CALL TO ORDER: The meeting was called to order at 2:05 p.m. II. PLEDGE OF ALLEGIANCE TO THE FLAG III. INVOCATION: John Grice IV. APPROVAL OF MINUTES: August 25, 1999 Motion by Lindy D'Amico to approve minutes from the August 25t" meeting. Seconded by Gil Muller. i ' V. NEW BUSINESS: A. Ms. Patsy Rice — Dog Beach Ms. Rice has been before the Advisory Board several times with the Dog Beach issue but it has not been looked upon favorably. Ms. Rice has spoken with Mr. Tom 011iff in reference to the Dog Beach and he had ' concerns about dog bites. Ms. Rice gave numbers of the dog bites reported in Lee County in the past year. She is aware of the plans for a ' dog park but still favors the idea of the beach. There are over 18,000 animal licenses given each year, and dogs are allowed on the beach in Lee County. There are rules that must be followed such as pets must be on a leash, need to pick up after them and not let them run loose. Collier County does not allow any dogs on any beaches or parks. Ms. Rice and her husband did some data collecting at various sites in Collier and ' received 835 signatures of people in favor of a dog beach. There were questions from the Board as to which beach they had in mind, how much of an area and how to enforce the rules having the dogs on the beach. Ms. ' Rice did not have a site in mind and felt the other patrons that would use the dog beach would ensure that the rules are followed and enforced. ' There was discussion as to if this action would involve an ordinance addition. Ms. Rice stated "the current code states that if the board designates a space, the dogs are allowed on the beach without additional ordinance". Ms. Ramsey corrected her and explained a "County Ordinance states no dogs allowed on any Collier County Park or Beach and it would require an additional ordinance." A motion was made by Lisa Barnett to have the Parks and Recreations staff look into possible locations. Amended motion by Lisa Barnett to have Parks and Recreation staff look into possible locations, specific times, hours and enforcement of rules. Seconded by Lindy D'Amico. ' Voted 4-1 B. Community School Of Naples Sailing Team Sue Shaughnessy presented a letter to the Board that is attached in the minutes. The Sailing Team is the first in Collier County and is hoping to attract more local high school teams. Currently the team is looking for a place to store the four sailboats. Ms. Shaughnessy spoke to Mr. Sherer at Caxambas Boat Ramp, to see if there was space available to store the boats. There was a small area behind the dumpster that 2 'hrrr would be able to accommodate the boats. Ms. Shaughnessy came to the board to request approval to have the boats stored in this area. There was some concern on who would be responsible for theft or ' vandalism. Ms. Ramsey stated that storage would require a lease with the County. Also we have to look at the large picture and if we accommodate the Community School will be able to accommodate other schools as well? Ms. Ramsey gave the school other suggestions for the storage of the ' boats. Ms. Ramsey said she would also speak with Don Wirth, City of Naples, to see if the Landings, where the boats are currently stored, could continue to keep the boats stored. ' Motion was made by Gil Mueller to request staff to look into the issues and liabilities of storing the boats at Caxambas. Seconded by John Grice. Voted 5-0 ' C. Interviews The Advisory Board interviewed the three (3) applicants present to find ' out why they wanted to be on the Board and what can they bring to the Board? A secret ballot was held and the votes were as follows: 1. Charles McMahon 2. Mary Ellen Rand 3. Samuel Welborn Motion made by Gil Muller to recommend Charles McMahon and Mary Ellen Rand for a seat on the Advisory Board. Seconded by Ski Olesky. Voted 5 — 0 Motion made by Lisa Barnett to have the October PARAB meeting as a workshop. Seconded by Lindy D'Amico. Voted 5 — 0 FRDAP — GRANT The Parks and Recreation Department will be applying for a $300,000.00 grant for Eagle Lakes. The funds will be used for 2.5 miles of paved ' pathways. Motion made by John Grice to approve grant application process. ' Seconded by Gil Muller. Voted 5-0 3 i 1 e o ' VII. DISCUSSION/ UPDATE ITEMS A. PARK PROJECTS (Marla Ramsey) ' Alzheimer's Nook — The Alzheimer's Nook will be called "The Nook" and Dr. Jackson is looking into additional funding. "The Nook" will be at Sugden Park and will have a family bathroom. This has been put into a conceptual ' draft proposal and will be presented to the BCC. Everglades Funding Project — $14,000.00 was approved for the roof. The ' other $26,000.00 requested for the playground was not approved. Park Projects (Joe Delate) Sugden — Design path around the park is being prepared. This will include maintenance building and the family restroom facilitates as well as a pathway ' around the lake. Eagle Lakes — close to finished, 95% sod is finished and 3/4 of the ball field is ® sodded. Received 10" of rain with the recent storm, no overflow was noted. ... 98% of landscaping is completed, final paving and mulching. Need to post signs and a gate to let the public know the Park is not yet open. Park should be completed by November 1, 1999. Grand opening is scheduled for November 41h NNRP (North Naples Regional Park) — We have short-listed three firms for ' the design of this project and we have posted a sign on I-75 announcing the Park "coming soon". Mr. Delate invited the PARAB members for a tour of the new facilities at Eagle Lakes. Clam Pass — researching new plastic recycled lumber to re -deck the ' boardwalk. Looking into hiring a consulting engineering to assist with the project. Max Hasse — getting proposal for a firm for phase II of the project that will consist of a Community Center and a Maintenance building. ' Dom — land has been located near Roost Road by Manatee Education Center. Currently leased by the Model Airplane Flying Club, the Dog Park would be 5-10 acres around the area used by the Flying Club. The concern would be if the public would use this area. Lisa volunteered to do some surveys with the general public. ' B. BCC RECAPS Ms. Ramsey went over the BCC recap with the Board. C. Other minimum components at this point in time will likely include: access road, water and electrical utility to launching location, storage on dock system (and land -optional) and restrooms. He suggested that you Might be able to help me or refer this letter to the right person or persons. On behalf of my children and Community School of Naples I would like to make a request of you. In the coming school year Community School of Naples will be expanding its sailing team to include double -handed sailboats. With the current county and city restrictions we are in need of a place to store four 420 sailboats which are about fifteen feet long. We have explored many places in Naples and find they do not have adequate space or sailing areas for safe boat operation. The Caxambas Boat Ramp on Marco is much more conducive to safe and close operating areas. This is a High School team whose practices will be supervised by a responsible coach at all times. It should not inconvenience anyone in the ramp area. It will not add extra traffic or parking congestion as the children will car-pool from school. The kids will probably practice once or twice per week. There is an area near the ramp that seems to get very little use next to the portable buildings nearer Collier Court. Mr. Sherer can tell you about the responsibility and behavior of these children. We are trying to promote a good, clean athletic endeavor which will keep these kids out of the malls and out of trouble which seems so prevalent today. This is the first high school sailing team in Collier County. High School sailing is a very organized sport in other parts of the country. If you would like to know more about High School sailing you can view it at www.highschoolsailingusa.org. We hope this will encourage other high schools in the area to add sailing teams to their school offerings. There are four very active High School teams in the St. Petersburg area that have qualified for and won major high school events throughout the country. Some of our sailors participating are already world -class sailors. The use of bows and arrows of any kind in the park is prohibited except in areas designated by the City as Archery Ranges. All archers shall abide by the rules and regulations posted at the designated archery ranges. N. ANIMALS IN PARKS. 1. Dogs, Cats and Other Animals. Dogs shall be on a leash and under the control of the dog owner or person in possession at all times while on City park property. Cats and other pets shall be under the control of the pet owner or the person in possession at all times while on City park property. No person shall permit his or her dog, cat or other pet or any dog, cat, or other pet in his or her possession to interfere in any manner with the enjoyment or use of any City park area by others. It has been a lot of hard work organizing the club and particularly finding boats to run our program. The closest boats before now were over 100 miles away. The Interscholastic Sailing Association a division of US Sailing (view it at www.Eghschoolsailii g a.org) is made up of high schools from across the country and this is the first school to join from Collier County. We are hoping that other Collier County Schools will follow suit and join ISSA and this wonderful program which gives students a good, clean pastime and keeps them away from other influences which can affect them in a negative way. In other words, away from the malls and out -of. -trouble. This will be done with adult supervision and coaching. On behalf of Community School of Naples Sailing Club, I would like to make a request of you. We are a new club at school and are in need of a place to store and sail our boats. We have been looking long and hard for a safe place for these small two -person boats where they can be easily launched. We have approached Naples Sailing Center and have been told they do not have room for our boats. There are very few places in Collier County which are conducive from which to sail because of treacherous water currents and boat storage. As most of us live in deed restricted' areas, storage at home seems an impossibility. The boats are heavy, they require 3-4 people to lift and move a short distance making it impossible to do this every time the team practices. I have had several conversations with the Dockmaster at Caxambas Pass County Boat Ramp, Don Sherer, who has been very cooperative and positive. Yesterday we looked over the boat ramp and he suggested the boats would be out of the way if stored in an area behind the dumpster near the ramp. Don suggested that if you. had any concerns he would be happy to speak with you.
