EXECUTIVE SUMMARY Recommendation to approve the submittal of a grant application to the Federal Aviation Administration in the amount of$168,975 to update the Airport Layout Plan (ALP) for the Immokalee Regional Airport. OBJECTIVE: To submit a grant application to the Federal Aviation Administration (FAA) to update the Airport Layout Plan(ALP) for the Immokalee Regional Airport(IMM). CONSIDERATIONS: The last comprehensive Master Plan/Airport Layout Plan and narrative for the Immokalee Regional Airport was completed in late 2008. It is recommended that those plans be updated every five years. The Federal Aviation Administration has requested the ALP be updated with a full narrative to reflect recent runway/taxiway configuration and airspace changes generated by the Runway 9-27 Rehabilitation project and current aviation forecasts. The total estimated cost for this project is $168,975. Based on a pre-grant application submitted in January 2016, the FAA determined updating the ALP for the Immokalee Regional Airport is eligible for $152,077 (ninety percent 90%) funding) from the FAA in Fiscal Year 2016. The Airport Authority will request additional funding from the Florida Department of Transportation (FDOT) for the ALP Update. The funding sources are summarized below: Federal $152,077 Airport Authority $8,673 State $8,225 TOTAL $168,975 The FAA requested that a grant application for this update be submitted by June 15, 2016. This item will be brought back to the Board to accept the grant if offered to the Airport Authority. FISCAL IMPACT: There is no fiscal impact associated with this item at this time. Should the grant be awarded, the Airport Authority would receive FAA funding in the amount of$152,077 with a required local match of $16,898 (10%) available within Airport Capital Fund (496) Reserves. The required local match may be offset by slightly less than 50% or $8,225 with FDOT participation at approximately 5% of the total project award. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. -JAB GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the Board's approval to submit this grant application. RECOMMENDATION. To approve submitting a grant application to the Federal Aviation Administration in the amount of$168,975 to update the Airport Layout Plan for the Immokalee Regional Airport, and authorize the Airport Manager, Justin Lobb, to execute all documents necessary to submit the grant application. The cost to establish the program and goals for the Immokalee Regional Airport and the Marco Island Executive (approximately $8,950) is being divided equally between the two airports. It is anticipated that FDOT will not participate in the DBE program as FDOT participation requires that funding be programmed prior to the sponsor entering into an agreement or incurring expenses. Task 1• DBE Project Goal and Three -Year DBE Goal (Part 26) Includes Fiscal Yews 2016, 2017, and 2018 KWA proposes to prepare the required three-year Disadvantaged Business Enterprise (DBE) overall goal and methodology for AIP-assisted projects at the two of the County's airports. The three-year goals (fiscal years 2016, 2017, and 2018) will meet all of the requirements of 49 CFR Part 26 and recently adopted amendments. Goal Setting Process The Goals will be developed based on the two-step process of: 1. Developing a DBE Base Figure for the relative availability of ready, willing and able DBEs, using an FAA -acceptable methodology for the agreed upon market area, or Project Service Area. • This process includes consultation with the designated staff, or Engineer in considering realistic subcontracting possibilities for each project for goal development, considering opportunities in both construction and in professional services and, Making appropriate adjustments to the Base figure, using methods acceptable to FAA and consistent with the regulation. KWA will also provide assistance in fulfilling public participation requirements of the regulation, i.e. consultation with representative minority and/or women contractor organizations, and publication of a notice announcing the proposed overall goal methodology and its availability for the 30 -day public comment period. The identification of previous successful and unsuccessful bidders on similar projects is necessary in order to help determine the County's market area. KWA proposes to develop the appropriate narrative text documenting the new DBE program, to be typed and submitted to the FAA Civil Rights office on behalf of the County, after review and input by the County. The DBE Program shall conform to the requirements of 49 CFR Part 26. KWA will coordinate with the FAA concerning review and approval of the Program, including follow-up. Task 3: Fostering Small Business Participation KWA proposes to assist the County in developing an element in its DBE Program to foster small business participation. This element will structure contracting requirements to facilitate competition by small business concerns. This element will conform to the USDOT DBE program requirements of 49 CER Part 26. KWA will conduct an analysis of current practices that foster small business participation at the County. 2. KWA will document current strategies and identify new strategies that the County will use to foster small business participation. Strategies include but are not limited to: a. Establishing a race -neutral small business set-aside for prime contracts under a stated amount ( e.g., $1 million). b. In multi-year design -build contracts or other large contracts ( e.g., for "megaprojects") requiring bidders on the prime contract to specify elements of the contract or specific subcontracts that are of a size that small businesses, including DBEs, can reasonably perform. c. On prime contracts not having DBE contract goals, requiring the prime contractor to provide subcontracting opportunities of a size that small businesses, including DBEs, can reasonably perform, rather than self -performing all the work involved. d. Identifying alternative acquisition strategies and structuring procurements to facilitate the ability of consortia or joint ventures consisting of small businesses, including DBEs, to compete for and perform prime contracts. e. To meet the portion of your overall goal you project to meet through race - neutral measures, ensuring that a reasonable number of prime contracts are of a size that small businesses, including DBEs, can reasonably perform. 3. KWA proposes to develop the appropriate narrative text documenting the new Fostering Small Business Participation Plan, to be typed and submitted to the FAA Civil Rights office on behalf of the County, after review and input by the County. The Plan shall conform to the requirements of 49 CFR Part 26. KWA will coordinate with the FAA concerning review and approval of the Plan, including follow-up. FEE PROPOSAL/COMPENSATION KWA proposes to provide the services described above based on the fee scheduled contained in the attached spreadsheet (ATTACHMENT 1). It is the intent of this study to update existing ALP drawings and provide a review of existing and long range needs of the Airport. In general, the project will address and/or update the basic tasks as outlined in FAA Advisory Circulars 150/5070-613, Alrporl 11aster Plates and 150/5300-13A, Airport Design. The project will also be completed in general conformance with the FAA Southern Region ALP Checklist. The following task elements include: • An inventory of existing facilities at the airport; • Forecasts of future aviation demand levels; • Newly built facilities, i.e. the new pavement and runway/taxiway additions completed in 2015, and a determination of new facilities required, and/or expansion of existing facilities that will be required to accommodate the projected activity; • Any existing or recommended facilities that do not meet FAA design criteria will be identified. Justification for a Modification to Standard, if there is no other alternative, will be provided; • An updated Capital hnprovement Program that prioritizes and stages the proposed development over 5, 10, and 20 -year planning horizons will be provided. • Development of an updated ALP set of drawings that graphically depict existing conditions at the airport as well as proposed capital improvements. TASK 1— PROJECT INITIATION Consultant will develop a detailed scope of work, budget, and schedule to be made a part of the project contract fee negotiations. A detailed task -by -task itemization of the project budget and schedule will be provided. The study will also include a Public Involvement Program in the format denoted below: Public Involvement Program Implementation A Public Involvement Program (PIP) will be created as pail of this update. Although public meetings are not anticipated, the updated capital improvement plan will be published and open for public comment. The process will involve a public awareness, information, and feedback process to encourage information sharing between the various stakeholders throughout relevant steps of the ALP update process. The goal of the PIP is to generate public awareness and to elicit public input so the Sponsor can insure the planning effort meets community needs. The entire PIP will be documented and included as an appendix to the final ALP update report. Elements of the PIP may include: Establishment of an Airport Layout Plan Update web page. Public media announcement and web posting of all relevant particulars of the ALP update. If needed/warranted: Web posting of public comment response form to provide for structured public input to the planning effort. Input will be categorized, summaries made public, and results used in the planning process, as appropriate. Development of the comment form and compilation of responses will be the responsibility of the consultant. Web posting of the form and of public feedback periodically developed by the consultant will be the responsibility of the County. A Public Workshop to answer public questions about the ALP update in par, icular, and other planning, operational, and regulatory issues, in general. TASK 3 - AVIATION DEMAND FORECASTS Proposed development may affect the number of airport operations, and the type of aircraft will be evaluated, and forecasts based on this development will be formulated. The consultant shall complete an FAA forecast summary spreadsheet for• the airport. will be prepared in 5 -year intervals for a 20 -year pl of aviation activity projected for the airport period as follows: 1. Number of based aircraft, (in terms single engine, multi -engine piston, multi -engine turbine, business jets, and helicopters). 2. Number of annual general aviation operations, (in terms of military operations, and annual instrument approaches; itinerant and local operations; and VFR and IFR operations). 3. Mix of local vs. itinerant general aviation operations, (in terms of approach category and design group and aircraft weight). 4. Identification of the fleet mix of general aviation aircraft expected to be based at or use the airport during the planning period. Deliverable: Preparation of general aviation fleet mix and operations forecasts in 5 -year intervals for the 20year planning period. The forecast will be submitted for FAA approval prior to proceeding with subsequent related work elements. 4 TASK 4 — DEMAND CAPACITY ANALYSIS AND FACILITY REQUIREMENTS Task 4.1 - Analyze Airport Capacity and Delay This capacity assessment will analyze the ability of the current airfield configuration to meet forecast demand developed and approved in study Task 3. It will consider configuration of runways and taxiways, historical weather conditions, aircraft fleet mix, and the percentage of local touch and go operations. Results will be expressed in terms of the hourly and annual service volume of the airfield, in minutes of delay per aircraft operation, and total estimated annual delay as prescribed in FAA AC 150/5050-5, "Airport Capacity and Delay." Task 4.2 - Determine Design Aircraft and Airport Reference Code An airport's "design" aircraft is the specific aircraft, or category of aircraft, anticipated to regularly use the airport during the 20 -year planning window that has the most critical airport design criteria. Determination of the design aircraft and role of the airport in the air transportation system leads to selection of the Airport Reference Code (ARC), Runway Design Group (RDG) and Taxiway Design Group (TDG) and all appropriate airport design standards. The design aircraft and subsequent ARC, RDG and TDG selection for Sebring Regional Airport will be ascertained from information generated in study Elements 2 and 3, and guidance in FAA AC 150/5300-13A, Change 1, "Airport Design." The goal of this task is to provide adequate levels of service and operational effectiveness throughout the 20 - year planning horizon. TASK 5 - AIRPORT LAYOUT PLAN DRAWINGS The current ALP set for Innnokalee Regional Airport will be updated to reflect existing facilities and airport information, and the recommended development concept(s) developed in this study. The ALP drawings will incorporate the elements prescribed in the FAA AC 150/5300-13A, Change I "Airport Design." ALP drawings will reflect possible future development of airfield facilities based on 5, 10, and 20 -year phasing requirements. FAA and FDOT guidelines and standards, and compatible County/FAA CAD standards will be followed for ALP set development. The bnmokalee Regional Airport ALP set will include the followingshects: • Title Sheet • Airport Data Sheet/AirportL;ayout Plan Drawing • Airspace Drawing (with Approach Profiles) • Runway Protection Zone (RPZ) Plan and Profiles (based on latest RPZ study conducted by Atkins) • Land Use Plan • Property Map Task 5.1 - Title Sheet A Title Sheet will provide information concerning name and ICAO identifier of the airport, name of the airport sponsor, MOT and FAA project numbers, as applicable, and an airport location map. Task 5.2 - Airport Layout Plan Drawing (Includes Airport Data Sheet) The ALP will be updated to reflect the recommended development of future needs as identified in this study. Information on this portion of the ALP set will include, but not be limited to, the physical layout of the airport and of the physical facilities developed on the airport. The ALP sheet will also incorporate building and facilities data, runway protection zones, critical areas, building elevations, topography, roads, and parking areas, wind rose/wind coverage, and the airport boundary. All existing and proposed modifications to FAA standards will be identified and delineated in a table, along with either the waiver allowing the modification, or the proposed method of addressing the modification. A table listing all of the modifications (existing and proposed) along with their proposed disposition will be incorporated onto the ALP. Additionally, justification for requested modifications to standard will be provided in the airport plans chapter, which will be prepared in conjunction with the ALP drawing set. Task 5.3 - Airport Airspace Drawing The FAR Part 77 surfaces associated with the ultimate airport configuration and approaches will be generated and superimposed on USGS quadrangle maps. Fifty (50) foot contour intervals will be shown for all FAR Part 77 sloping imaginary surfaces. This sheet will depict objects violating FAR Part 77 surfaces that have not been identified on the ALP or RPZ plans and profiles. The top elevation of each obstruction will be identified on the sheet, as will the disposition of the obstruction. The dimensions of the approach surfaces and transitional surfaces will be charted. The airspace plan (FAR Part 77 Surfaces) will depict the full length of all approach surfaces without the use of match lines or truncated depictions. The Project Team understands that as part of this scope;'an Obstacle Action Plan (OAP) may be needed if there are any existing obstacle penetrations to TERPS, Threshold Sitting Surfaces (TSS) and the Departure Surfaces. Task 5.4 - Liner Portion of the Approacb Surface Drawing Drawings containing the plan and profile view of the inner portion of the approach surface to the noway and a tabular listing of all surface penetrations. The drawing will depict the obstacle identification approach surfaces contained in 14 CFR Part 77, Objects Affecting Navigable Airspace. The drawing may also depict other surfaces, including the Threshold -Siting Surface (TSS), Glideslope Qualification Surface (GQS), those surfaces associated with United States Standards for Instrument Procedures (TERPS), or those required by the local FAA office or state agency. The extent of the approach surface and the number of airspace obstructions shown may restrict each sheet to only one runway end or approach. Runway Protection Zone (RPZ) Plans and Profiles will be prepared for each runway and depicting the existing and any future changes to the RPZs associated with the runway system. The drawing will depict the location of roadways, structures, natural ground elevations, and other man-made or natural features with the limits of the RPZ. The drawing will also detain objects that penetrate approach surfaces or violate FAA Object Free Area criteria. Obstructions will be listed numerically in an obstruction table for each approach, with data describing the obstruction type, top elevation, allowable elevation, amount of penetration, and proposed dispositions. Additionally, the drawing will depict the configuration of required safety areas off each runway end. Plan view will be superimposed on aerial photos or on a detailed line drawing. Task 5.5 - Runway Departure Surface Drawings This drawing depicts the applicable departure surfaces as defined in Paragraph 303 of FAA AC 150/5300- 13A. The surfaces are shown for runway end(s) designated for instrument departures. Task 5.6 - Land Use Plan A Land Use Plan for the area within the boundaries of the airport will be updated based on the identified overall development concepts. Included in the drawing be aeronautical uses, agricultural uses, and industrial/commercial development areas. A depiction of current land uses in the immediate airport vicinity will also be included. Standard classifications of land use (e.g., residential, commercial, agricultural, etc.), in addition to the identification of major noise sensitive institutional land uses, will be undertaken (no new noise study will be conducted as part of this ALP Update). The land and information will be depicted graphically over a street layout of the Airport environs showing the Airport and major geographical features such as rivers, lakes, and rail lines. TASK 6 - EXHIBIT `A' PROPERTY MAP The Airport Sponsor is required to maintain and update the Exhibit `A' by submitting it to the Federal Aviation Administration (FAA) Airports Specialist. The Exhibit `A' is a snapshot of the inventory of parcels that make up dedicated airport Property. The Exhibit `A' indicates how the land was acquired, the funding source for the land and if the land was conveyed as Federal surplus land or Government Property. Other detached parcels owned by the Airport Sponsor that are dedicated to airport purposes must also be shown on the Exhibit `A'. The Exhibit `A' must show all dedicated airport property regardless of the type of funds (AIP, state, local, etc.) used to acquire that property. All laud described in a project application and shown on an Exhibit `A' constitutes the airport property federally obligated for compliance under the terms and covenants of a grant agreement An FAA ARP SOP 3.0 compliant Exhibit A Airport Property Inventory Map will be updated to reflect parcels acquired either through fee simple purchase or easements purchased by the airport with federal, state, and local foods. The project team will use the standards for developing Exhibit `A' Airport Property Inventory Maps located in FAA Advisory Circular 150/5100-17, Land Acquisition and Relocation Assistance for Airport Improvement Program (AIP) Assisted Projects, Figure I-2. TASK 7 — CAPITAL IMPROVEMENT PROGRAM The Consultant will prepare/update an airport Capital Improvement Program (CIP), which will include a detailed 5 -year ACIP with recommended phases of development, estimates of cost for each improvement, possible funding sources, and a separate evaluation of the airport's predicted available grant funding in tabular form. A 20 -year CIP will also be prepared evaluating proposed future projects, their rough order of magnitude estimated costs and potential sources of funding. Deliverable: A 5 -pear, 10 year, and 20 -year CIP (in spreadslheet form) with associated text as part of the overall Narrative Report in the Documentation Section. TASK 8 — SOLID WASTE RECYCLING PLAN Per FAA Order 5100.38D, Alp Handbook, as pail of this scope, the development of a solid waste recycling plan will be included. A CD with PDFs of the "Prelinhinary" ALP Set, crud the filled outALP SOP Checklist will also be provided as part of this deliverable. Task 9.2- Draft Narrative Report To insure proper coordination of the planning effort and assure agreement between the consultant and the Sponsor, a Draft Report containing the rostdts of Tasks'I through 7 described above will be prepared. This report will be revised once review comments have been -received from the FAA and the State and will form the basis for the Final Draft ALP submittal to the FAA for review and coordination with the appropriate FAA divisions (Air Traffic, etc.). Deliverable: Two copies (2) of the `PreHminag"Aihport Narrative Report will be provided to the Airport, State, and FAA ADO. A CD with PDFs of the "Preliminary" ALP Narrative Report will also be provided as part of this deliverable and will be included on the same CD as in Tusk 8.1. Task 9.3 — FAA and Client Continents Review and Implementation — Narrative Report, ALP Set, and Exhibit A This task consists of reviewing and implementing all document and ALP changes based on client, FAA, State, and Stakeholder input. Task 9.4 - Final ALP Drawing Set and Exhibit A Property Map The drawings for the Airport Layout Plan Set and Exhibit A Property Map will be prepared based on comments received from the FAA final coordination/review process and any subsequent comments received from the State and Airport. This will be the final publication of the report. Product: Tett (10) copies of the "Final' Airport Layout Plan Set and a CD containing all Project documents (ALP Set, SOP Checklist) in PDFfornrat. Task 9.5 - Final Narrative Report The Final ALP Narrative will be prepared based on comments received from the FAA final coordination/review process and any subsequent comments received from the State and Airport.
