The County's enterprise asset management initiative is continuing on track with each department working on
specific focus areas through a staggered implementation schedule.This approach allows lessons learned in each
development area to be leveraged through the delivery cycle.As an example,the Public Utilities Department
initiated work order modules tied to asset maintenance and repair tracking. This is an important function that links
resource utilization to geocoded locations and captures the work order volume over time.This is a significant
achievement that will identify repetitive or problematic areas and suggest modifications to our approach and
prioritize larger scale rehabilitations.Additionally,it will augment the human intuitive decision making with fact
based reporting.This is in line with our Collier Inc. initiative of data-driven decision making.
The Growth Management Department is aggressively collecting data in the field and using the legacy Cartegraph
system to manage work orders.The focus area is on accurately identifying asset locations,class,and conditions.
Surface assets such as roadways,bridges,control structures,and signals are well defined and prioritized. Similar to
Public Utilities, subsurface assets are more challenging and will require additional resources and time to capture and
classify. Shortfalls in funding on deferred legacy infrastructure is being handled by both an increasingly funded pay-
go approach and an evaluation of additional funding sources such as a stormwater utility and options for debt
service. Regardless of funding limitations,the asset management system will still identify and prioritize
replacements,repairs,and rehabilitations based on a clear hierarchy identified in the asset management system.
Administrative Services and Public Services are planning their transition from their legacy asset tracking system to
the new system by first focusing on a paradigm shift of ownership responsibilities. Over the course of the next six
months,Facilities Management will become the asset management provider for Public Services for all major vertical
and horizontal assets.Public Services will focus on handling the day to day operating asset management
responsibilities such as operating equipment,field/court maintenance,books,and amenities that support their
operations while Facilities will be the on call provider for anything requiring general construction and repairs to hard
assets. These two Departments will be presenting their updated work flow and asset management updates in the fall
as part of the Annual Update and Inventory Report(AUIR). The AUIR will provide a good opportunity to see the
upcoming breakout of future facility needs and demonstrate how the asset management shift has occurred between
these departments.
In conclusion,the teams are doing an outstanding job of managing our world class assets in a very proactive and
professional manner.The"red"categories identified in our reports by no mean indicate failed assets but rather
prioritizes assets that are past their anticipated useful life and places them in the"managed care"category where we
are potentially spending more on repairs than we prefer and we are prioritizing them for replacement or
rehabilitation. This is very useful for us as we move through the annual budget process and have to make tough
decisions on funding programs,new construction,or taking care of existing assets.
