; 32% at $35,000; 5% at 14,000; 15% at $2,000. I How would charge be established- some users would use ramps once a month, some as many as 3 or 4 times daily. Different levels may need to be established. IDecision was made for Murdo to work with the group and bring back more information at the next PARAB meeting,which is to be a workshop Imeeting. B. Community Character Plan (draft) IMs. Ramsey went through the highlights of the proposed Community Character Plan and explained the various map overlays. Linkages to connect I existing parks/facilities with neighborhoods are needed as well as more land for future growth. The large challenge is securing additional beach/water Iaccess facilities for the public. VI. Specific Updates P P I A. Vanderbilt Parking Garage -At the BCC meeting yesterday 10 people were registered to speak about the proposed garage. Although seven speakers were against the garage it appeared that their main concern was with growth in I general in that area. The BCC approved the construction of the garage with the stipulation that it be constructed so additional floors may be added at a Ilater date. The funding is through TDC funds. B. Truck Turn-Around -Another meeting has been held with the homeowners. There will be a turn-around at the end of the streets, galvanized fencing on the property line, no additional landscaping and there will be pedestrian gates on two streets. Hopefully work will start next week. C. Transportation at Vanderbilt Beach -The Department is trying to alleviate iii as much traffic as possible at Vanderbilt Beach. A ramp may be installed directly from the garage down to the beach, eliminating the necessity of going Ito the round-about. It is possible to have a courtest shuttle move people back and forth from the garage to the round-about . Monthly Report - a new type traffic counter is being tested at Vanderbilt I Beach now. If this counter proves to be successful,the monthly user figures will be more accurate. IB. BCC Recap C. Special Event Calendar- Snowfest will be held December 9th- noon until I 9:00 pm. There will be a lighting of the park and a Christmas concert as well as the usual snow piles. ID. Parks Up-Date -Joe Delate did a review of the list included in the packet. E. Recreation Up-Date - Steve Whittier had a handout of the Recreation I updates. He is in the process of preparing a new report which will be shared quarterly. A new position entitled Special Populations Coordinator is being advertised at this time. IF. Adopt A Park Report- Sam Welborn stated that the new Rita Eaton Park looks good. IAp lan for the Manatee Park will be shown at the next PARAB meeting. When the meeting schedule is established for 2001,the Adopt A Park report will coincide with the meeting site. IThe next meeting will be a workshop at East Naples Community Park on November 15tH Meeting was adjourned at 4:00 pm.
