Motion by John Grice to approve September 16, 1998 minutes. Seconded by Tim Blackford. Passed 6/0. V. NEW BUSINESS/PRESENTATIONS a. Award Presentation - None b. Introduction Of New PARAB Member - Vice Chair Bercher welcomed Lisa Barnett to the Parks and Recreation Advisory Board. c. PARAB Officer Election - Mr. Tim Blackford nominated Daphnie Bercher as Chairwoman and John Grice as Vice Chairman. Motion by Tim Blackford to elect Ms. Daphnie Bercher as Chair and John Grice as Vice Chairman. Seconded by Gil Mueller. Passed 6/0. d. Skate Park Non Compete Clause: Ms. Ramsey stated that a request was made by the concessionaire to include a non-compete clause to her agreement. The County had given the City of Naples $15,000 for the improvement of their skate park. Ms. Rice attributes lost attendance to the City due to the improvements. The City of Naples skate park facility is free and the Sanctuary Park charges a fee. This clause will not allow the current concessionaire to have another agreement within Collier County but the concessionaire is allowed to manage other skate park at other counties or state. The clause will also prevent the county from funding non-county operated facilities any funding to any other skate park improvements except Collier County Parks and Recreation Skate Parks. The clause reads: "To Protect the County's investment in the subject Skateboard Park, for the duration of the Agreement, including renewal, neither the County nor the Concessionaire will invest in, contribute to, or perform any in-kind services to help support any other skateboard facility that is not operated by Collier County and it then appears that the other skate board facility could compete for any then existing or potential skaters of this Skate Board Facility." Motion by John Grice to support the Skate Park Clause. Seconded by Tim Blackford. Passed 6/0. e. Copeland Land Purchase for Playground - The Church has a land lease agreement with Collier County Parks and Recreation to allow the playground facility for 3 %2 years. Now the church is planning on building a Recreational building on the playground. The playground facility needs to find a new location. Ms. Ramsey stated that Impact Fees are not being used for Neighborhood Parks per County Policy. The Parks and Recreation are now directing impact fees funding to Regional Parks. The Parks and Recreation are looking at 3 pieces of property in the area but parcel #53 has 3 liens. Ms Ramsey contacted Michelle Arnold of Code Enforcement and she stated that the County could satisfy the loan with $6,820. Parcel #53 was the least expensive of the lots, but had more liens and assessment fees. Ms. 2 Ramsey stated that even if the land is donated, the liens still have to be satisfied. Mr. Mueller suggested that the Parks and Recreation staff consider lot #79. The gentlemen is a personal friend of his and he is willing to donate the 13 acres to the Parks and Recreation Department. Ms. Ramsey stated that the property is more wetland and the assessment fee is very high. Ms. Ramsey stated that the department could look into grant options but the main concern is to find funding to purchase the property. Chairwoman Bercher suggested that the Parks and Recreation Department meet with the church and discuss some other alternative on moving the playground equipment. Suggestions were made by PARAB that the Parks and Recreation Department purchase properties that have tax liens. Ms. Ramsey stated that it is not legal for the County to purchase properties at auction. f. Boat and Beach Access Report: The objective of the Beach Access and Boat Landing report is to recognize the increasing demand for water supported facilities and project viable opportunities to accommodate these needs. The current growth in Collier County impacts beach and boat access two ways. The increased seasonal and permanent population produces a greater demand on the existing facilities and reduces the amount of coastal region land available for future development. This summary examines the current inventory of beach access and boat launch facilities, current trends in the Level of Service, and future expansion opportunities for additional facilities. The table 1 inventory describes the physical characteristics of the existing boat launch and beach access facilities countywide including State and City facilities. Collier County currently has five (5) saltwater boat launch parks, one (1) fresh water boat launch park and seven (7) saltwater beach access parks located in the coastal zone of the County. As it stands today, beach access and boat launch parks are only measured under the Regional Park acreage element, thus beach parking spaces and boat ramp facilities are at the mercy of the regional park acreage element, which is currently satisfied by the Level of Service requirement for the next thirty (30) years, as all state lands were added to the measurement standard in 1990-1991. 3 Although the county population continues to grow, there are traditional and non-traditional opportunities to expand boat landing and beach access facilities through out the Collier County park systems. Bluebill Parcel -A 4.55 acre undeveloped land on Bluebill avenue owned by Collier county. Parcel has an appraised value of&1.5 million and a sale value of $3 million according to the Collier County Real Property Management. Beach Access Facilities -Use alternatives - 1. (A). Build a neighborhood park on the south side funded by a local MSTU district and construct 150 beach parking spaces on the north side of Bluebill Ave. Patrons would walk to Delnor-Wiggins State Park. (B). Trade Bluebill parcel for site near beach with increased parking opportunities. (C.) Sell Bluebill Avenue and utilize revenue to acquire parcels near beach access points. 2. Clam Pass Parking Expansion - Construct a parking garage above the existing 175 spaces parking lot. The cost of said project is estimated at $10,000 or space or roughly $1,750.000. the Registry Resort has expressed interest in the partnership for said project. 3. Bonita Beach Road Parcel 6 - A 1.5 acre undeveloped waterfront parcel owned by Klein Development Company. Although the property is vacant, it is zoned for single family homes with a conditional use to build a 9 unit development titled Spoonbill Cove. The value is appraised at $377,400 by the Real Property Management Department. This property could support approximately 30 beach parking spaces and patrons would utilize the Barefoot Beach Access. 4. Busing Options - As the County continues to grow and land becomes less available in the coastal region, there is an option to purchase or lease land outside of the coastal region and offer busing opportunities to beach access locations such as Vanderbilt Beach Access. 5. Ferry Access - Another creative idea is to purchase a small parcel with beach access near Wiggins pass and ferry people to the Barefoot Beach Preserve. Due to limited access, the South end of Barefoot Beach receives limited use. This option is a viable way to give patrons access to one of the County's more pristine beaches. 4 6. Vanderbilt Beach Subdivision - The 1.2 acre Block "C" is located along the north right-of-way on Vanderbilt Beach Road across from the beach parking lot adjacent to the Ritz Carlton. Although appraised for $870,000 from the property appraiser's office, the land recently sold for $2,000,000. Block"C" is zoned for commercial use. Boat Launch Facilities 1. US 41 Parcel #12 - Located off US 41 across from the Pewter Mug Restaurant is a two (2) acre parcel that has direct access to the Cocohatchee River. This parcel could support 2 boat ramps and 30 parking/trailer spaces. 2. Isle of Capri Parcel- There are several vacant parcels (Lots 546, 547, 548) with direct access to Tarpon Bay located on the Isle of Capri. These parcels could be utilized as a boat launch facility. 3. Lot East Of Bayview park - (two (2) are parcel east of Bayview Park. Zoned as Planned Development for residential, single family, The parcel is estimated to have an associated cost of $50,000/acre, but the owners would argue that the land is worth a greater value since it is waterfront property. The parcel could ideally support a 30 ft. ramp and 30 parking spaces. 4. Moss Family Property (Copeland) - The Moss family has indicated to staff a willingness to lease there 4 +/ - acre property for a period of 20 years at no cost. The parcel is located just north of Stan's Restaurant in Copeland. After the terms of the agreement expire, the family will re- examine the use of the land. IX. Old Business a. FAA - Ms. Ramsey stated that Mr. McMannus could not get the Coast Guard to commit and he was also having problems with the liability insurance for the event. b. Boat Show - Mr. John Good decided to continue his boat show at the Airport. c. Impact Fee Study Result: A report was distributed to PARAB showing four different options. The Parks and Recreation Department will present four (4) park impact fee rate study option to the Board of County Commissioners on February 9, 1999. Option 1. The costs have been updated to reflect the current (1998) cost per acre or type of facility. The calculations also include standards and 5 costs for new facilities (i.e. beach parking spaces, roller hockey, and skate parks), which were not included in the 1991 rate study. Option 2. The calculations are based on the current (1998) level of service standard for all types of land and facilities including beach parking spaces, roller hockey and skate parks. Option 3 The calculations are base on the same level of service standards option 2 except for the exclusion of beach access regional park land. Option 4 Utilize calculations of option 3 but use TDC funds for beach related expansion Motion by Tim Blackford to recommend Option #2. Seconded by John Grice. Passed 6/0. d. Regional Park Land Purchase Update - The Board of County Commissioners approved 175 acres be purchased 1 mile south of Immokalee Road for the North Naples Regional Park Project. The estimated cost for project is approximately $14.7 million. The facility will also include the new Parks and Recreation Administration Office. Staff has been directed to do two (2) appraisals, an environmental audit and an assessment. (a draft plan of the North Naples Regional Park was distributed) Dog Park- Ms. Barnett inquired if the Parks and Recreation Department has any plans for a Dog Park. Ms. Barnett suggested the North Naples Regional Park since it is in the planning stage it would be a good idea to designate an area of that park for dogs. e. Park Projects Update - Sugden Regional Park gazebo is being worked on. Also preparing the paving which will be complete next week. Golden Gate Fitness Center project is nearing completion. Concrete sidewalk is being poured today. Fitness equipment will be arriving on the February 8, 1999, and install on February 9th. A walk through will be done on February 12, 1999. Grand opening is tentatively schedule for March 1st, 1999. South Regional Park is four (4) weeks behind schedule because of the dewatering. 6 X. Monthly Report f. November Monthly Report -No discussion g. BCC Recap - Golden Gate Pool Concession: - Staff presented an executive summary to award a concession agreement for the Golden Gate Pool. A report was presented before the Board of County Commissioners showing the results of the proposed MSTU for Neighborhood Park in Golden Gate -staff to redraft. h. PARAB Meeting Schedule - Next meeting is scheduled at East Naples Community Park, February 24, 1999. i. Adopt-A-Park Report - Ms. Karin was supposed to give a report was unable to attend the meeting because she is terminally ill with cancer. Jacquie send a card to Karin English on behalf of the Parks and Recreation Board. Ms. Barnett suggested that she would adopt Bayview Park and Mr. John Grice will adopt South Naples Regional Park since Karin English is out sick. VIII.ADJOURNMENT Motion by Tim Blackford to adjourn. I have highlighted a map to assist you in locating each property. Charloff: tax parcel 77 - (highlighted in yellow) This property is owned by Arthur Charloff, who was granted the property in 1985. Mr. Charloff lost the original deed and was not able to record the document in the Public Records of Collier County. He is willing to sell the property and would like for Collier County to make an offer. The County's cost would be minimum since there are no liens on the property. I spoke with the Owner of Record, Douglas McGoon, Jr. He is willing to convey the property to Mr. Charloff to clear title. Fisher: tax parcel 53 - (highlighted in pink) Mr. Harold Fischer purchased property by Tax Deed. He owes approximately$11,000 + for assessments, tax certificates etc. A quiet title action would need to be processed through the court system to receive a clear title. Bird-tax parcel 101 - (highlighted in green) Mr. Hubert Bird purchased the property in 1989. According to Gary Harrison, Code Enforcement, Mr. Bird died. There are approximately$1,500 in assessments due on this property. We would need to contact a representative of Mr. Bird, if available, to find out the status of this property. (B) 7 Rusitzky- tax parcel 79 - (highlighted in orange) Louis Rusitzky has approximately 12 acres of property in Copeland. He owes approximately $12,400.00 in assessments. A quiet title action would have to be processed through the court system to clear title. Tax Parcel 32 & 49 (highlighted in blue) is owned by Copeland Baptist Church. This property is leased by Collier County for the purpose of installing playground equipment to be placed upon. This lease expires 9/24/99,but provided for two (2) one (1)year renewals. According to Mr. Yonkosky, Director,Department of Revenue, the Board of County Commissioners, may waive some of the assessments, or at least not charge the 12%interest on the principal. It is my understanding any Property Tax/Tax Certificate and Solid Waste (trash pickup fees) must be paid, but perhaps we could reduce some of the liens owed on the properties. If a quiet title action has to be processed through the court system, the County Attorney's Office is able to process the paperwork for that procedure. This procedure would cost$300 to $600. The current growth in Collier County impacts beach and boat access two ways. The increased seasonal and permanent population produces a greater demand on the existing facilities and reduces the amount of coastal region land available for future development. This summary will examine the current inventory of beach access and boat launch facilities, current trends in the Level of Service, and future expansion opportunities for additional facilities. This study is an update to a 1995 report prepared by Jeff Moore, a landscape architect for the parks and recreation department. INVENTORY The Table 1 inventory describes the physical characteristics of the existing boat launch and beach access facilities countywide including State and City facilities. Collier County currently has five (5) saltwater boat launch parks, one (1) fresh water boat launch park and seven(7) saltwater beach access parks located in the coastal zone of the County. Highlighted among the characteristics are comparisons with beach parking spaces, boat ramps, car parking!trailer spaces, and active beach front miles [Table 2]. LEVEL OF SERVICE The park system Level of Service as adopted by the 1991 impact fee study and the Open Space element of the Growth Management Plan is currently measured by three (3) categories: regional park acres, community park acres, and facilities. As it stands today, beach access and boat launch parks are only measured under the regional park acreage element; thus beach parking spaces and boat ramp facilities are at the mercy of the regional park acreage element,which is currently satisfied by the LOS requirement for the next thirty years, as all State lands were added to the measurement standard in 1990- 1991. (See [Table 3] for the Level of Service element for Regional Park Acres.) The County standards do not show any demand for additional beach parking spaces or boat launch facilities even though the seasonal and permanent population continues to grow and the current facilities continue to fill to capacity. Once more, there is no immediate revenue source for new facilities without impact fee support. Many of these issues are being addressed in the current impact fee study update. Staff is first of all proposing the elimination of State lands as a consideration of the Regional Park LOS. As indicated by Table 4, the gap between the LOS standard and regional park acres without state lands has been closed considerably with the addition of Sugden Regional Park and the recent Board action to acquire a 175 acres for a new regional park in North Naples. The purchase of additional regional park land also permits staff to meet the facility LOS standards. Staff cannot construct new facilities on State owned preserve lands. Secondly staff is proposing a separate standard for beach and boat ramp acreage. The 1991 adopted LOS for regional park land is at a $15,000 / acre cost of land acreage. This figure is too low when considering beach and water accessible land. The consulting firm of Henderson, Young, and Company created a proposed acreage standard based on the property appraisers taxable value of current beach and boat launch parks. Additionally, a facility standard for boat ramps and beach parking spaces is being proposed based on the current population and existing facilities. FUTURE OPTIONS Although the County population continues to grow, there are traditional and non- traditional opportunities to expand boat landing and beach access facilities through out the Collier County Park system. Beach Access Facilities 1. Bluebill Parcel — A 4.55 acre undeveloped land on Bluebill Avenue owned by Collier County. Parcel has an appraised value of$1.5 million and a sale value of $3 million according to the Collier County Real Property Management. Use Alternatives A. Build a neighborhood park on the south side funded by a local MSTU district and construct 150 beach parking spaces on the north side of Bluebill Ave. Patrons would walk to Delnor-Wiggins State Park B. Trade Bluebill parcel for site near beach with increased parking opportunities. C. Sell Bluebill Avenue and utilize revenue to acquire parcels near beach access points. 2. Clam Pass Parking Expansion- Construct a parking garage above the existing 175 space parking lot. The cost of said project is estimated at $10,000 / space or roughly $1,750,000. The Registry Resort has expressed interest in a partnership for said project. 3. Bonita Beach Road Parcel 6 - A 1.5 acre undeveloped waterfront parcel owned by Klein Development Company. Although the property is vacant, it is zoned for single family homes with a conditional use to build a 9 unit development titled Spoonbill Cove. The value is appraised at $377,400 by the Real Property Management Department. This property could support approximately 30 beach parking spaces and patrons would utilize the Barefoot Beach Access. 4. Busing Options - As the County continues to grow and land becomes less available in the coastal region, there is an option to purchase or lease land outside of the coastal region and offer busing opportunities to beach access locations such as Vanderbilt Beach Access. C 5. Ferry Access - Another creative idea is to purchase a small parcel with beach access near Wiggins Pass and ferry people to the Barefoot Beach Preserve. Due to limited access, the south end of Barefoot Beach receives limited use. This option is a viable way to give patrons access to one of the County's more pristine beaches. 6. Vanderbilt Beach Subdivision - The 1.2 acre Block "C" is located along the north right-of-way on Vanderbilt Beach Road across from the beach parking lot adjacent to the Ritz Carlton. Although appraised for $870,000 from the property appraiser's office, the land recently sold for $2,000,000. Block "C" is zoned for commercial use. BOAT LAUNCH FACILITIES 1. US 41 Parcel#12 - Located off US 41 across from the Pewter Mug Restaurant is a two (2) acre parcel that has direct access to the Cocohatchee River. The parcel is for sale for $225,000 by the Collier Development Corporation. This parcel could support 2 boat ramps and 30 parking/trailer spaces. 2. Isle of Capri Parcel-There are several vacant parcels (Lots 546,547,548) with direct access to Tarpon Bay located on the Isle of Capri. These parcels could be utilized as a boat launch facility. The vacant lots across the street (Lots 485,486) could be utilized as the car / trailer parking area. If all the lots were purchased, this facility could support a large boat ramp facility. According to the Real Property Management Department,the estimated cost of these parcels ranges from $9.93 / sq. foot for water front and $4.50 sq. foot for the parking area. 3. Lot East of Bayview Park- Two(2) acre parcel east of Bayview Park. Zoned as Planned Development(PD)for residential, single family. The parcel is estimated to have an associated cost of $50,000 / acre, but the owners would argue that the land is worth a greater value since it is waterfront property. There are also environmental issues (mangroves) with the property that would have to be mitigated. The parcel could ideally support a 30 ft. ramp and 30 parking spaces. 4. Moss Family Property (Copeland)—The Moss family has indicated to staff a willingness to lease their 4 +/- acre property for a period of 20 years at no cost. The County would be responsible for clearing the area and building the boat ramp. The vegetation is a mix of Brazilian pepper and mangroves thus permitting could present a challenge. The parcel is located just north of Stan's Restaurant in Copeland. After the terms of the agreement expire,the family will re-examine the use of the land.
