Lindy D' Amico remarked that the last meeting was a very productive one and
contained a lot of information. She made the MOTION: Approve minutes of
October 27,1999, meeting. Seconded by Charles McMahon. Approved 4-0.
REMARKS BY MARLA RAMSEY:
Community School has been notified that the request to store sailboats at Caxambas was
denied. Letters have not yet been sent to the parents that came and spoke to the Board.

Construction of a croquet court was denied at Pelican Bay Community Park although
the offer had been made to pay for the construction of the court. In addition to high
' maintenance requirements,the usage of the court would have been restricted to the public;
one of the Department goals is to have all facilities available to the general public.
' Lighthouse Bay — The feeling is that Mr. Wallace, the developer, will further pursue the
issue of having a shuttle drop-off area for Lee County condo residents. If the request
does go before the Board of County Commissioners, PARAB's recommendation to deny
the request will be noted. The main reasons for denial were the possibility of others
coming before the Board for the same reason, lost revenue, the sensitive nature of the
' Preserve, and the residents of Barefoot would not be happy with amount of traffic along
Lely Beach Boulevard

Mr. Mueller introduced Jean and Dan Reily from Marco Island. This couple belongs to
the Friends of Tigertail Beach organization and were sitting in on the meeting as
interested citizens with no particular issue in mind.
V. PRESENTATIONS The monthly Attitude Award was presented to Osmin
Conde, Crew Leader at Sugden Regional Park and Eagle Lakes Community Park, for
his positive attitude and his outstanding work.
VI. No item on the agenda.
VII. REQUESTS FOR DISCUSSION — SPECIFIC UPDATE ITEMS
A. City of Naples: Ms. Ramsey had a conversation with Don Wirth, her
counterpart at the City of Naples, whose Parks and Recreation Board had
requested a joint meeting with this Board. The City is requesting the meeting
to discuss the possibility of funding a joint project for a boat launch facility
for canoes and kayaks. PARAB would be able to have input for the design in
lieu of just a request for funding. The Rowing Club would be there also as a
third party. The City meets the 2❑d Tuesday of the month at 10:00 am on
December 14, and PARAB's meeting is the 15' of December at 2:00.
MOTION by Lindy D'Amico: those able to go to the City's meeting on the
14" attend. Seconded: Charles McMahon. Gather the information on the
14" and then discuss the proposal at our regular meeting. Motion carried 4-
0. Ms. Ramsey to obtain location of the City meeting. PARAB's next meeting
will be held at Eagle Lakes Community Park.
B. Dog Park:
Linda, Lisa and Murdo walked the proposed area in Veterans Park.

An Executive Summary will be presented to the BCC December 9', with the
approximate cost of $15,000 to get the park started. Linda and Lisa may be
able to get some things donated e.g. dispensers, etc. and if some of the
donations are definite by that time Lisa could present this information to BCC.
Donations could be recognized with an inscription on the item itself or all of
the donations listed on one plaque.
OLD BUSINESS:
Capital Projects: The list enclosed in the packet indicates the larger capital items for
next fiscal year. This informational sheet indicates the projects, dollar cost, person
responsible for the project, and the time frame to complete same. Several more projects
have since been added. There are also smaller capital projects, usually less than $10,000,
in individual cost centers in the operating budget.
Parks and Recreation entire budget amounts to approximately $17,000,000, with the
Department employees numbering 155 regular employees, and 100 seasonal people.
Marco City — South Beach Access: The County was planning to spend $5,000 to do the
first 60 feet of the area — brick pavers, trees, benches, etc. As Cape Marco was given
approval by the City Council to build 4 stories up, they in return are going to design and
pay for improving the entire length of the access. Apollo has an outflow which has been
running onto the County property and the City is also having that corrected.
Public Golf: This item has been put on hold by the Board of Commissioners. The
landfill area is one mile past the urban area and it will be 18 months to three years before
development can take place. Also, in that area there are two outparcels totaling
approximately 30 acres that Real Property has been researching to see if the owners
would sell. There is one existing private golf course that is for sale and the Department
is searching for more information to determine whether it would be worthwhile turning
an existing private course into a municipal course.
North Naples Regional Park: The $700,000 represents the first phase dollars for design
and permitting. The time frame represents design through construction. On November
' 23 the BCC will give approval to negotiate with the top three designers: (1) Bellomo
Herbert, (2) Wilson, Miller, Inc., (3) Herbert Haback.
tBluebill has been renamed Conner Park.
Golden Gate Community Center - Plans called for construction of a roller hockey rink
but user figures in the area are down. These plans will probably be revised to eliminate
the new construction and cover the existing rink at North Naples instead..
Sugden Regional Park - $350,000 includes a path around the lake, bathroom, and
maintenance building; it does not include the Nook. Dr. Jackson has a plan for this
'
project and is doing some fund raising. This portion will no doubt be a long term
enhancement project. The County will be doing the bathroom, fencing and landscaping.
'
Golden Gate Community Park Pathway — The goal is to have an off road linear park
site safe for biking, walking, etc. away from traffic. The path will start at Golden Gate
Park, wind through the adjacent development of Forest Park, back along the canal and
'
end at the golf course next to 951. The last parcel next to 951 has a PUD, not residential,
and the Department is asking for a 20 foot wide path along the canal. South Florida
Water Management has an easement in the area and a pedestrian overpass would be
'
constructed at 951.
' A copy of the existing sketch will be sent to PARAB members.
Vanderbilt Beach Access - There is a piece of property near the Vanderbilt Inn which is
a road right-of-way, but does not go back all the way to the beach. Discussions have
been held about the possibility of this being used as an access to the beach or going
through to the State Park. At the present time there are rumors that the Vanderbilt Inn
' may be sold.
Tigertail Beach — Plans are to remove the existing concession trailer and construct a new
building. The flood plane has been changed so the deck may have to be elevated. An
architect doing the design may also look at replacing the boardwalk, but at the present
' time plans in place are for the concession area only, not the entire boardwalk. Railing
and boards are replaced on the entire boardwalk, as needed, with recycled plastic material
as a long term maintenance project.
' DAS — (Domesticated Animal Services) — our horse stable is moving to the new building
being constructed at the corner of Santa Barbara and Davis Boulevard. The Department
' has three horses used for mounted patrol that will be stabled here. The cost is high but
building costs are up — a 20 x 20 pavilion with no walls recently constructed at Pelican
Bay cost $40,000. Property at this new site was donated to the County. The old site at
' Airport and Orange Blossom Drive will become a library site.
UPDATES: The monthly report is not included in this packet as figures for the
' concessionaires are not available until after the 15'h of the month. The October report will
be included in the next packet.
' PARK PROJECTS:
Eagle Lakes Community Park. The dedication was held and the park is open with
some limitations. The athletic fields are closed and will open approximately December
I" — this is due to the extended sod growing time required by cooler weather. Seventy-
five per cent of the punch list has been completed. On December 12`" a rock and roll
concert will be held at this site with Eddie Money the featured entertainer. Admission

will be a donation of canned food. With an anticipated attendance of 8,000, the parking
lot at the Hitching Post Plaza may have to be utilized.
A suggestion was made that this would be an excellent location for a craft show.
Max Hasse Park, Sugden, Clam Pass, Immokalee and Eagle Lakes are all at different
points.
Barefoot Beach — a permit has been received from DEP for a low impact canoe launch,
with construction to be completed by next year. It will be approximately 30 feet wide
and stop at the water's edge.
Conner Park — The Department is having communication with Transportation and
Planning regarding a turn lane at this location. There is still controversy regarding the
intersection, so the buffers will be placed further back to avoid future moving.
BCC RECAP: Not included in this packet.
Gulf Coast Skimmers — BCC arranged for both sides to suspend operations until a
decision determining the official officers of the organization has been made by the Court.
The current agreement is between the Gulf Coast Skimmers and the County, and that is
the only non -governmental agency allowed to have boats on the lake.
Eagle Lakes — A Change Order has been requested for the concert.
There is no vehicle entrance on the south side to the Lely development.
Grants — An application for a grant for the Eagle Lake Community Park has been
completed with the results not being known until May or June. At one point in time a
grant writer was included in the County Budget but was then eliminated. Negotiations
took place with one contractor, but the contract proved to be unfavorable for the County.
There is much more competition for a federal grant than a state grant — if the dollar
amount involved was very large a consultant would be hired.
ADOPT A PARK — Lisa was scheduled to report this month. A list of sites will be
compiled for the next meeting with names to be assigned.
NEXT MEETING — December 15, 1999, 2:00 pm at Eagle Lakes Community Park
concession building.
Mr. McMahon remarked that he had attended the dedication ceremony at Eagle Lakes
Community Park and it is a beautiful site.
Mary Ellen Rand reported that she had attended a meeting where presentations of design
of open space areas were discussed. The County has approved $250,000 for a consultant
to look at parkways, green belts, etc.

The Open Space, Parks and Recreation, section of the Growth Management Plan had
been sent to some members. Anyone who had not received a copy will be provided with
one.
Meeting adjourned at 3:25 and members were taken on a tour of various Parks and
Recreation sites in Immokalee.

The Adopt -A -Park Report is provided by the Parks and Recreation Advisory Board. Each
PARAB member visits their adopted parks and gives a detailed report of the parks'
condition. The purpose of this report is to help Parks and Recreation Department to
continually improve in maintaining park facilities. The best time to visit is evenings and
weekends when parks are heavily used.

I understand that the Board has one term expiring on December 31, 1999, representing the urban area.
Since my retirement from Collier County in March 1998, I have continued as a Professional Engineer in
private practice with my firm T. A. Donegan & Associates. I continue my association with the local and
state professional engineering community.
While with Collier County, I was assigned as Project Manager to several projects for the Parks Department,
including: Barefoot Beach Restoration and Bath house building; Cocohatchee Park and boat ramp; Golden
Gate Community Center; Vanderbilt Beach Bath house, Aaron Lutz Park improvements; Bayview Park

This is an application for the position as an urban representative on the Parks
' and Recreation Board. I have lived in the urban area of Collier County part-
time 1978-1982 and from 1986 to present full time. From 1986 to September
1998 I was the sole Caregiver for my wife who has Alzheimer's Disease. She is
' now in the Alzheimer Nursing unit at Lely Palms and now I have free time to
volunteer my services.
As may be seen from the enclosed Reader's Digest version of my 50 years of
professional work, I have been a University professor involved with many
different aspects of ecological topics regarding nature study and outdoor
environmental educational programs. In fact six of the 15 books I have
authored or co-authored contains Chapters pertaining to outdoor recreational
education.
Living in the urban area of Collier County for more than 17 years has given me

Dr. Daniel F. Jackson retired from Louisiana State University (LSU),
' Institute for Environmental Studies as Director and Professor in June,
1986. Prior to joining LSU, Dr. Jackson was Director and Professor of
the Division of Environmental Technology and Urban Systems at
Florida International University (FIU), Miami, FL as well as Founder and
' Director of the University's Drinking Water Quality Research Center
(1973-78). At FIU he was responsible for four academic units,
Environmental Planning, Water and Waste Management, Urban
' Systems, and Environmental Health. Dr. Jackson has been associated
with Florida's aquatic ecosystems for 25 years.
For 10 years, Dr. Jackson was a Full Professor in the Environmental
Engineering section of the Dept. of Civil Engineering, School of
Engineering, Syracuse University (1963-1973). Some other positions
' held by Dr. Jackson include Hydrologist, U.S. Army Corps Engineers,
(1950-53). Director, Charles C. Adams Center of Ecological Studies,
Western Michigan University, Kalamazoo, M1, (1955-59), Associate
Director, Potomological institute, University of Louisville, Louisville,
KY, (1959-1963) and Environmental Editor, Civil Engineering News
1990- 1993.
' Dr. Jackson has received many awards for his teaching-rosearch-
community forte including the 1963 Rotary International award for the
"Advancement of Science in the State of Kentucky"; the 1973
' "Distinguished Service Award" from Syracuse University; the 1977
"Recognition Award" from FIU, and the 1964 "Leadership Award" from
LSU. Dr. Jackson has been involved with numerous undergraduate and
Lo graduate courses and research concerning environmental issues. He
has been the major professor for 39 M.S. degrees and 21 Ph.D. degrees.
His Ph.D. degree is from the State University of New York, College of
Environmental Sciences (1957) in limnoloby.
Dr. Jackson has published over 100 scientific papers and reports
including 15 books. One of his major studies, "Removing Potential
Organic Carcinogens and Precursors from Drinking Water" was
published by the U.S. Environmental Protection Agency. This
publication was a result of an $890,000 EPA project Dr. Jackson
designed and administered at FIU. Dr. Jackson organized and directed
two International Conferences on Algae a NATO sponsored program
"Algae and Man"(1962) and a conference supported by NY STATE "
' Algae, Man and the Environment" (1968). Dr. Jackson was a charter
member of the USFWS Manatee Recovery Team.
' Dr. Jackson has obtained and directed over $6,0009000 in research
grants/contracts. Dr. Jackson and his wife, Dr. Bettina B. Jackson,
have traveled to 119 countries.

The Naples Marine Education Center is the nonprofit educational arm of the Marine
Habitat Foundation. Its mission is to educate the public on our local waters and estuaries.
The Naples Aquarium will be a showcase of Southwest Florida's aquatic ecosystems.
Through tours and hands-on experience, we intend to educate local residents and visitors
alike on the inhabitants of our waters and how we all play an important role in their
survival. We are guided by the old Kenyan proverb, "In the end, we will conserve only
what we love; we will love only what we understand; and we will understand only what
we are taught."
We were formerly located on 10' and 10' in old Naples, but the building was
recently placed under contract and our lease was terminated. We have an active board
and more than $50,000 worth of equipment. In addition we already have our permits for
collection and displaying of salt water and fresh water species, and our discharge permit
is in order. All we need is a home.
The Marine Habitat Foundation is requesting that you consider leasing part of the
recently donated, Pulling property, located on Goodlette Road, to relocate the Marine
Education Center. Location on the Gordon River provides easy access to the same water
from which our fish will come. The property would also be a good choice as it is located
near the newly renovated 5' avenue - Goodlette corner affording us walk -by traffic.
During our first two seasons in our previous location, we educated more than 50,1000
visitors, proving there is a need and a want for this type of educational facility. In
addition to guided tours of the aquarium, some of the programs we offered and would
offer again include:
♦ Free teen seining trips (in conjunction with the City)
♦ Summer camps (ages 5-12)
♦ Lectures at the pier ( In conjunction with the City)
♦ Field trips for school children
♦ Seining trips for children under 12
♦ Volunteer opportunities - For all ages
♦ Hosting community events - Business After Five, fishing tournaments, fund
raisers, etc.
In the future we would like to expand our community offerings to include:
+ Lecture series
+ Educational boat trips
+ Summer camps for all age levels
+ Mobile aquariums for outreach programs
+ A reference and video library
+ Partnering with remote satellite education programs
+ Partnering with local universities for aquatic research projects
We have already begun to move forward on many of these projects. We have had
discussions with The Rosenstiel School of Marine and Atmospheric Science, and they
are excited about doing a lecture series for us. We have had many meetings with Mote
Marine, and they are willing to partner with us, by offering to help with a variety of
displays. The Collier Reef Research Team (CRRT), a group of volunteer divers, will
dive Collier County's artificial reefs and collect data on the types and numbers of fish for
the DNR, in cooperation with the Marine Habitat Foundation. Displays will be
developed showing the information that our divers collect. Charter fishing captains and
fisherman in general, have expressed an ongoing interest in where the fish are! With the
right design, the building could be used by other community groups as well. Allowing us
to locate on the Pulling proputy, will bring the Naples Community these educational
opportunities, and much more.
Potential Exhibits
• Touch tanks
One tank will contain starfish, conch, shrimp and a variety of crabs.
Another tank might contain stingrays, batfish, horseshoe crabs, sand dollars, flounders and
a host of other touch friendly creatures. Here we will teach about how to handle, or not
handle, the creatures they may encounter on the beach.
• A life -cycle tank
This tank will feature several vital ecosystems including mangroves and sea grasses. Here
visitors learn about juvenile habitation, and why it is so crucial. Also included in this tank
will be stone crabs, blue crabs, spiny lobster, scorpion fish, as well as a host of juvenile
fish.
• A large main tank
It will be home to some of the most popular fish in Southwest Florida. Visitors may see
shark, grouper, snapper, snook and a myriad of other species. Feedings will be performed
several times daily for the enjoyment of our guests.
• Our Science Bench/ Lab
Here we will provide visitors with an opportunity to view tiny planktonic organisms, as
well as blowfish, maybe a moray eel or two, pity oct6puses, baby allig" ,
other unusual species. We will teach about water quality, and how it effects the
organisms.

The reef tank will be home to some of the species-bund around the Florida Ieys.r
we will teach about the symbiotic relationships of marine organisms such as the clown fish
and the sea anemone. We will also talk about artificial reefs and there effect on the gul£

It was good to talk to you earlier this week. As we discussed, I share your concern for the future
of the Naples Aquarium and want to express our fullest support for its ongoing operation.
This year The Conservancy of Southwest Florida is celebrating its 35`h birthday. The vast majority
of our accomplishments during our 35 years would have been impossible without a strong
environmental education program that has helped educate adults and children about the unique
environment of Southwest Florida.
The Naples Aquarium has also played an important educational role in this community, with
important focus on Naples Bay and our estuaries. Your efforts have helped raise awareness about
the life that inhabits our nearshore areas and how humans have impacted that life. Such education

I. Introduction
Collier County, in the development and implementation of a comprehensive recreation
and open space element, is challenged with four factors that influence the design of a
comprehensive element.
Growth is unprecedented. Collier County's permanent population is expected to
increase from it's 1996 population of 196,333 to a 2005 permanent population of
275,999 people. The county's seasonal population in 1996 is 277,019 and is estimated
by 2005 to reach 377,965. This population during the season places even a greater
demand on the existing facilities and recreation system particularly in the tourist related
activities such as our beaches.
Factor two is that the County's parks system, from its inception in 1979 through 1986
relied heavily on the school system and the city for providing management and
implementation of programs and facilities. The County park system is now current with
1996 population recreational needs but needs to continue park development to keep
pace with County growth.
Factor three is funding. The capital investment for development and operation of County
parks is still critical to keep pace with County growth. Current funding resources include
impact fees, user fees, state grants, private donations, and ad valorem taxes.
Factor four is to ensure that the quality of life here in Collier County is maintained and
that the minimal standards for levels of services reflect a commitment by the county to
enhance the quality of life for our residents and winter visitors and to provide
recreational opportunities for youths, adults and senior citizens to enjoy a healthy and
productive life style in Collier County.
These four factors have led the County to created this Recreation and Open Space
Element that recognizes the Community Parks of the county as the "hub" of its park
system supported by a larger regional park and beach/water access facilities. By 1996,
the County has built 8 community parks, 10 neighborhood parks, 12 beach access
parks, and has park land for 3 community parks and 1 regional park.
Park and Open Space System
The park system is supported by the City of Naples which serves city residents through
its neighborhood park system, the State through its regional preserves like Fakahatchee
Strand, and the private sector facilities such as golf courses.
The County will continue its responsibility to develop a quality integrated and
comprehensive park system, and maintain and operate the park system as a vital
function of the County government.

Keeping Pace with Future Growth
The County in the past recognized the importance and deficiencies in the then existing
recreation parks system. The 1996 park system has evolved to a point which eliminates
past deficiencies. Now the County has targeted its efforts to future park land acquisition
and park development to keep pace with County growth.
The Collier County Government will take an active leadership role in providing the
present and future recreational needs for our residents. This role should include
continued acquisition for beaches as funding and resources allow, development of the
community parks system, securing of regional park lands and development of special
facilities which cannot be provided by other public entities or private enterprise.
There is a need for a balanced comprehensive recreation and park system to keep pace
with our rapid growth and to protect our quality of life and recreational opportunities.
This recreational demand is a result of our increasing population, more leisure time and
greater personal mobility. Our population growth has stressed the ability of the County
to provide adequate recreational opportunities. In addition, meeting recreational needs is
complicated by increasing land cost and limited land suitable for parks. Therefore, the
County's challenge is to find ways to acquire park land to meet future growth.
While the Comprehensive Plan recognizes the need for adequate park land, it is also
important to ensure that planning for a balanced community recreation program is
addressed and implemented. A balanced comprehensive program will insure the
activities meet the spectrum of our population from youth to senior citizens, from
handicapped individuals to the economically disadvantaged. Planning for these
recreational needs include the ongoing evaluation of existing recreational activities,
identifying deficiencies, and developing strategies for implementation for these social
recreational services and needs.
Summary
It is the intent of the Recreation and Open Space Element plan to know the factors that
affect a recreation demand; to develop recreational and park standards; to inventory
recreational facilities and open space; to determine present and future recreational
need; to continue to ensure the implementation of goals objectives and policies; and to
use this Comprehensive Plan Element as a strategy for meeting the recreation and open
space needs in the County.
II. RECREATION PLANNING PRINCIPLES
There are several principles of parks and recreation planning that have been developed.
These planning principles are integral to ensure the success of the planning process
and to ensure that a quality standard is part of the process. They are:
Public parks and other recreation facilities should be situated in an equitable
manner so that all citizens have the opportunity to enjoy them.
2. All people should have the access to recreation activities and facilities regardless
of interest, sex, income, cultural background or physical handicap.
3. Property should be acquired to the actual need and ability of the County to
develop in order to insure for adequate parks and recreation opportunities in the
future.
4. Lands acquired for public recreation services should be dedicated in perpetuity
for public recreational use only.
5. Public park and recreational facilities should be designed and constructed for
appropriateness and attractiveness in the areas where they are to be located.
6. Properties and facilities should be adaptable for future requirements.
7. Citizens should be involved in the planning process.
8. The local, regional and state plans should be integrated.
9. Parks and recreation facilities should make the most efficient use of the land and
should be designed and managed to provide for the convenience, health, safety,
welfare and pleasure of intended users and should represent a positive example
of design, energy use and concern for the people and the environment.
10. Parks and recreation facilities should not be limited to daylight use only.
Illumination allows more effective utilization of the parks thereby increasing
efficiency. The lighting system should be planned to encourage active
participation rather than passive observation.
11. The planning and design process should provide a rational basis for community
action in order to improve leisure opportunities.
III. PARKS AND RECREATION TRENDS AND ISSUES
Park land, particularly beach access, is becoming less available and feasible to
purchase due to escalating land costs.
2. There is a lack of open space and a need for natural areas.
3. Residents of economically disadvantaged areas are dependent on public
recreation facilities. Residents of more affluent neighborhoods have a wider
range of recreation alternatives. Providing adequate parks and recreation
programs and facilities is a priority item for economically disadvantaged
populations.
4. The location of parks and recreation facilities is a primary factor effecting the
success of -recreation programs. Consideration must be given to the population
density and location of new facilities.

5. The County and other agencies responsible for the delivery of leisure services
must take into consideration the recreational needs of special populations and
economically disadvantaged populations.
6. The availability of State or Federal assistance for park acquisition and
development is declining.
7. A coordinated effort of all park and recreational providers must be developed to
ensure an adequate and comprehensive park and recreation system to the
residents of area communities.
IV. THE DEVELOPMENT OF RECREATION STANDARDS FOR COLLIER
COUNTY
Public surveys in 1981, 1983 and 1986 were taken to measure demand for
recreation activities and facilities.
2. The NAPS, FPPA, Lee County and City of Naples standards were examined.
3. In Collier County Growth Management Parks and Recreation Sub -committee
established in 1987 analyzed and recommended levels of services for Park and
Recreation Facilities.
4. The Collier County 24-member Growth Management committee appointed at the
Collier County Commission in 1987 reviewed levels of service for Parks and
Recreation Facilities in public hearings.
5. The Collier County Planning Commission reviewed levels of service in public
hearings in 1987.
6. The Collier County Commission reviewed levels of service in public hearings in
1987.
7. The Collier County Parks and Recreation advisory Board appointed by the Collier
County Commission, reviewed and recommended the levels of service in the
plan in 1987.
8. Henderson, Young and Company, a professional consulting firm, was hired to
assist in coordinating the Growth Management Plan and assist as a resource in
the developing of standards for the Collier County five (5) year Growth
Management Plan.
The Survey
Public surveys were taken by staff and volunteers in 1981, 1983 and 1986 which
identified community needs. Survey results reflected needs for increased recreation
facilities and recreation program opportunities.
Facilities such as pools and ball fields were identified as needs within the service areas
of Golden Gate, Immokalee, North Naples, Marco Island and East Naples.
National Recreation and Park Association and Florida Recreation and Park Association
Minimum Standards. The minimum standards developed by the National Recreation and
Park Association in 1983 by a sixty-five person taste force reflect a guideline for
minimum standards and for parks, recreation, open space and facilities.
The F.R.P.A. standards were developed in cooperation with the Florida Planning and
Zoning Association in 1978 as a guideline for standards directly related to Florida. These
minimum standards also reflect facility standards associated with recreation and open
space.
Examination of Standards from Other Communities
Standards from other communities were also examined for recreation.
The City of Naples, Lee County, Palm Beach County and Seminole County were
examined for recreation and open standards.
State of Florida Outdoor Recreation in Florida 1985 and 1987
The standards and plans for the State were received for consistency and standards of
development.
Collier County Comprehensive Plans: 1978, 1983, and 1989
The County Comprehensive Plans, particularly the recreation and open space element
were reviewed for application and standard development.
Standards specific to Collier County
Standards that reflect Collier County's role and responsibility in a Leisure Service
delivery system were reviewed and developed. Specific leading roles in developing
Community Parks supported by acquisition of land for a regional park were recognized
along with acquisition of additional saltwater beach. Private and semi-public golf
courses development were also recognized. Private and semi-public tennis courts
availability also affected the County's role in supplying these type of facilities. The
standards reflect a percentage of responsibility for each type of facility. Including
recognition of all suppliers, both public and private sectors. Neighborhood parks will be
primarily provided by the private sector and the City of Naples with the County's focus
on larger park types.

VI. Capital Improvement Element
The County's Capital Improvement Program specifically identifies the current and future
recreational needs of the community, a general geographic location of where facilities
will be constructed, and a proposed time table and budget.
The community supports parks and recreation capital improvements, as was indicated
by the passing of an $8 million bond referendum for the five original community parks in
1982.
With a comprehensive plan for capital projects and both community and administrative
support, Collier County should continue to prosper in the development of a well rounded
park system that provides adequate recreational opportunities and open space. The
improvements for the parks capital facilities are updated annually as part of the Annual
Update and Inventory Report (AUIR).

Parks and Recreation Advisory Board
Ms. Ramsey:
I received your E-mail (dated December 6) in response to my first E-mail to you
following the meeting of September 22 (in which the Board PASSED a motion to look
into a location and designate a portion of beach for dogs on a trial basis).
Now, you tell me the PARAB (Parks & Recreation Advisory Board) is not
recommending allowing dogs on the beach. Could you please tell me which meeting this
occurred at? I have sent you several E-mails requesting to be notified of any meetings
pertaining to this issue, with no response from you until now. My husband and I are now
requesting information on any meetings, which may have occurred, and the minutes of
those meeting. We do not agree that a portion of the Veteran's Park be allotted for a Dog
Park. This is a waste of $15,000 when the County has many `family' parks now in which
dogs should be allowed to walk on a leash under the control of their owners (including
the Beach parks).
Until we have been given a `qualified reason' as to why dogs are not allowed on the
beach with documentation and/or proof there is a problem, we will continue to pursue
this. So far, all we have heard are `fears' and `concerns'. These are not valid unless you
have some documented proof of a problem.
I brought statistics from Sanibel Island (where dogs are permitted anywhere there is a
public area, park or beach), the Collier County animal control code, and signed petitions
to the September 22 meeting, and no one was interested in hearing or seeing any of the
documentation, statistics or evidence. It is our opinion that to resolve this issue the Parks
& Recreation Board and/or the Advisory Board, examine the evidence in order to provide
an educated opinion. It would appear that PARAB does not represent the people of
Collier County, but their own personal agenda and 'feelings'. If this were not the case,
then PARAB would have received, examined, evaluated or otherwise weighed the real
world information concerning this issue.
Other concerned parties and myself are more than prepared to debate this issue in a
public forum. We will continue to research this issue as well as investigate the steps
necessary to bring it to a referendum. There is an old Roman adage: "what affects all
should be decided by all".

As a Collier County taxpayer, I am concerned over the news that Parks and Recreation is
presenting a recommendation to the Collier County Board of Supervisors to spend $15,000 on
a "dog" park within an existing "people" park.
Collier County has sufficient leash laws enacted and currently enforced by police and animal
control personnel. Why create another "zone" within society? It would be more practical and
fiscally responsible to amend your current leash laws to allow leashed pets in the parks and
on the beaches. A survey taken last summer supports amendment action as I'm sure you are
aware.
While complying with the law, pet owners should be allowed to frequent all public outdoor
areas, including parks and beaches, with their leashed pets. Pet owners who do not abide by
the leash laws should be cited.
My recommendation, Ms. Ramsey, is that you advise Parks and Recreation to rethink this
issue and present to the County Commission a revision to the leash laws allowing leashed
pets on beaches and parks and use the $14,500+ you will save on something that is really
needed.
Government is frequently expert at complicating instead of correcting problems and this issue
is just another case in point. Having been a career government employee, I have some
expertise in what I write. Why not just keep it simple for a change?

I understand that there are no tables/chairs at Eagle Lakes and I will need to borrow
some from East Naples. Shall I contact Bill Finch or the Crew Leader to make

Pasty,
i am sorry that you do not see the Veterans Park project as a possible stepping stone to dogs on the beach ( in
the future). PARAB suggested this location and format as a trial to allow dog park users the opportunity to show
responsible pet ownership.
If you wish to pursue this at a "public forum", may I suggest you may write a letter to the County Administrator
Bob Fernandez, requesting to speak to the Board of County Commissioners under public petition.
In response to your request for minutes from the PARAB meeting concerning the dog park, please call my office
at 353-0404 and ask for BJ Johnson. She will make arrangements for you to review these documents. If you
would like copies of the minutes they can be provided.
