Ochs,Jr.,County Manager Subject: Add On Executive Summary—May 24,2016 BCC Meeting Commissioners, Please accept the attached Executive Summary as an addition to your May 24, 2016 meeting agenda. Due to delays in re-soliciting for voice and data communications services for the County,the contract with Century Link(which provides these necessary services to various facilities throughout the County) is set to expire before your next Board meeting and a properly negotiated successor contract will not be in place. A six month extension will provide the necessary time to ensure all processes are completed. I did not become aware of this concern until after the agenda went to print. With better planning,this item could have been entered timely. I sincerely apologize for this staff oversight and will work more diligently to avoid a similar circumstance in the future. VR, Leo Add On Item 16E10 May 24, 2016 EXECUTIVE SUMMARY Recommendation to extend contract #11-5606 with CenturyLink "Telecommunications Voice and Data Services."through December 12,2016 OBJECTIVE: To continue receiving the existing telecommunications services as needed by County Divisions for Information Technology related services. CONSIDERATIONS: The Information Technology Division (ITD) provides and manages voice and data communication services to Board facilities. The current providers are Century Link and Summit. The Procurement Services Division issued RFI #16-6538 on October 20, 2015, soliciting information for Voice and Data Services. Notices were emailed to 549 firms; 49 packages were downloaded and five (5) proposals were submitted. The purpose of the RFI was to discover if there are other firms in the marketplace that could provide voice and data services in Collier County for the ITD. The proposals were evaluated by the ITD and Procurement Services in order to procure the services in a competitive manner. The existing contract with CenturyLink was extended through June 12, 2016 and the Summit contract will expire on December 12, 2016. Staff is requesting approval to extend the CenturyLink contract (11- 5606) through December 12, 2016 (to be coterminous with the Summit contract) as allowed with Board approval by Section 19D of Collier County Purchasing Ordinance Number 2013-69, as amended. The extension will provide Staff an opportunity to complete the competitive solicitation process. FISCAL IMPACT: Funds are budgeted in division operating budgets. Estimated expenditures during this six(6)month contract extension will be approximately$550,000. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT RECOMMENDATION: That the Board of County Commissioners extend contract #11-5606 with CenturyLink, "Telecommunications Voice and Data Services"through December 12, 2016.
