Applicants each gave a synopsis of their experience and credentials, followed
Iby a question period. They were then ranked in the following order after
breaking a tie for third place:

Motion made to accept the rating as stated. Approved 5-0. The
recommendation of Samuel Welborn will be forwarded to the Board of

B. APPLICATION FOR NEIGHBORHOOD PARK—Soll Road, Livingston
I Woods
Presentation was made by Jessica Taylor, 11 years old, requesting a
Ineighborhood park in the Livingston Woods area. The nearest park is the
Vineyards Community Park which is approximately five miles away, and the
proposed new regional park would also be close to five miles away. Children
Ihave to ride bikes or walk along Pine Ridge Road, which is very heavily
traveled,to reach Vineyards. The nearby Community School is private and
I the site is locked when school is not in session. Sandy Taylor, Jessica's
mother, displayed a map of Livingston Woods and indicated a possible
location, approximately 2.7 acres in size at a cost of approximately $85,000.

This parcel would not have an adverse effect on adjacent homes as it is
essentially bordered on three sides by neighborhood roadways. A survey of
the neighborhood had been conducted with the majority of the returns
I

I received indicating favor for a park. There are 124 homes in the area with 20-
30 in the process of construction. Photographs of the lot being considered
were also shown. This lot is visible from the off-ramp of I-75 and safety
Ifactors for children utilizing the possible park were discussed. The
construction of Livingston Road would not essentially affect the neighborhood
I as it will be built west of and run parallel with the existing roadway. The
widening of I-75 would not affect this piece of property either.
I A basic neighborhood park paid for by the County includes basic equipment
such as playground equipment, trash cans, and picnic benches. Landscaping
would be Xeriscape as there would be no irrigation available. The land,
I clearing, and fencing for security, if needed, is also paid for by the County.
Any extras desired would be financed by the residents, possibly by a special
MSTD. The land purchase would come from Ad Valorem taxes or other
I funding sources while the construction of the park would be paid from Impact
Fees. This is a new policy/process approved by BCC on 10/12/99.
IThe evaluation process, per the Neighborhood Park Policy, was completed by
PARAB members—the low score being 86 and the high 99 of a possible 100.
IMotion by Lisa Barnett: Take this recommendation for Livingston
neighborhood park to the BCC . If possible, see if a contract could be
worked out with the owner of the property to secure the price amount
Icontingent upon approval of the BCC. Seconded by Lindy D'Amico.
Approved 5-0. (Sandy Taylor to check on price of property and Marla
I
Ramsey will take consideration of purchase to the BCC.
This application, as it is the first and only one in the required time frame,
I would be factored in the FY 2000/2001 budget process for BCC approval for
purchase of the land and construction of the park. Budget preparations start in
the spring of the year.

VII. REQUESTS FOR DISCUSSION—SPECIFIC UPDATES
ICROQUET/LAWN BOWLING—Pelican Bay Community Park
II Since Mr. Everett's last appearance before PARAB regarding the construction of
a croquet court at Pelican Bay Community Park,he has "joined forces"with Dick
Harshman, who is interested in lawn bowling.

Lawn bowling is not a geriatric sport but enjoyed by all ages. A 4 pound ball is
rolled 20' on the ground and the game is more complex than bocci.

ICroquet is not the typical back yard game and is played with 6 wickets and the
stakes are in the middle of the court.
IThe proposal is to use an area at Pelican Bay to construct 3 courts, 2 that could be
used for both lawn bowling and croquet, and one exclusively for croquet. The
I
loss of green space was brought up for discussion. The area of the park chosen for
the possible location of the courts is fairly clear and vegetation would not be
disturbed. Currently there are no organized"leagues/team" in Naples for either,
I
but there are interested people. Games would need to be organized and clubs
formed. The proposed area would be the size of two tennis courts. A croquet
court covers 9,000 square feet and the lawn bowling court uses 14,400 square feet.
I There would probably be a 4' high fence around the area to protect the high
maintenance area of grass from other activity use.
IThese two gentlemen are proposing to raise funds for construction of the courts
and to pay for the material of the maintenance for them for a period of two years.
The site of the proposed courts was chosen because it would have less impact on
I
the vegetation in the park. The group expects to collect an amount in the low 6
figure range and has approximately $100,000 promised at this time. The dollar
amount of maintenance needs to be further developed and would be part of the
I
capital campaign; however a window of time and a County commitment will be
needed before starting the campaign.
IThe tennis courts at Pelican Bay Community Park are high maintenance. The
County has a contract with a tennis pro at this location. Memberships are sold
I and a percentage of the concessionaire's revenue is remitted to the Department;
however, the courts are available to the public for a certain number of hours per
week.
I Users of thero osed courts would be expected to have a permit(membership fee
P P p
of$100 to $150 per year)to play and this would help cover the maintenance costs.
I
Discussion regarding having instructors to teach the sports and the availability of
the courts to the public was held. The public could come and try the games for 15
minutes or play a couple of times free to see if it were something they cared to do.
IThen it would be expected that he/she apply for a membership. An effort would
be made to have the public get involved as much as possible. Lawn bowling can
accommodate 32 people at a time and the game lasts approximately 2—2 1/4 hours.
Games are usually scheduled at 10 in the morning and 1:30 in the afternoon with
people coming early to practice. A set of bowling balls cost $125; eventually a

person purchases his/her own.
Croquet game times run from 3/4 hour to 1 1/4 hours. This game is a little more
I
complicated than lawn bowling with a strategy a lot like chess and the athletics
comparable to pool or golf.

IPurchasing a small piece of property is not feasible as parking space would also
be needed, as well as restroom amenities.
IPelican Bay Community Park was donated to the County with restrictions that
apply to this particular site. i.e. lighting. The tennis courts had to be close to the
roadway so the lights would not bother occupants of the condos in back of the
I park,there is to be no lighting of the combination soccer/ball field, and the lights
at the playground and basketball courts could not exceed a certain candle power.
The proposed courts would provide a"new awareness"to the Department
summer camp participants and offer an opportunity to try something different.
I Fred Jones and wife, year round residents,may be willing to teach both lawn
bowling and croquet during the summer. The American Lawn Bowling
Association can also be contacted to see if someone would be available to run
Iclinics and events.
People would not donate money unless the project can take place. Maybe a letter
I
could be included with the solicitation for funds stating that under certain
circumstances the donation may be tax deductible. Details could be worked out.
I The facilities would be available to the public; the group would not be looking for
a lease.
' Motion by Ski Olesky: Accept offer to raise funds for cost of the entire
facility and maintenance for a period of two years. Seconded by Lindy
D'Amico. Approved 4 to 1. Mary Ellen Rand opposed.
VIII. OLD BUSINESS
IDOG PARK—A meeting was held last Tuesday. The Department is currently
i I
obtaining a cost on fencing, the wording of the signs and rules are being
completed and will be reviewed by the Dog Park committee. Basically the rules
from other parks were taken and implemented, with more rules, if necessary,
added in the future. Several businesses and organizations have offered to donate
items. The fence, water line and signs are the only forms of construction needed
at this location. The Commissioners are getting excited about this park and wish
to have a dog participate in the dedication; this is a chance for the committee to be
very creative. The area could be rented out for dog obedience instruction, or to
dog trainers, providing an opportunity to generate revenue.
CITY OF NAPLES— The City is going to ask the Rowing Club for a larger
financial donation or try and limit their involvement in the project. City does not
feel that having the aquarium located there will have an impact on the area.
Things are currently in a holding pattern. The site could grow by two acres if the
current mulch staging area were utilized but this is not expected to take place for a

Ifew years. The City is to decide what they really want at this location and then
come back to the County for input.
IGoing down route 92 into Goodland there is an area that is suitable for canoeing
and kayaking. The area is sandy and the water is shallow—at low tide sand bars
I are visible. Kayaks, canoes and shallow draft boats can go through Palm Bay to
Collier Seminole Park.
I There are no kayaks at Bayview due to the amount of boat traffic. The rip rap at
that area is going to be redone.
I The Department may have found a spot for a boat launch facility in Goodland.
Originally condos were going to be constructed on the site, but the owner of the
property recently died. Real Property is obtaining an appraisal on the 4 i/2 to 5
I acre which is totally cleared. Right now there are test pilings and some rubble on
site. Goodland people have called looking for a location for picnic grounds and a
playground. We may be able to provide that and have a boat launch with 60
Iparking spaces. The marina is located on the other side of the proposed property.
Decision to elect PARAB officers deferred to next meeting when there will be a
Ifull Board.
IIX. REPORTS/UP DATES
IA. MONTHLY REPORTS
The Director expressed concern over the user figures as they are not consistent
and appear inaccurate. A different type of car counter is being investigated to
see if a more reliable method may be used for vehicle counting. The vehicle
count is multiplied x 2.4 to obtain a user count at most locations. The
fluctuations at various sites are too great to be accurate.
B. BCC RECAP
i
Nothing more has been heard from Mr. Wallace regarding the shuttle to
i beaches from Light House Bay Development in Lee County. He has not gone
before BCC at this point.
It appears that the Gulf Coast Skimmers have resolved their differences and
are back in action. John Gursoy is the official president of the group which
has a 30 year lease with two renewal options for 30 years each(90 years total).

Conners Park—if street is to be widen we may have to change our design
somewhat.

Clam Pass—Going to use recycled plastic on the boardwalk and hope to
begin in March. The Registry is going to upgrade the concession on the
beach.
IExotics—Doing bids at four sites.
IEagle Lakes—Just about down to five items on the punch list. The fields are
growing in and should open the baseball in early February with the soccer
I
fields opening in March.
Golden Gate Community Park—finished Phase I of pathway around the
I
park. Phase II bid will go out in March and be done in September.
Immokalee—Design lights for soccer field. Will be bid in the spring.
IMax Hasse—Under design. Bid in June for the communitycenter,

lot and landscaping.

North Naples Regional—Design awarded to Bellomo g g Herbert& Co. and
negotiations are underway for a contract.

permitting time frames.

Bike Path Along Canal from Golden Gate Community Park to 951.
Received an easement from Forest Park through the site project. Working on
I next 8 properties. Received a 20' easement through Golden Gate Health Park
PUD.

Boat Launch—Barefoot Beach—canoe launch, nothing motorized. Markers
are going into the bay area and come back, making a 1 '/2 mile loop.

Hiring another Project Manager; an existing vacant position has been
reclassified.

C. ADOPT-A-PARK REPORT
ILisa Barnett reported visiting Golden Gate Community Park and her surprise
at the large number of people using all the facilities in the evening.

Clam Pass—Red Tide was evident. The canoes locked up there belong to the
1 Pelican Bay Foundation. The public can launch a canoe there but has to carry
it through the access point. The Conservancy also conducts a nature tour on
the boardwalk every morning at 8:00 am.
Both parks were clean.

I On January 15, 16, and 17–a holiday weekend - Lisa spent the better part of these three
days mowing,trimming, and cleaning all around the mounted patrol barn at Domestic
Animal Services. (This is the home of the Park Ranger horses). Lisa performed this task
I on her own time and put forth a great deal of effort. She has a fondness for the horses
and wants them in a safe, well maintained, attractive area The farm has been in
disrepair, without much attention, as plans are in process for moving to a new facility
I
next year.
Her great attitude goes beyond this effort also. Lisa is proactive in all of her tasks,
I
offering suggestions and pitching in to help. She promotes all of our recreational
programs and facilities, has a great rapport with the public —informing, visiting and
ensuring compliance.

' • Conner Park
Continue to design park. Coordinating with road work (111th Avenue N), adjacent
' developer (Dunes) and staff. Preliminary plan is completed. Working on agreement
for developer to construct park, with completion during summer of 2000.
• Clam Pass Park Boardwalk
Design and specs of re-decking almost complete. Plan on using recycled plastic
lumber. Working with Registry Resort on doing work with same contractor as their
work. Facility will be closed from June 1 — September 15 for work.
• Eagle Lakes Park
' Park is basically complete. Baseball fields are being played on. Soccer fields are
completing grow-in and will be played on in two weeks. Rectifying minor electrical
work.
Lighting project for soccer field#2 is underway.
• Golden Gate Community Park Walkway
' Health Park PUD approval dedicated walkway easement to Collier County from 951
west for 1,500 l.f. Letters sent to adjacent property owners inquiring about easement
donation. Forest Park under construction. Will build first part of pathway.
• Park Pathway PH II will be out to bid April 1. (asphalt pathway through GGCP).
• Immokalee Soccer Field Lighting
Design is continuing
' • Lely Barefoot Beach Canoe Launch
Gravel is installed. Fence/gate is being installed. Signs are being designed. Opening
will be April 1St
• Max Hasse Park—Phase II
Design of Community Center and Phase II is underway. Planning on bidding project
' in June.
' • North Naples Regional Park
Consultants are preparing for proposal and scope of work prior to negotation of
consultant's design fee.
• Pelican Bay Park
Working with croquet/lawn bowling groups on site. Have proposed location.
