A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, ESTABLISHING THE COLLIER
COUNTY HOUSING PLAN DEVELOPMENT STAKEHOLDER AD HOC
COMMITTEE.
WHEREAS, On March 1 , 2016, an affordable/workforce housing workshop was
conducted. At the workshop staff and experts presented an overview of the current situation, and
potential solutions to be considered; and
WHEREAS, one of the approved outcomes was to develop a request for proposal to solicit
a partner/consultant partner to work with the county to develop a short and long term housing plan
to address the housing needs in our community; and
WHEREAS, Staff recommends that the Board establishes a time limited ad hoc
Stakeholders committee to work with staff, the consulting partner, and to report their
recommendations to the Affordable Housing Advisory Committee (AHAC), who shall bring forth
to the BCC the recommendations of the Stakeholder committee as part of their presentation(s) of
the plan, following which the ad hoc committee would be dissolved; and
WHEREAS, it is the desire of the Board and the community that this be a joint planning
effort in order to ensure public and private sector solutions, as well as wide and comprehensive
community involvement.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:

SECTION ONE: Creation and Purpose of the Collier County Workforce Housing
Stakeholder Ad Hoc Committee.
Pursuant to the provisions of Collier County Ordinance No. 2001-55, as amended, the
Board of County Commissioners hereby establishes the Collier County Housing Plan
Development Stakeholder Ad Hoc Committee to gather information and provide input into
developing a short and long term housing plan to address the housing needs in our community.

SECTION TWO: Appointment of Members, Terms of Office, Failure to Attend
Meetings.
Membership into this Committee is intended to be open and fluid, and is to include, but
not be limited to, the following:
Community Sector/Large Employer
United Way of Collier County Higher Education
Greater Naples Chamber of Commerce Community Development — Government —
County
Immokalee Chamber of Commerce Community Development — Government —
City of Naples
Naples Community Hospital Community Development — City of Marco
Island
Collier County School District Homeless Prevention
Collier County Government — as Housing Counseling and Education
employer
Arthrex Southwest Florida Apartment Association
Collier County Sherriff's Office Banking Industry
Publix Supermarkets Naples Area Board of Realtors
Hotels/Restaurants Marco Island Association of Realtors
Not for profit housing developers Seniors/Senior Housing
For profit affordable housing developers Community—At Large (3 positions)
Construction Industry: Collier Building
Industry Association
SECTION THREE: Officers, Quorum, and Composition.
At the Committee's first meeting, the membership shall elect a Chair and Vice-Chair.
The presence of at least seven members shall constitute a quorum. The Committee shall follow
Robert's Rules of Order for the transaction of business and shall keep records of the meetings,
findings, and determinations. The members of the Committee shall serve without compensation,

but may be reimbursed for travel, mileage, and/or per diem expenses if approved in advance by
the Board.
SECTION FOUR: Functions,Powers, and Duties of the Committee.
The responsibilities of this ad hoc Stakeholder Committee include, but are not limited to,
providing high level guidance to ensure comprehensive and practical solutions to meeting the
housing needs in our community.
SECTION FIVE: Dissolution of Committee.
Unless extended by Resolution of the Board, this Committee shall automatically sunset
without further action upon the Affordable Housing Advisory Committee and staff making its
presentation to the Board of County Commissioners.
THIS RESOLUTION ADOPTED after motion, second and majority vote favoring
