morning from the County Attorney's office was distributed. Presently there is
a Resolution in effect which covers the beach parking policy, the Department
I is taking that resolution and putting it in ordinance format with the policy
attached. Because there are some gray areas involved, and as an ordinance is
more enforceable than a resolution, the recommendation to the BCC will be to
I adopt it. This item needs to be advertised before being presented to the Board
of County Commissioners. When the document is finalized, a copy will be
distributed to PARAB members.

B. Lely Resort Land Donation - a copy of a conceptual plan was distributed for
Iview of a 50 acre piece of property between Edison Community College and
Lely Elementary School on SR 951. This land is being donated to anyone
who can put something cultural in nature on the property. The Parks and
IRecreation Department is attempting to secure the parcel for a park and
possibly a library. The regional library scheduled for Eagle Lakes could go on
I this property and would be in close proximity to the schools. The park could
possibly have a nature center and an amphitheater where concerts and
programs could be held. The Naples Community Hospital is also looking at
I this parcel for an outpatient center. There is a stipulation that development
would have to be started by June 2000. This is only a conceptual plan - no
cost has been determined; it could be financed by impact fees or borrowing
Ifrom a revenue bond.
VII: Requests for Discussion -None
IVIII: OLD BUSINESS
I1. Impact Fee Update - The rate study has been returned with two options -
continue to fund beach related items or request these fees be paid from TDC
I funding. The Department is meeting with all required committees to move
forward and the time frame is approximately two months before going to
BCC. When a proposal is made to TDC for funding of a project it also goes to
' BCC and requires 4 of the 5 Commissioner's vote for approval. There were

' with$7 million dollars raised cent tax. If one cent of this tax were to
h th e 3
sunset, it would bring the revenue down to $4 million per year. It has been
I
proposed to amend the TDC ordinance to broaden the scope of items that may
be applied for. The Board of County Commissioners has the final word. If
the beach programs were going to funded by TDC,the 3 cent tax may be kept.
IMr. Grice stated that the incentive may be to let the one cent sunset and then
do something different, but he has heard nothing concrete.
I2. Regional Park Land Purchase Update - the appraisals have been received in
the amounts of$5,250,000 from Steward and Company and $5,170,000 from
I Accredited Appraisers, Inc.; the purchase price is $5,250,000. Four of the
five Commissioners need to approve the purchase of this 175 acre property on
April 13th before the Department can go forward with a sales agreement. A
I verbal extension to May 28th has been received from the seller. Research of
other available property around the location is being conducted. The
estimated mitigation on site is one to one, off site it could be ten to one. The
Iplan is to develop 85 to 90 of the 175 acres for nature based activities and
passive areas.
IMr. Mueller stated that anything that can be done to obtain property at the
present time would be cost effective instead of purchasing in the future.
I3. Park Projects Update:
I South Park has been renamed Eagle Lakes Community Park and the signs are
in the process of being changed. Number two lake is taking more time than
estimated, but should be completed by the end of the week. The buildings are
going up, fields being graded, slabs being poured, most of the utility lines are
I in, and the Naples Manor pathway will be completed this week. The landscape
contractor should be scheduled soon.
la Golden Gate Fitness Center is open and running with only a few items left
on the punch list. An extra ramp and railing are going to be installed to make
I
entry to the facility easier. The exchange unit, which brings in fresh air and
mixes it with the air conditioned air, had to be special ordered . The industry
standard now requires this unit, which raised the air conditioner unit cost
Iabove the anticipated price. Any new buildings or extensive remodeling of a
building will now require an exchange unit. Usage of a building will dictate
Ireplacement at other locations.
RFP - Request for Proposal - Architect/Engineer/Site is all in one package -
I can consist of several components or have a construction manager. Wilson
Miller designed Eagle Lakes. The general contractor gave a set fee - a
guaranteed maximum price - and he takes the risk. The only additional cost
Iwould be a change order requested by the Department.

Ms. Barnett inquired about the Animal Control property and the status of the
dog park. Ms. Ramsey said it will be necessary for the building to be
completed- approximately a year -to see how much land will be available. In
any event it would only be an acre and a half at the most.

4. Copeland - Annie Pappalardo, Ski O'Lesky and Murdo Smith are planning to
look at 3 or 4 vacant lots in Copeland on Friday. The lease with the church
I
for the playground area expires in September. If not renewed, it may be
necessary to purchase a piece of property.

out literature if no money or services are exchanged, the person has a right to .
Ibe there in an assigned spot, and does not present a hazard.
IX: REPORTS/UPDATES:

enough spaces.
I Tigertail - nothing negative since the drowning last year. Ms. Ramsey has a
meeting next Monday with the cousin of the man who drowned in June; the
family wishes to discuss the possibility of installing some type of memorial.

I4. PARAB meeting schedule - meeting will be at Golden Gate Community
Center next month.
I5. Updates: There has been 100 sheets of Skatelite installed at the Sanctuary
Park rink located at East Naples Community Park. The Program Supervisor
I now has the authority to monitor the contract with the concessionaire of this
skate park.

The BCC approved purchase of playground equipment to Gametime,
Dominica Recreation Products, through the State SNAPS contract for Eagle
ILakes Park. Proposals were sent out and a selection committee made the
recommendation.

X: ADJOURNAMENT: Meeting adjourned at 3:25 for a tour of South Park. This area
I is going to be revitalized with the hope of having residents take ownership and pride
in the park, keeping it clean and monitoring activities off hours.

LANDING PARK RENOVATION PROGRAM
PHASE IV- 2000

IPROPOSAL
It is proposed that Collier County provide partial funding for Phase IV on the Landing Park
I Renovation in the City of Naples. This proposal is consistent with the fact that all County residents
benefit from this park located on Naples Bay, with above 75% of users being tourists or County
residents not residing in the City. Also, the proposal is a continuation of the previously established
I
County policy to assist in funding that portion of the park renovation related to the powerboat ramp
and required accessories.
I
PROJECT HISTORY
Landing Park is located on Naples Bay. Its primary purpose is to provide boating access (sailing,
I rowing and power) to all County residents. Phase I resulted in reconstruction of the ramps and
supporting dock structure, as well as some accessory shore protection. Phase II and Phase III
original plans were adjusted to reflect actual funding and construction costs.
IPhase II items either completed or under construction include: 9th Street South sidewalk, north loop
walk and lighting, lighting conduit for 9th Street South, light units for 9th Street purchased and
Ipeninsula walk.
Phase III original plans had to be significantly modified due to level of funding by the County and
I lack of State funding. County funded $25,000 of the City's $60,000 request. Actual Phase III items
currently under construction or to be started in near future include: additional parking and access,
striping and code required landscaping at parking areas.
IFUTURE IMPROVEMENTS
I As noted previously, final approved funding and actual project costs dictated what portions of Phase
II and III could not be completed as scheduled. Phase IV, as it was originally proposed, has been
redefined to exclude the new park building to house new restrooms and storage for boating and
activities.
Phase IV as redefined and proposed herein includes the following:

The joint City of Naples/Collier County Beach Access Improvement
' Program (a 50-50 shared program) funding requirement for this year is
$50,000. The following summary of improvements targets five of the forty

REQUEST
• 2 Croquet Courts to be built and maintained in the Pelican Bay/Naples area.
• Dimensions of each court: 85' X 104'
• Flat surface of golf green type grass with irrigation.
• Mowing and watering required on a regular basis.
INTEREST
• One of the fastest growing National Amateur Sports.
• USCA(United States Croquet Association) consists of 350 clubs nationally.
• Over 4000 members.
• A new club joins USCA every week.
• A petition, indicating preliminary interest in this area, is included with the Croquet
Information Package I will leave with you today.
USCA
• Organized regionally with USCA clubs in every state.
• Headquartered in Palm Beach, Florida.
• Largest croquet presence is in Florida.
➢ Courts in Naples/Collier County
-2 courts at Audubon Country Club for members only
-Private court at Collier residence in Port Royal
• USCA holds regional and national tournaments
THE GAME
• Croquet is a six wicket adult game with elements of golf, pool, and chess.
• More than strength,the game requires precise strokes with offensive and defensive
strategies that evolve throughout the game.
• Croquet is an elegant game requiring whites on the court. Many social activities
surround tournament play.
THE PLAYERS
• Croquet is an excellent game enjoyed by adults young and old.
• For many older people, Croquet offers a competitive challenge without the physical
demands of tennis or golf.
TECHNICAL REQUIREMENTS
• Land: 2 courts 85' X 104' and some surrounding area for audience, chairs, and
storing croquet equipment.
• Irrigation
• Maintenance

FINANCE
• Financing of construction cost TBD.
• Annual membership fees can support maintenance cost.
➢ This is the practice of most USCA clubs.
NEXT STEPS
• PARAB identify possible sites for Croquet in the Pelican Bay/Naples area.

formal presentation for PARAB review.

The Parks and Recreation Department will host a nine day camp for Special t

Thursdays, June 15th-July 1st. from 9:OOam to 2:OOpm, at the Golden Gate
Community Park. Activities will include active and passive games, arts & crafts,
and swimming/pool playtime. Field trips will include a daybowling, two trips to j
