EXECUTIVE SUMMARY
Recommendation to authorize and approve support of the Rotary Club of Naples-Collier, Inc. use
of Fred W. Coyle Freedom Park for a fundraiser for the Freedom Memorial at no cost to the
Rotary Club.
OBJECTIVE: To provide authorization and support of local non-profit organization's desire to
raise funds for the Freedom Memorial at Fred W. Coyle Freedom Park.
CONSIDERATIONS: The Freedom Memorial is a monument located at Fred W. Coyle
Freedom Park and designed by artist Gerald Ladue that was commissioned to commemorate the
military, police officers, firefighters and emergency workers who were killed in the Sept. 11,
2001 terrorist attacks. The granite clad memorial shaped like a waving flag has stepping stones
representing each state, along the side of a six-foot wide, pentagon-shaped brick pathway around
the monument.
While the Board of County Commissioners and the City of Naples have committed to complete
the Memorial, a number of fundraising efforts continue. In 2015, the County was approached by
the Rotary Club of Naples-Collier, Inc. with an idea for one such fundraising effort. The Club
proposed to sell flags that were placed at Fred W. Coyle Park, for a donation to the Rotary Club.
The flags were placed at the Memorial from Sunday, May 30, 2015 (the day before Memorial
Day) to June 14, 2015 (Flag Day) in honor of the memory of the person the donor wished to
commemorate. The flags were secured in the ground with plastic sleeves inserted in the grounds
surrounding the Memorial.
The Rotary Club of Naples—Collier has once again requested use of the aforementioned space to
conduct a fundraiser similar to the previous effort in 2015. Flags purchased by donors will be
installed and maintained in the right of way, in front of Freedom Memorial Park by members of
the Rotary Club, starting on Saturday, May 28, 2016, to coincide with the Memorial Day
weekend and will be removed in concert with a flag retirement ceremony at Freedom Memorial
Park on Flag Day, June 14, 2016.
As in 2015, the Rotary Club of Naples-Collier, Inc. will apply 50% of the fundraiser's net
proceeds towards the Freedom Memorial project with the remaining funds allocated for other
non-profit organizations including, but not limited to, Lorenzo Walker Institute Grants and Boys
Scout Charter Groups. The proceeds will be provided directly from the Rotary Club to the
Freedom Memorial Foundation of Naples FL, Inc., a Florida non-profit corporation. The Parks
and Recreation Division proposes to allow use of the park at no cost to the Rotary Club.
LEGAL CONSIDERATONS: This item has been approved as to form and legality and
requires a majority vote for approval.—CMG
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this action.

FISCAL IMPACT: There is no fiscal impact associated with this action. While the Board does
have fees associated with Open Green Space within the Parks Division, this activity would occur
in passive Park space and does not fall squarely within the Fee Policy.
RECOMMENDATION: That the Board of County Commissioners authorizes and approves
support of fundraising efforts by the Rotary Club of Naples-Collier, Inc. to use Freedom
Memorial at Fred W. Coyle Freedom Park to place commemorative flags at no cost to the Rotary
Club.

HONOR FLAG PROJECT & FUNDRAISER
The Naples-Collier Rotary Club is proud to present our annual Honor Flag
Project to benefit our local community. Our goal is to raise funds to expand
and support our programs in Collier County with the net proceeds staying in
our Service Area.
Your$50.00 donation will purchase a 3'x 5'American Flag. We will provide a pole and
ground stake to plant your flag at the Fred W.Coyle Freedom Park along Golden Gate
Parkway.
Memorial Day though Flag Day (June 14th 4 p.m.)
Your Honoree's Name will be on the pole along with recognition
information (see below). We will collect and store the flags until next year
or you may wish to pick up your flag from 4pm to dusk. The Boys Scouts -
Veterans Flag Retirement Program will take place at that time.
The members of the Naples-Collier Rotary Club look forward to our annual Honor Flag

We sold 83 flags @ $50 per flag = $4150.00 plus donations of$114.00 minus expenses $2,456.40. We
